MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, I,LLINQI. HFW )$�Y -U, 1980
AT CITY HALL .
mayor Thanepohn called the meeting to order at 8 : 00 P .]4. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk called roll as follows :
Ward 1 - Beach Ward 2 - Harker Ward 3 - Pierce
Hanback
A quorum was established.
The reading of the minutes from the April 24 , 1980 meeting was waived.
Alderman Hanback moved the minutes be approved as presented,
seconded by Alderwoman Pierce . Motion carried 4-0:;`
Alderman Simmons arrived at 8 : 05 P.M.
MAYOR' S REPORT - Mayor Thanepohn reported that three responses
have been received in regards to the Resolution Opposing the
Nuclear Waste Site Facility in Morris from State Representative of
the 39th District , Lawrence Murphy, State Representative of the
38th District , Thomas W. Ewing and U. S. Senator Adlai Stevenson
for the most part in support of the Resolution .
Alderman Harker moved to approve mayor Thanepohn ' s appointment
of Joel JerabeA and Phil Johnson as Public Works Denartment for
part-time summer employment , seconded by Alderman Simmons . Roll
call vote was taken as follows :
Harker - Aye Hanback - Aye Simmons - Aye Pierce - Ave Beach - Aye
Motion carried 5 -0 .
Due to Alderman Wolff having a conflict in meeting times , mayor
Thanepohn appointed Alderman Hanback as representative for the
City Council to the Library Board . Alderman Simmons moved to
approve the appointment , seconded by Alderman Harker . Motion carried
5-0 .
Mayor Thanepohn reported the excellent response of 400 families and
75 individuals registering for the Lion ' s Club Summer Swim Program.
Mayor Thanepohn reported he has received several verbal and a written
thank-you to the City for the trees given away to citizens .
PLAN COMMISSION - Alderman Beach reported the Plan Commission meeting
was scheduled for Tuesday, P4ay 27 , 1980 at 7 : 30 P.M. at Citv Hall .
HUMAN RESOURCE COMMISSION - Alderman Beach will have a report at the
next meeting . Al erwoman Pierce reported that the questionaire was
being tallied and there were approximately 125 returns .
BUSINESS & ECONOMIC DEVELOPMENT COT4MTSSION - Alderwoman Pierce
reported she attended the first meeting and that Dick 'cZeiter
is conducting a shopping survey and will be advertising the City
of Yorkville ' s needs for businesses in a publication.
COMMUNITY CENTER COMMITTEE - Alderman Beach reported the building
plans have increase In size by 800 sq . ft . to accomodate a senior
citizen room in hopes of obtaining .a grant from the Dept . of Aging .
Ground breaking is anticipated for August 1980 . There has been a
donation of $2 ,000 by Dorothy Perkins towards the P.A. system speci-
fically.
Attorney Dickson reported that he has spoken to Mr . Stark and
due to tax reasons Mr . Stark will not give the gift of the additional
parcel at this time , Alderman Beach moved to authorize Attorney
Dickson to draft an option agreement with Mr . Stark for purchase of
one acres of land. adjacent to the Beecher Community Building site
to the east , seconded by Alderwoman Pierce . Roll call vote was taken
as follows :

Hanback - Aye
Motion carried S-0 .
This would insure that should something happen to Mr. Stark the
land would be available to the City.
Alderman Beach reported there have been preliminary tests

on the well at the building si,t-e by K&K Well Drilling Co . , but it needs
to also be approved by the E . P.A. Mr . Madden will take the responsibility
of checking this out and will also check the possibility of sewer being
put into the site .
KENDALL COUNTY EMERGENCY SERVICES & DISASTE?? - Alderman Beach reported
that twelve 12 to sixteen 16 plans are expected to be distributed
in the City with an update every 3-6 months .
KENDALL FAMILY & YOUTH SERVICES - Alderwoman Pierce reported that elections
were coming uT . The organization serves mostly Senior Citizens at this
time but there is hope they be able to get some programs going for
the youth .
COMMITTEE REPORTS
BUILDING & ZONING - Attorney Dickson stated he felt now is the time to
set up a review board for repealing the building officers decision .
EMERGENCY SERVICES & DISASTER - AldermanHanback reported that Tom Usry
as
presented a plan esta lis ed for the City of Yorkville area .
1�tterslhave been sent to Kendall County Board and REgion 5 rejecting
acceptance of the disaster siren maintenance until the siren functions
properly.
LIGHTS, TELEPHONE, GAS';& CABLE TV - Alderman Hanback reported that he
as spoken with the office manager for Consolidated TV in Aurora and
utility contracts for usage of telephone and electic poles have been
received. They are working on a line towards Yorkville at the present
time and anticipate a 75% hook-up service by late summer .
SEWER - Administrator P4adden will set up a meeting with Countryside
Center representatives for discussion on the sewer interceptor .
WATER - Administrator Madden reported that the water line is complete
installed on rTorgan Street and. has been tested. The line must be
disinfected and approved by the E .P.A. before services are hooked on
to the line . In the meantime , the gas line on Van Emmon Street will
have to be moved before further installation of water line can be
done . This is the first water main ever installed by City employees
in Yorkville . Mr . Madden commended. his employees who have worked
on the line .
STREETS & ALLEYS - The request for a "Children at Play" sign at West F,
Center Streets was referred to the Police Committee for discussion .
Alderman Beach read a letter from Ron Cobb of Constructions Services
requesting acceptance of Colonial Parkway between between Rt . 47 &
Rt . 126 . Approval by the City' s enginner is needed before acceptance
can be given.
Alderman Beach reported he has sent out letters to the downtown property
owners on the west side of Bridge Street . giving details and cost of
their part in the project . One reply has been received to date .
Alderman Simmons moved to empower the Streets & Alleys committee to
accept the bid of Pyramid Concrete for $10 ,948 upon the approval by
the property owners on the west side of S . Bridge Street who will
be participating in the project . The motion was seconded by Alderman
Hanback . Roll call vote was taken as follows :

LIBRARY BOARD - Alderman Harker reported the next meeting will be w

Alderman Hanback reported that I . D.O.T. received verbal agreement from
the federal government on the functional replacement of the -library
building . As soon as written agreement is received, they will set
up a meeting to meet with architect and finalize the contract .
Mayor Thanepon reported that I .D. O.T. had sent him a letter regarding a
location on Game Farm Property possibility.
