City Council Minutes 1980 02-27-80 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED (9) CITY OF THE VILLAGE OF YORKVILLE, KENDALL COUNTY, ILLINOIS, HELD AT CITY HALL FEBRUARY 27 , 1980 . Clerk Erickson, in the absence of Mayor(�Thanepohn called the meeting to order at 8 :00 P.M. and led the Council in the Pledge of Allegiance to the Flag. Roll call was taken as follows : Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons Beach Hanback Pierce A quorum was established. Clerk requested nominations for Mayor Pro-tem. Alderman Beach nominated Alderman Wolff as Mayor Pro-tem, seconded by Alderman Harker. Roll call vote was taken as follows : Beach - Aye Harker - Aye Hanback - Aye Simmons - Aye Pierce - Aye Wolff - Abstain . Motion carried . Guests of the meeting included Mr. & Mrs . Robert Marshal representing the Senior Citizens and J. T. Johnson, Public Works Employee . Alderman Hanback moved to waive the reading of the minutes and approve the minutes from the February 14 , 1980 meeting , seconded by Alderwoman Pierce. Motion carried. ATTORNEY' S REPORT - Alderman Harker moved to adopt the Resolution 4 3"S-!9,'v to Construct a 2" in Diameter Water Main Extension in Encasement Across Illinois Route 47 (Westphal) , seconded by Alderman Simmons . Roll call vote was taken as follows : Hanback - Aye Simmons - Aye Pierce - Aye Wolff - Aye Beach - Aye Harker - Aye Motion carried 6-0 . CITY CLERK - Alderman Beach moved to refer the Petition by Ron Cobb or Res u ivision of Fox Industrial Park , Unit 4 , Lot 1 , Block 2 to the Plan Commission , seconded by Alderman Harker. Motion carried. PLAN COMMISSION - Alderman Beach read the minute from the January and Fe ruary meetings of the Yorkville Plan Commission . There are no recommendations at this time . HUMAN RESOURCE COMMISSION - Alderwoman Pierce reported that the next Blood Drive will e Mar c 5 , 1980 between 4 $ 7 P.M. The Attitude Survey will be going out soon . The next meeting will be March 18 , 1980 at 7 :00 P.M. at the Water./Tower. i COMMUNITY CENTER COMMITTEE - Dick Mau reported that there would/be a meeting on Tuesday , Marc 4 , 1980 at 7 : 30 P.M. at City Hall with the various organizations in the City. Mr. Mau presented the latest plans for the Community Center building and reported the committee is also working on the bidding procedures . Construction hopefully will begin in late spring or early summer. FINANCE - Alderman Simmons scheduled a committee meeting for Monday , March 1980 at 7 : 00 P.M. at the Water Tower and gave a reminder of the meeting scheduled for Thursday, March 6 , 1980 at 8 :00 P.M. at the Water Tower with the auditor present . TREES & PARKS - Alderwoman Pierce passed out copies of her Reforest- ation Proposal . The cost is high but it has been narrowed down to approximately 10 kinds of sturdy, shady and disease-free trees . The program will begin with approximately 400 trees . McNelis Tree Service will help if needed at a fee of $1 . 50 per tree . The trees will be between 5 ' & 8 ' tall and have a trunk diameter of about 14- 1z Ald'ftwemAh— Pierce_ requested a committee meeting March 6 , 1980 at�-30 P.M. preceding the Finance Committee meeting at the Water Tower. WATER Allman Harker reported that a representative from F. S. Inc . will be contacting Alderwoman Pierce regarding land ±-'c-y used for storage of F. S. bulk tanks by the Fox River . _�or►nerIy (L.:r.q (10) Page 2 February 27 , 1980 LIBRARY BOARD - Alderman Harker reported that the third plan submitted by James Clarage for the new library building was not satisfactory. There will be a meeting with Clarage to discuss the plans and what the Library Board expects to be included in them. WATER Alderman Harker moved to advertise for bids for materials for the Morgan to Van Emmon to S . Main Street water line to be opened on March 27 , 1980 , seconded by Alderman Simmons . Roll call vote was taken as follows : Pierce - Aye Beach - Aye Harker - Aye Hanb ack - Aye Simmons - Aye Motion carried S-0 . Mayor Pro-tem Wolff moved to adjourn into Executive Session regarding personnel at 8 : 50 P.M. , seconded by Alderman Beach . Motion carried. City Clerk RESOLUTION WHEREAS, the City of Yorkville located in the County of Kendall State of Illinois, wishes to construct a 12" in diameter water main extension in encasement across Illinois Route 47 which by law comes under the jurisdiction and control of the Department of Transporta- tion of the State of Illinois, and WHEREAS, a permit from said Department is required before said work can be legally undertaken by said City of Yorkville now THEREFORE, be it resolved by the City of Yorkville , County of Kendall State of Illinois. FIRST: That we do hereby request from the Department of Transportation, State of Illinois, a permit authorizing the City of Yorkville to proceed with the work herein described and as shown on enclosed detailed plans. SECOND: That we hereby pledge the good faith of the nd guarantee that all work shall be performed in accordance with the conditions of he permit to be granted by the Department of Transportation of the State of Illinois and to hold the State of Illinois, Department of Transportation, harmless on account of any damages that may occur to persons or property during the prosecution of such work, and assume all liability for damages to persons or property due to accidents or otherwise by reason of the work which is to be performed under the provisions of said permit.
