City Council Minutes 1980 01-10-80 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE , KENDALL COUNTY , ILLINOIS , HELD
AT CITY HALL JANUARY 10 , 1980 -
Mayor Thanepohn called the meeting to order at 8 :00 P .M. and led
the Council in the Pledge of Allegiance to the Flag .
Clerk called roll as follows :
Ward 1 - Beach Ward 2 - Harker Ward 3 - Simmons
Hanback
Alderman Wolff was absent from Ward 1 and Alderwoman Pierce was
absent from Ward 3 . A quorum was established .
The reading of the minutes was waived . Alderman Hanback moved to
approve the minutes from the December 13 , 1979 meeting as presented,
seconded by Alderman Harker . Motion carried 4-0 .
The reading of the bills was waived . Treasurer Merkel presented
a correction attachement to the bills and corrected the original
COPY- Alderman Simmons moved to authorize payment of the bills
presented including the corrected bill , seconded by Alderman
Hanback . Roll call vote was taken as follows :

Motion carried 4-0 . Aldermen Wolff & Pierce were absent from
voting .
ATTORNEY ' S REPORT - Alderman Simmons moved to pass the "Ordinance
Renaming Mill Street, Between Illinois State Route 126 and 47 ,
Renaming Said Street to 'Colonial Parkway ' , seconded by Alderman
Harker . Roll call void, was taken as follows : (#1-80)

Motion carried 4-0 . Alderman Wolff & Pierce were absent from

Alderman Harker moved to pass "AN ORDINANCE FOR THE UNITED CITY

THE CITY COUNCIL" , seconded by Alderman Simmons . Roll call vote

Alderman Harker moved to adopt "A RESOLUTION DESIGNATING A
REPRESENTATIVE (ALDERMAN DANNY HANBACK) FOR COMMUNICATION WITH
THE ILLINOIS DEPARTMENT OF TRANSPORTATION RELATIVE TO CONSTRUCTION
OF A NEW MUNICIPAL LIBRARY" , seconded by Alderman Simmons . Roll
call vote was taken as follows :

Motion carried 4-0 . Aldermen Wolff & Pierce were absent from
voting .
MAYOR' S REPORT - Mayor Thanepohn read a letter received from the
Illinois Department of Transportation regarding the proposed 12"
water main across the Route 47 bridge and referred the materials
to Director Madden and Alderman Harker for study .
Mayor Thanepohn read a letter from Illinois Bell Telepone Company
regarding the reduction in the Utility Tax credit claim .
Alderman wolff arrived at 8 : 15 P .M .
Mayor Thanepohn read a letter from the Illinois Municipal LEague
regarding Illinois Risk Management Insurance . The matter was
referred to the Finance Committee for study .
Mayor Thanepohn presented petitions from the Yorkville Grade School
4th-graders regarding the need for a- recycling center for aluminum
cans , papers & jars . The matter was referred to Alderman Wolff
and Director Madden for follow-up .
Mayor Thanepohn commented the traffic signal was working very well
in coordinating traffic on both sides of the City with no major
back-ups .
CITY CLERK - Alderman Harker moved the Easter Seal Rehabilitation
Center be granted permission to hold "Tag Days ' on May 9 & 10 , 1980
with alternate rain dates of May 16 & 17 , 1980 . Motion was seconded
by Alderman Simmons . Motion carried 5-0 . Alderwoman Pierce was
absent from voting .

TREASURER - Alderman Wolff moved to approve the Treasurer ' s Report,
seconded by Alderman Harker . Motion carried 5-0 .
POLICE - Chief Randall presented a 78-79 comparison chart to the Council
for review . Alderman Wolff moved to approve the Police Department Report , '
seconded by Alderman Harker. Motion carried 4-0 .
DIRECTOR OF PUBLIC WORKS - Alderman Harker moved to approve the Public
Works Reports , seconded by Alderman Simmons . Motion carried 5-0 .
Mayor Thanepohn requested the press to relay the message that any
theft or damage to street signs should be reported to the Public Works
or the Police Departments .
BUILDING DEPARTMENT - It was noted that there was $4 , 300 , 884 .00 declared
value of construction during 1979 . Alderman Harker moved to approve
the Building Department Report, seconded by Alderman Simmons .
Motion carried 5-0 .
PLAN COMMISSION - Alderman Beach announced the next meeting would be
January 22 , 1980 at 7 : 30 P .M. at City Hall .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Beach reported
on the January 8, 1980 meeting . The Commission recommends the City
contact the State of Illinois regarding the possibility of the Game
Farm land being acquired by the School District No . 115 in the event
the land is vacated by the Illinois Department of Conservation .
A recommendation by the Commission that the City initiate action to
get a passing lane approved by the Illinois Department of Transpor-
tation at Route 47 and Countryside Parkway at Countryside Center .
Alderman Beach stated the passing lane was in the original specifica-
tions , but the state then thought it a waste of tax dollars to put it
in at that time due to the probable 4-lane highway going through
at that point . Alderman Beach will send a letter to the Illinois
Department of Transportation .
Bob Mackie , member of the commission tendered his resignation .
Bob Mackie presented a resume of Fox Industrial Park research
and he received no complaints . The survey is to be used by the
Chamber of Commerce . ,
Bob Barkley will do research on the Illinois Bell Telephone land
on W . Hydraulic & Main Streets in regards to parking .
SENIOR CITIZEN REPRESENTATIVE - Identa Austin addressed two traffic
problems in downtown Yorkville . One concerns the pedestrians jay-
walking . Another problem is the obstruction of view with campers ,
vans and trucks parking by Hydraulic and Van Emmon Streets when turning
out into traffic on Route 47 .
Mrs . Stafford asked permission for the Senior Foxes to put another
tree in the park . The matter was referred to Alderwoman Pierce
for follow-up .
CITIZEN COMMENTS - James Garvey, representative of the Crooked Creek
Homeowners Group thanked the City Council for permission to participate
in the Impact Study of proposed Wildwood Estates and further request
permission to attend any other meetings scheduled regarding the
proposed development .
Mr. Garvey invited Mayor and City Council to the meeting at the
Yorkville National Bank on Tuesday, January 1_5 , 1980 at 7 : 30 P .M.
Mr . Garvey submitted two petitions opposing Wildwood Estates to
City Clerk signed by adjacent landowners , landowners and residents
of Crooked Creek ,
BUILDING & ZONING - Alderman Beach addressed the highlights of the
Wildwood Estates Impact Study held January 3 , 1980 at 8 : 00 P .M. at
City Hall .as follows :
Water tower on site to be provided for
Water pressure inadequate for development
Narrow Streets
Building height for R-4 housing
Density will double the population

Sanitary system not adequate to handle the subdivision - inter-
ceptor required
Bus pick-up stations , shelters & walkways for school children
With the 511 miles of streets there will be a need for more Public
Works street maintenance & snowplowing along with police pro-
tection
Green areas require more maintenance & policing
R-3 zoning inadequate
Greater density creates more water run-off
Increase in police patroling , traffic problems and construction
vandalism
Library will require 10 ,000 sq . ft . of library space
Alderman Beach stated that the problems will be addressed individually
at the committee meeting scheduled for January 23 , 1980 at City Hall .
Also to be discussed at the meeting will be the building fee schedule .
HEALTH & SANITATION - Alderman Hanback stated there was a problem with
the apartments at E . Van Emmon between Mill & Heustis Streets regarding
garbage complaints . Alderman Wolff will contact Mr . Pilmer about
the situation .
FINANCE- Alderman Simmons announced the budget meeting schedule
as follows :
January 31, 1980 - 8 : 00 P .M. - Water Tower - Finance Committee ,
Treasurer & Department Heads
February 21, 1980 - Water Tower - 8 :00 P.M. - Public Works
9 :00 P .M. - Police Department
Alderman Simmons reported on the December 17 , 1980 meeting and one
subsequent meeting with 3 Insurance presentations . Alderman Simmons
stated it was the Committee ' s recommendation to go with Wisconsin
Life Health Insurance tMYough the Zeiter/Dickson Agency at $1 ,210 .90
per month premium� a savings of approximately $400 per month . Alderman
Wolff moved to approve the new health insurance plan with Wisconsin
Life at $ 1, 210 . 90 per month upon approval by the Department Heads ,
seconded by Alderman Harker . Roll call vote was taken as follows :

Motion carried 5-0 . Alderwoman Pierce was absent from voting.
LIGHTS , TELEPHONE & GAS - Alderman Hanback stated the present problem
with Cable TV is they are trying to contract the usage of poles with
the utility companies .
POLICE - Alderman Wolff announced a Committee Meeting schduled for
January 16 , 1980 at 8 : 00 P .M. at the Water Tower .
Chief Randall and his wife will attend the 2-day meeting of the Illinois
Association of Chiefs of Police upon the motion by Alderman Wolff ,
second by Alderman Harker. Motion carried 5-0 .
PUBLIC PROPERTY & BUILDINGS - Alderman Hanback reported he has spoken
to the Illinois Department of Transportation and they are in the
process of reviewing the Library relocation project.
SEWERS - Alderman Harker reported part of the information for the
Grant has been forwarded to the State by the Engineering firm with
more to follow when completed.
STREETS & ALLEYS - Alderman Simmons reported that no engineering has
been received to date on the sidewalk replacement project in the Central
Business area.
LIBRARY BOARD - Alderman Harker announced the next meeting will be
Tuesday, January 2SII� 1980 .

YBSD BOARD - Alderman Harker reminded the Council of the meeting
on Thursday, January 17 , 1980 at 8 : 00 P .M. at the Sanitary Plant .
Alderman Beach moved to adjourn the meeting into an Executive Session
regarding City Personnel at 9 :00 P.M, second by Alderman Harker .
Motion carried.
Alderman Beach moved to adjourn the Executive Session and reconvene
the regular City Council meeting at 9 : 30 P .M.
-Mayor Thanepohn nominated for appointment ,Jack Simmons ,ho the position
of Plumbing Inspector for the City of Yorkville to he paid per inspection ,

Alderman Beach. moved to approve the appointment of Jack Simmons
as licensed Plumber for the City of Yorkville if and needed-.at the-.-
discretion of Building Inspector Madden to ;be compensated at
$15 ,00 for residential , $25 .00, for commercial and $35.00 for industrial ,
per inspection . Motion was seconded by Alderman Hanback . Motion carried
5-0 .
Alderman Harker moved to adjourn the meeting at 9 : 30 P .M. , seconded
by Alderman Wolff.

TO COLONIAL PARKWAY
WHEREAS, the UNITED CITY OF THE VILLAGE OF YORKVILLE
has considered the advisability of renaming one of the streets
within the said City, to-wit: MILL STREET, between Illinois State
Routes 126 and 47 , and
WHEREAS, it is felt that the best interests- of the Public
will be served by renaming said street to avoid confusion with the
balance of MILL STREET due to its placement and location relative
to the balance of MILL STREET,
NOW, THEREFORE, BE IT ORDAINED by the City Council of
tht- UNITED CITY OF THE VILLAGE OF YORKVILLE that MILL STREET be and
th. , same is renamed to "COLONIAL PARKWAY" for that portion and that
portion only between Illinois State Route 126 and Illinois State Route
47 .
BE IT FURTHER ORDAINED that the City Clerk shall give
notice of the renaming of MILL STREET as aforesaid by causing a
Certified Copy of this Ordinance to be recorded in the Office of
Recorder of Deeds of Kendall County and by furnishing a copy thereto
to the U.S. Postal Service within the UNITED CITY OF THE VILLAGE OF

DATES OF THE CITY COUNCIL
WHEREAS, the UNITED CITY OF THE VILLAGE OF YORKVILLE,
by and through its City Council, wishes to establish regular
meeting dates of the City Council of the UNITED CITY OF THE VILLAGE
OF YORKVILLE on dates convenient to the Council and Public and to
avoid conflict with public holidays;
NOW, THEREFORE, BE IT ORDAINED by the City Council of the
UNITED CITY OF THE VILLAGE OF YORKVILLE that the regular meeting dates
of the City Council , to be held in the Council Chambers, City Hall ,

RESOLUTION NO.
A RESOLUTION DESIGNATING A
REPRESENTATIVE FOR COMMUNICATION
WITH THE ILLINOIS DEPARTMENT OF
TRANSPORTATION RELATIVE TO CONSTRUCTION
OF A NEW MUNICIPAL LIBRARY

WHEREAS, the Illinois Department of Transportation has
determined that it will demolish the Municipal Library of the UNITED
CITY OF THE VILLAGE OF YORKVILLE and will construct a replacement
for said building upon a site to be selected by the Illinois Depart-
ment of Transportation and the City Council of the UNITED CITY OF
THE VILLAGE OF YORKVILLE; and
WHEREAS, the Illinois Department of Transportation has '
asked that one member of the Council be selected for purposes of
communicating all requests and information regarding the construction
of the replacement Municipal Library, and the City Council has so
designated such a person, to-wit: ALDERMAN DANNY HANBACK
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
UNITED CITY OF THE VILLAGE OF YORKVILLE that ALDERMAN DANNY HANBACK
shall be and is hereby authorized to communicate with the Illinois
Department of Transportation concerning the demolition, replacement
and reconstruction of a Municipal Library for the UNITED CITY OF THE
VILLAGE OF YORKVILLE and ALDERMAN HANBACK is hereby designated as a
sole and exclusive representative of the City Council in regard to all
such commications with the Illinois Department of Transportation.
BE IT FURTHER RESOLVED that the City Clerk shall communicate .
the designation of ALDERMAN HANBACK as representative of the City
gouncil to the Department of Transportation by forwarding a Certified
