City Council Minutes 1980 06-26-80 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITEP7) CITY OF TJiE VILLAGE OF YORKVILLE) KENDALL COUNTY, ILLINOIS HELD JUNE 26 , 1980 AT CITY HALL. TMhyor Thanepohn called the meeting to order at 8 : 00 P.M. and led the Council in the Pledge of Allegiance to the Flag . Clerk Erickson called roll as follows : Ward 1 - Beach Ward 2 - Harker Ward 3 - Simmons Alderman Wolff was absent from Ward 1 , Alderman Hanback was absent from Ward 2 and Alderwoman Pierce was absent from Ward 3. A quorum was established . The reading of the minutes was waived. Alderman Harker moved to approve the minutes as presented, seconded by Alderman Simmons . Motion carried 3-0 . ATTORNEY' S REPORT - Attorney Dickson reported the Stark option to purchase was signed by Mr. Stark and is presently at the bank and will go to the City for signatures from there . PLAN COMMISSION - Alderman Simmons reported the meeting of June 24 , 1980 was cancelled by the Attorney representing Wildwood Estates . HUMAN RESOURCE COMMISSION - Alderman Beach reported the meeting of une 17Y 1980 was to determine after a review of the nominees , the recipient of the award to be given at the July 4th celebration . The committee will be meeting again on Saturday June 28 , 1980 for final decisions . BUSINESS $ ECONOMIC DEVELOPMENT COMMISSION - Mayor Thanepohn reported the Retail Business Sub-Committee wi l e conducting a shopping survey with the usage of a Tellus computer from Waubonsee Community College . The eomputer will be set up at the City Park on the 4th of July and will be stationed at other areas in the future . The Sub-committee will determine the questions to be asked. The Sub-committee is made up of members Sue Thanepohn -Chairwoman , Bob Barkley & Roy Deane , COMMUNITY CENTER COMMITTEE - Alderman Beach reported on the June 17 , meeting , The AAoT Gfant for the Senior Citizen Center was delivered by Dick Mau to Kankakee . The grant was in the amount of a $60 ,000 request . A thank-you was extended to Elden Madden , Dick Mau, Identa Austin and Luanne Erickson for their work on the grant . Alderman Beach reported that IBTC has donated a freezer for the kitchen at the Community Center Building . The project will be ready for bid advertising by July 22 , 1980 with the bids being opened in mid-August . The bid specifications will include floor & wall covering options . Administrator Madden reported he is still working on the water & sewer line costs . OLD BUSINESS - Mayor Thanepohn reported the Petition to Rezone Property by Glenn Davidson would need republication when they were prepared to submit the petition again and that Mr. Davidson should then pay for the re-publication . COMMITTEE REPORTS EMERGENCY SERVICES & DISASTER - Alderman Beach reported the emergency siren is still being operated manually. LIGHTS , TELEPHONE , GAS $ CABLE TV - Alderman Beach reported he as observed the cable line being laid in Sandwich one evening . PUBLIC PROPERTY & BUILDINGS - Alderman Harker moved to advertise or Bids for a salt storage building to be opened August 14 , 1980 , seconded by Alderman Beach. Motion carried 3-0 . SEWERS - Administrator Madden reported the new storm sewer has been installed on Mill Street with only the seeding left to be done . WATER - Administrator Madden reported that the gas company has mom the line on W. Van Emmon Street and the Public Works Department has started back on the water line . (38) Page 2 June 26 , 1980 Administrator Madden noted that the high water usage will be observed daily. STREETS & ALLEYS - Alderman Beach read a letter from Baxter & Woodman , Engineers regarding the June 12 , 1980 inspection of Colonial Parkway between Route 126 $ Rt . 47 recommending acceptance by the City with one adjustment of a manhole grate by Route 126 . Alderman Beach moved that the City accept Colonial Parkway between Route 126 & Route 47 with the condition the manhole grate be adjusted, seconded by Alderman Harker. Roll call vote was taken as follows :' Simmons - Aye Beach - Aye Harker - Aye Aldermen Wolff , Hanback and Pierce were absent from voting. Motion carried 3-0 . Alderman Beach read a letter from Baxter & Woodman , Engineers regarding the acceptance of streets in Fox Industrial Park , stating the areas to be removed, replaced and resurfaced. Alderman Beach will write a letter to Attorney Grant stating the requirements for acceptance . Alderman Beach moved to accept the bid of Pyramid Concrete for $10 ,948 .00 to undertake the repaving of the west sidewalks from W. Van Emmon to the river according to specifications with the City' s paying half of the cost and all of the engineering with the exception of one parcel . Motion was withdrawn by Alderman Beach. Alderman Beach moved to award the bid for replacement of sidewalks in the downtown business district as outlined in the Engineer ' s Specifications and plans to Pyramid Concrete Company of Batavia in the amount of $10 ,948 . 00 , seconded by Alderman Simmons . Roll call vote was taken as follows : Simmons - Aye Beach - Aye Harker - Aye Mayor Thanepohn - Aye Motion carried 4-0 . Aldermen Wolff, Hanback & Pierce were absent from voting. Administrator Madden reported he has put a stop on filling in the area on t e southeast corner of Fox and Rt . 47 to allow a storm sewer to be installed so as not to block the upstream water. Mayor Thanepohn requested an Executive Session at 8 : 45 P.M. in regards to the Proposed Library Relocation Site and Personnel . Regular session was reconvened at 9 : 50 ,P.M. Mayor Thanepohn called for a Special City Countil meeting on Monday , June 30 , 1980 at 8 :00 P.M. Clerk Erickson was directed to send out notices to the City Council members and the news media. The purpose of the meeting will be to deal with employee hiring. Alderman Simmons moved to adjourn the meeting at 9 : 55 P.M. , seconded by Alderman Harker. Motion carried 3-0 . Ci y Clerk
