MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY, ILLINOIS , HELD AT CITY
HALL ON APRIL 24 , 1980 .
Clerk Erickson called the meeting to order and led the Council in the
Pledge of Allegiance to the Flag.
Roll call was taken as follows :
Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons
Beach Hanback Pierce
A quorum was established.
Clerk Erickson called for nominations for Mayor Pro-tem in the absence
of Mayor Thanepohn . Alderman Wolff nominated Alderman Simmons as
Mayor Pro-tem, seconded by Alderman Harker . Roll call vote was taken
as follows :
Harker - Aye Hanback - Aye Simmons - Aye Pierce - Aye
Wolff - Aye Beach - Aye
Motion carried. 6-0 .
The reading of the minutes from the April 10 , 1980 meeting was waived.
Alderman Harker moved to approve the minutes as presented, seconded
by Alderman Wolff. Roll call vote was taken as follows :

Potion carried 5-0 .
The reading of the bills was waived. Alderman Wolff moved to authorize
payment of the bills -presented, seconded by Alderwoman Pierce . Roll

ATT'ORNEY ' S REPORT - Attorney Dickson stated that the action taken at
the March 27 , 1980 regular City Council meeting was sufficient in
regards to the Ron Cobb Resubdivision.
Alderman Wolff moved to adopt A RESOLUTION AUTHORIZING CERTAIN LINE
TRANSFERS FOR THE 1979 -1980 BUDGET OF THE UNITED CITY OF THE #64-1981
VILLAGE OF YORKVILLE, seconded by Alderman Harker . Roll call
vote was taken as follows :
Pierce - Aye Wolff - Aye Beach - Aye Harker - Aye Hanback - Aye
Motion carried 5-0 .
Alderman_Harker moved to pass the "SUPPLEMENTAL BUDGET ORDINANCE #6- 80
FOR THE FISCAL YEAR BEGINNING MAY 1 , 1979 , AND ENDING, APRIL 30 ,
1980 , FOR THE UNITED CITY OF THE VILLAGE OF YORKVILLE , KENDALL
COUNTY , ILLINOIS" , seconded. by Alderman Beach . Roll Call vote
was taken as follows :

Motion carried 5-0 .
Attorney Dickson stated that the City cannot expend more than they
budgeted for except from additional receipt items which the preceding
Ordinance #6- 80 covers .
MAYOR' S REPORT - Mayor Pro-tem read the Proclamation for Earth
Day Observance on May 3 , 1980 .
Mayor Pro-tem Simmons reported that Mr. Stark ' s shopper dispenser
problem should soon be agreed upon and/or appropriate action taken
very soon.
Mayor Pro-ten Simmons reminded the City Council that Economic
Interest Statements are due April 30 , 1980 and should be filed with
the Kendall County Clerk .
PLAN COMMISSION - Alderman Beach reported the April 22 , 1980 meeting
was cancelled due to lack of agenda
HUMAN RESOURCE COMMISSION - Alderwoman Pierce requested everyone to answer
t e Newsletter survey and return it to be counted.
BUSINESS $ ECONOMIC DEVELOPMENT COMMISSION - Alderman Beach stated
the next meeting will be Tuesday, May 13, 1980 at 7 : 30 P .M. at
the Water Tower.
COMMUNITY CENTER COMMITTEE - Alderman Wolff reported the Kitchen Design
Committee was at work and there may be a possible grant for a room
addition to the building thru the Department of the Aged. The ground-
breaking is still anticipated for June .

NEW BUSINESS - Clerk Erickson opened and read the sealed bids for the
City of Yorkville , Bridge Street (Ill . Rte . 47) Sidewalk Improvement
Project as follows :

ALderma+anbac oved to refer the bids to the Streets & Alleys Committee
for a relcommen ation .
Mr . Wellwerts of Baxter & Woodman Engineering Firm stated he would.
need time to tabulate the line items for any discrepancies . Mr.
Wellwerts is familiar with SFN Construction Company's work and
will request the low bidder, Pyramid Concrete Company submit a
job experience report . Mr. Wellwerts is skeptical of the time limit
of 11 days completion of the job by Pyramid Concrete Company.
Alderman Wolff seconded the motion. Motion carried 5-0 .
Alderman Beach questioned the possible water leak under the existing
sidewalk . Director Madden stated that it will be investigated when
the sidewalk is taken up and repaired if needed at that point.
EMERGENCY SERVICES & DISASTER - Mayor Pro-tem Simmons scheduled a
meeting for Tuesday, April 29 , 1980 at 7 : 30 P .M. at the Water Tower.
FINANCE - Mayor Pro-tem Simmons reported the Wages & Personnel Policy
will studied and acted on at the May R , 1980 meeting.
Alderman Beach moved to grant the following Reveunue Sharing requests :

#7- 80 KENDALL COUNTY, ILLINOIS , IN LIEU OF APPROPRIATION ORDINANCE, FOR THE
FISCAL YEAR COMMENCING THE 1ST DAY OF MAY AND ENDING THE 30TH PAY OF
APRIL, A. D. , 1981", seconded by Alderwoman Pierce . Roll call vote was
taken as follows :

Alderwoman Pierce commended the Finance Committee and Alderman Simmons
as Chairman for the more than 30 hours of hard work put into the budget
preparation .
LIGHTS, TELEPHONE $ GAS - Alderman Hanback reported that a telephone
extension will be installed at the Conference Room at the Water Tower
on Thursd.ay. raav 1 ; ,1980 .
Alderman Hanback will check with the Cable TV company to see the ;:
status of the project .
POLICE - Alderman Wolff moved that Sgt . Reuter and Officers M111 on,
Barna , Deiderich , Sibenaller F, Kennedy be granted a $5 . 00 increase in
base pay to begin May 1 , 1980 as set forth by the provisions of the Wage
Scale and Personnel Policy of the Yorkville Police Denartment for
successfully completing the 13-week State of Illinois certified
E .M.T. course . The motion was seconded by Alderman Beach . Roll call
vote was taken as follows :

PUBLIC PROPERTY & BUILDINGS - Alderman Hanback reported that he has
discussed. the housing _or the water tower piping and the salt storage
building with Director Madden .
Adlerman Hanback reported he received a call from the Department of
Transportation and the Library Building is all. in the federal works
now and awaiting new developments .
STREETS & ALLEYS - Mayor Pro-tem Simmons called a Committee meeting or

TREES & PARKS Alderman Ha.nba.ck ;toyed to accept the bid of Winding
Creek Nursery of $3421. 50 for 200 trees seconded by Alderman Wolff.
Roll call vote was taken as follows :

Motion carried 5-0 .
Alderwoman Pierce stated that there has not been 200 responses for
the trees to be given out . Approximately 60 have been requested.
Approximately 5 want them plant which McNelis Tree Service will do
for $1 . 50 per tree . All trees will be used on City Pronerty.
Arbor Day is Anril 25 , 1980 and the 4-H Hanny Homemakers and the
Yorkville Senior Foxes will be planting trees in the City Park .
Alderwoman Pierce has written a letter to the National Arbor Association
asking for details on how cities may participate in their tree planting
programs .
Planting trees in the cement planters on the sidewalks will have to
be delayed due to the west side sidewalk replacement program. The
merchants are willing to care for them when planted.
May 3 , 1980 will be a clean-up day for Earth Day Observance .
Sunday ,April 27 , 1980 will be the American Cancer Society Bike-a-thon.
May 10 , 1980 will be the Girl Scout Olympics in the City Park .
May 17 , 1980 , Boy Scout Troop_ #340 will hold a picnic in the park
from 1-4 p .m.
Alderman Harker donated a tree for the City Park .
The tulips are in bloom in the City Park.
The trees can either be all delivered at one time to a designated
address or picked un directly at the nursery.
WATER - Alderman Harker reported the materials for the water main
on Morgan/Hydraulic Streets has been delivered to the Public Works
Department .
LIBRARY BOARD - Alderman Harker reported they are waiting on I . D.O.T.
on the library.
The Dept. of Conservation may have land available at the game farm
for building .
TENNIS COURT COMMITTEE - Alderman Hanback reported the lights are
to be painted at t e Tennis Courts at an approximate cost of
$300 .00 .
Alderman Beach moved. to adjourn the meeting at 9 :00 P.M. , seconded

A RESOLUTION AUTHORIZING CERTAIN
LINE TRANSFERS FOR THE 1979 -
1980 BUDGET OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE
WHEREAS, certain shortages and excesses exist
in the line accounts for various items heretofore budgeted
for the fiscal year of 1979 - 1980 for the UNITED CITY OF THE
VILLAGE OF YORKVILLE, and
WHEREAS, the City Council deems it expedient
and proper to transfer excess funds from certain line items to
balance the budget for the fiscal year 1979 - 1980,
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the UNITED CITY OF THE VILLAGE OF YORKVILLE that budget trans-
fers for the various line items, as specified upon the attached
schedule, be and the same are hereby made.

SUPPLEMENTAL BUDGET ORDINANCE
FOR THE FISCAL YEAR BEGINNING
MAY 1, 1979, AND ENDING APRIL 30,
1980, FOR THE UNITED CITY OF THE
VILLAGE OF YORKVILLE, KENDALL
COUNTY, ILLINOIS
WHEREAS, the City Council of the UNITED CITY OF
THE VILLAGE OF YORKVILLE, Kendall County, Illinois, has
heretofore adopted a budget for the fiscal year beginning
May 1, 1979, and ending April 30, 1980, and
WHEREAS, certain additional funds have been received
by the UNITED CITY OF THE VILLAGE OF YORKVILLE, Kendall County,
Illinois, which are available for expenditures,
NOW THEREFORE, BE IT ORDAINED by the City Council
of the UNITED CITY OF THE VILLAGE OF YORKVILLE, Kendall County,
Illinois, that additional Sales Tax received from the State of
Illinois in the amount of $19,840.08, and additional Income
Tax received therefrom in the amount of $6,440. 76 be budgeted
as and for the following purposes: For salaries for the
Policy Department, the additional sum of $8,000.00; for new
equipment purchases for Finance, the sum of $4,457.27; and for
additional Illinois Municipal Retirement Fund Contributions,
Finance, the sum of $4,000.00.
This Ordinance shall be in full force and effect
immediately from and after its passage and approval according
to law.

ILLINOIS, IN LIEU OF APPROPRIATION ORDINANCE,
FOR THE FISCAL YEAR COMMENCING THE 1ST DAY
OF MAY AND ENDING THE 30TH DAY OF APRIL,
A.D. , 1981
WHEREAS, on the 10th day of April, A.D. , 1980,
there was submitted by the Mayor and City Council of the
UNITED CITY OF THE VILLAGE OF YORKVILLE, Kendall County,
Illinois, a proposed budget for all corporate purposes of
the UNITED CITY OF THE VILLAGE OF YORKVILLE for the fiscal
year commencing on the lst day of May, 1980, and ending on
the 30th day of April, A.D. 1981; and
WHEREAS, a public hearing on said proposed Budget
was conducted on the 10th day of April, A.D. 1980, pursuant
to legal notice published in the "Kendall County Record" , a ,
newspaper having a general circulation within the UNITED CITY
OF THE VILLAGE OF YORKVILLE; and
WHEREAS, the tentative budget was adopted and laid
over for public inspection to the 10th day of April, A.D. 1980,
and thereafter after review and amendment, an additional public
hearing was conducted thereon on the 24th day of April, A.D.
1980; and
WHEREAS, the above procedure is in conformance with
the UNITED CITY OF THE VILLAGE OF YORKVILLE Ordinance to estab-
lish the office of Budget Director, etc. , of the UNITED CITY OF
THE VILLAGE OF YORKVILLE, Kendall County, Illinois.
NOW THEREFORE BE IT ORDAINED by the City Council
of the UNITED CITY OF THE VILLAGE OF YORKVILLE, Kendall County,

Illinois, that the budget for all corporate purposes of the
UNITED CITY OF THE VILLAGE OF YORKVILLE, Kendall County,
Illinois, for the fiscal year commencing the 1st day of May,
A.D. 1980, and ending on the 30th day of April, A.D. 1981,
and the public record, is hereby adopted.
BE IT FURTHER ORDAINED by the City Council that
this Budget Adoption Ordinance is in lieu of the statutory
Appropriation Ordinance, and that the following amounts set
forth in the Budget for various corporate purposes shall
constitute the aggregate amount of the appropriation for the
UNITED CITY .OF THE VILLAGE OF YORKVILLE, Kendall County, Illinois:

This Ordinance shall be in full force and effect
from and after its passage as provided by law.
