MINUTES OF THE REGULAR MEETING OF THF. CITY COUNCIL OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS , HELD AT
CITY HALL MAY 8 , 1980 .
T4ayor Thanepohn called the meeting to order at 8 :00 P.M. and led the
Council in the Pledge of Allegiance to the Flag .
Clerk Erickson called roll as follows :
Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons
Beach Pierce
A quorum was established. Alderman Hanback was absent from Ward 2 .
The reading of the minutes from the April 24 , 1980 meeting was waived.
Alderman Simmons moved the minutes be an_ nroved as presented, seconded
by Alderwoman Pierce . Motion carried 5-0 .
The reading of the bills was waived. Alderman Harker moved to author-
ize payment of the bills as presented, seconded by Alderman Simmons .
Roll call vote was taken as follows :
Harker - Aye Simmons - Aye Pierce - Aye Wolff - Aye Beach - Aye
Motion carried 5-0 . Alderman Hanback was absent from voting .
MAYOR' S REPORT - Alderman Harker moved to approve Mayor Thanepohn' s
Committee F, Commission Appointments for the 1980-81 fiscal year ,
(***See Attachment) ,, seconded by Alderwoman Pierce . Motion carried S-0 .
Mayor Thanepohn appointed Elden T4adden as Administrative Assistant
to the Mayor which includes Public Works Director $ Building Inspector
into one job with the job functions remaining the same . Alderman
Wolff moved to called an Executive Session regarding Employee
Appointments , seconded by Alderman Beach . Motion carried 5-0 .
The Regular Meeting was reconvened at 9 : 05 P.M.
Alderman Simmons moved to approve T4ayor Thanepohn' s appointment
of Elden Madden to the position of Administrative Assistant to the
Mayor , seconded by Alderman Harker. Roll call vote was taken as
follows :

Motion carried 4- 1 . Alderman Hanback was absent from voting .
Alderman Harker moved to approve Mayor Thanepohn ' s appointment of
Robert Fleckinger as Public Works Part-time Employee according to the
terms of the Personnel Policy and Wage Schedule , seconded by Alderman
Simmons . Roll call vote was taken as follows :

Motion carried 3- 2 . Alderman Hanback was absent from voting .
Mayor Thanepohn read his Projects & goals for the 1980- 81 fiscal year .

Mayor Thanepohn read a letter from the Illinois Department of
Transportation regarding the traffic signal maintenance which has been
100% City funded. The new law states that the State of Illinois must
fun 50% of the maintenance costs and the Mayor is to sign the agreement
and forward it to the State of Illinois for payment or can elect to have
the City pay 100% of the maintenance and in turn bill the State of
Illinois for half of that charge .
POLICE - Alderman Harker moved to approve the Police Department report ,
seconded by Alderman Hanback. Motion carried 5-0 .
TREASURER - Alderman Simmons moved to approve the Treasurer's Report ,
seconde y Alderman Beach . Motion carried 5-0 .
Treasurer Merkel will devise a method of alerting Committee Chairmen
to the status of the accounts they are responsible for along with
showing the means of payment for each authorized expenditure .
PUBLIC WORKS - Alderman Harker moved to approve the Public Works Reports ,
seconded By Alderwoman Pierce . Motion carried 5-0 . (**See Attachment)
BUILDING DEPARTMENT - Alderman Beach moved to approve the Building Dep-
artment Report , seconded by Alderman Simmons . Motion carried S-0 .

CITY CLERK - Clerk Erickson presented an annual report .

PLAN COMMISSION - Alderman Beach announced the next meeting will be May
79 1980 at 7 : 30 P .M. at City Hall . Alderman Simmons is the 1980- 81
City Council Representative .
PARK COMMISSION - Alderwoman Pierce reported they discussed the summer
park programs at the April 15 , 1980 meeting . Next meeting is May 20 , 1980
at 6 : 30 P .M. at the Water 'dower . Alderman Beach is City Council Represen-
tative for the 1980- 81 fiscal year.
HUMAN RESOURCE COMMISSION - Alderwoman Pierce reported on the April 15 ,
1980 meeting. The Humanitarian Award program was set up and letters sent
out to area organizations asking for nominations . The award will
be presented on the Fourth of July. There has been good feedback
on the Newsletter Ouestionaire and a report will follow to the City
Council . The next meeting will be May 20 , 1980 at 7 : 00 P.M. at the
Water Tower . Alderman Beach is City Council Representative for
the 1980 - 81 fiscal year.
BUSINESS F, ECONOMIC DEVELOPMENT COMMISSION - Alderman Beach reported the
next meeting will be May 13 , 1980 at the Water Tower at 7 : 30 P.M.
Alderwoman Pierce is the City Council Representative for the 1980- 81
fiscal year .
COMMUNITY CENTER COTP4ITTEE - The next meeting will be May 20 , 1980 at
8 :00 P.M. at the Water Tower. Alderman Wolff is Representative for
the City Council for the 1980- 81 fiscal year.
SENIOR CITIZEN REPRESENTATIVE - Representative of the Senior Foxes Agnes
Ka out was present and t an ed the City Council for granting their
request for funds in the amount of X750 for the Fox Valley Older
Adult Services transportation services . Mrs . Kahout stated the lunch
program is in its third year and is very successful . Alderwoman
Pierce is the City Council Representative for the 1980- 81 fiscal year .
EMERGENCY SERVICES F, DISASTER - Alderman Simmons reported the meeting
sc e ule for April 29 , 1980 was cancelled and is rescheduled for
Thursday, May 15 , 1980 at the Police Department at 7 : 30 P .M. Chief
Randall will notify all concerned.
FINANCE - Alderman Simmons moved to approve th age Schedule and
Personnel Policy for the City of Yorkville Empl yees for the 1980 -81
fiscal year, seconded by Alderman Harker. Roll call vote was taken
as follows :

telephone has been installe at t e Water Tower in the conference room.
POLICE - Clerk Erickson opened the sealed bids received for the new
1980 Police squad car as follows :

vote was taken as follows :

Alderman Beach moved to have a radar sign placed on Fox Road for
traffic going East end a "children at play" sign on Fox Road going west .

STREETS & ALLEYS - Alderman Simmons reported there will be a committee
meeting ollowing the ES&D meeting scheduled for May 15 , 1980 . The
meeting location iA changed to the Water Tower for both meetings . The
Committee meeting will be to discuss the Sidewalk Bids for the downtown
area.
TREES & PARKS
Alderwoman Pierce reported that the trees have been delivered and given
out to all requesting them and thanks were expressed to the Public
Works Department for their help in the delivery.
Portable restrooms have been nlace� at the dam and ball fields by
the Satellite Company.
LIBRARY BOARD - Alderman Harker announced the next meeting will by
May 28 , 1980 at 7 : 30 P.M. Alderman Wolff is the 1980- 81 City Council
Representative .
Alderman Harker moved to adjourn the meeting at 9 :40 P.M. , seconded

and requests that committee meetings be held whenever
possible on Thursday nights so as to not conflict with
the various commissions which meet on Monday and.
Tuesday nights . Also, that a common time and. place be
established at the Water Tower Offices at 8 :00 P.M. for
all committee meetings . All chairmen shall be aware of
the requirements of the Open Meetings Act and comply 1000
with it .

WAGE SCALE & PERSONNEL POLICY
1. WAGES
A. Patrolman
1. Duration of employment Salary per month
a. 0 to 12 months $ 1188.00
b. 12 to 24 months 1339.00
c. 24 to 36 months 1436.00
d. 36 months and beyond 1512 .00
e. Sergeant - $100.00 per month over base salary
2. Wages shall be awarded in the following manner: at the beginning of
each fiscal year (May 1st) , all employees of the Yorkville Police
Department will elevate to the newly approved base in each individual's
particular duration of employment (see schedule) . Upon completion
of a full year's employment, and on the employee's anniversary date
(date of employment) , the employee will accelerate to the next level
of time and wage as set forth in the Duration of Employment schedule.
3. The Council may, because of prior experience, accelerate the Duration
of Employment schedule for an individual patrolman, upon request of
the Chief of Police.
4. For each accredited police service course, recommended by the Chief
cf Police and approved by the Police Committee, an additional five
dollars ($5.00) per month may be added to the individual's base
salary, not to exceed the amount on the Duration of Employment schedule.
B. All Police Department employees shall receive a longevity incentive pay
as follows:
1. After 5 years service - 2% of amount in A-1-D, i.e. $30.24/month
2. After 10 years service - 3% of amount in A-1-D, i.e. $45 .36/month
3. After 15 years service - 4% of amount in A-1-D, i.e. $60.48/month
4. After 20 years service - 5% of amount in A-1-D, i.e. $75.60/month
Exception: Department Heads will receive an agreed upon
salary with no longevity percentages involved.
PERSONNEL POLICIES
1. VACATIONS
A. Each full-time employee of the Yorkville Police Department shall be
entitled to the following vacation time:
1. One (1) year thru seven (7) years - 2 weeks
2. Eight (8) years thru 12 years - 3 weeks
3. After thirteen (13) years - 4 weeks

II. PAID HOLIDAYS
A, There shall be nine paid holidays each year for all employees
of the Yorkville Police Department as follows:
1. New Year's Eve Day
2. New Year's Day
3. Independence Day
4. Labor Day
S. Memorial Day
6. Veteran's Day
7. Thanksgiving Day
8. Christmas Day
9. Easter
III. SICK LEAVE
Each full-time employee of the City shall be entitled to paid
sick leave at the rate of one day per month cumulative to
ninety (90) days. Sick leave may be used for sick leave only.
Any absence from work for a period longer than three (3)
consecutive days may require verification from a doctor.
IV. SCHOOLS AND CONFERENCES
The policy governing employee attendance at schools and
conferences has been divided into two areas: required courses
and elective courses.
A. Required Courses:
The City will pay all expenses including wages,
travel, and tuition for any full-time employee
enrolling in required courses . Such expense must
be approved by the City Council prior to their
incurrence.
B. The City may pay the tuition of an elective course.
The City Council must approve of the course in
advance of the employee's enrollment. If approved,
one half (2) payment will be paid to the employee
at the time of his registration and the other half
will be paid to the employee upon evidence that the
course has been satisfactorily completed.
C. The City Council will decide which courses are
required and which are elective.

VI. UNIFORMS
Uniforms will be furnished by the City to all full-time employees.
All costs of such uniforms must be approved by the City Council
in advance of their purchase.
VII. PERSONAL TIME OFF
Personal time away from the job may be granted at the discretion
of the department head. The department head shall make the
judgment as to whether the time off is paid, unpaid, or shall be
made up.
VIII. OTHER BENEFITS
A. DENTAL ASSISTANCE
1. Employees and dependents will be eligible for Dental
assistance at the rate of $75.00 per year maximum
for employees and $50.00 maximum per year for
dependents.
Bills must be paid by employee, and employee will
be reimbursed. Reimbursement requests must be
turned in to the Chief for approval.
B. VISION
Employees and dependents will be eligible for
Vision (Eye) assistance at the rate of $75.00 per year
maximum for employees and $50.00 maximum per year
for dependents.

turned in to the Chief for approval.

recommendation of the Director of Public Works.

Works and approved by the appropriate committee (Streets, Sewer,
Water, etc.) an additional $5.00 per month will be added to the
individuals base pay.
B. All Public Works Department employees shall receive a longevity incentive pay
as follows:
1. After 5 years service - 20 of amount in A-1-D, i.e. $29.58
2. After 10 years service - 30 of amount in A-1-D, i.e. $44.37
3. After 15 years service - 4% of amount in A-1-D, i.e. $59.16
4. After 20 years service - 5% of amount in A-1-D, i.e. $73.95
Exception: Department Heads will receive an agreed

1. WAGES

A. The council may, because of prior experience, accelerate the duration
of employment schedule for an individual secretary upon the recommendation
of the appropriate Department Head.
B. For each accredited course, recommended by the appropriate Department Head
and approved by the appropriate committee, an additional $5.00 per month
will be added to the individuals base pay.
C. All secretaries shall receive a longevity incentive pay (based on wage
schedule attached) as follows:
a. 2% after five years service - $20.80/month
b. 3% after ten years service - $31 .20/month
c. 4% after fifteen years service - $41.60/month
d. 5% after twenty years service - $52 .00/month
2. PERSONNEL POLICY

A. Each full-time Secretary will be entitled to the following vacation time:
1. One (1) year thru seven (7) years - 2 weeks
2. Eight (8) years thru twelve (12) years - 3 weeks

Clerk attended Phase II of the Illinois Institute. of Municipal Clerks
at the University of Illinois , November 12 through the 16 , 1979 .
Eighty-seven clerks from Illinois were registered for the schooling
which was this year divided into 4 sections . Phase I for new clerks ,
Phase II , Phase III for those who are to receive their registration
with the State of Illinois and Post Graduate for Registered Municipal
Clerks of Illinois . All three phases must be successfully completed to
attain the title of Registered Municipal Clerk of Illinois .
The subject matter included a wide variety of programs with excellent
speakers and seminar leaders . Two hours was devoted to I .M.R.F.
and also to M. F.T. funding along with sessions on Personal Property
Tax Replacement , Decision-making Skills , Financial Management,
Licensing , Time Management , Elections , Parliamentary Procedures ,
Public Relations , Accessibility Standards $ Building Architecture .
The Swap Shop is still remaining the most beneficial session for all
clerks and has been extended to a 4 hour session . This is where all
the problems , personal feelings , suggestions , complaints and you name
it,come out , with fellow clerks responding with comments , suggestions ,
contradiction, opposition, agreement, etc .
Program requests for 1980 were along the lines of zoning, Plan Commission,
etc . Very few clerks actually have the knowledge they need to follow
through with the routing procedures smoothly. Their "why" questions
are never answered unless they ask what they feel are'`"dumb" questions .
All clerks receive Petitions for zoning and are involved in this , and
feel it most beneficial to have some type of session to gain some insight
into the "why" of it all . I have had the opportunity to attend a
University of Wisconsin Extension Course in Effectivie Zoning Admini-
stration Techniques in 1977 and it has .helped me understand perhaps
a little of what is happening around my office . This and the fact
that City officials & employees do tell me the "whys" when I ask "dumb"
questions make it possible for me to strive to become more knowledgeable
on the subject.
I am also striving overall to become more effecient , more competent and
more self-confident in my duties as City Clerk.
