City Council Minutes 1979 02-22-79 ( 1-1) MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD FEBRUARY 22, 1979 AT CITY HALL. Mayor Thanepohn called the meeting to order at 8 : 00 P.M. and led the council in the Pledge of Allegiance to the Flag. Roll call was taken as follows : Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons Beach Aldermen Hanback and Simmons were absent . A quorum was established. The reading of the minutes was waived . Alderman Beach requested that on page 2, line 17, "Lyman' s Restaurant" be added following the words "application for" . Alderman Harder moved to approve the minutes as corrected, seconded by Alderman Beach. Motion carried 4-0 . ATTORNEY 'S REPORT - Alderman Harker moved to pass the Ordinance reclassifying a portion of block 5, and lot 4 in block 2 of Country- side Center and permitting a variation thereon, seconded by Alderman Beach. motion carried 4-0 . Aldermen Smith were absent from voting. yANgACK (2-7-4) Attorney Dickson stated that Treasurer Merkel had located the 1963 Water Bond Assessment records . Attorneys Griffin, Dickson and Treasurer Merkel had a meeting to discuss the matter. 19 ,033 .78 will be dis- tributed prorata to the persons who were owners of the property in 1970 and had prepaid their special water assessments . The press will be requested to cooperate by riving notice and owners will have to present proof of ownership at that time. City Treasurer will then make distribution of the funds . MAYOR'S REPORT - Mayor Thanepohn read a thank-you note from Flden Madden for the flowers sent him during his hospital stay. PLAN COMMISSION - Alderman Simmons reported the next meeting will be February 27, 1979 at 7 : 30 P-TI. BUSINFSS R.. FCONOMIC DFVFLOPDgFNT COMMISSIOM - Alderman Beach reported the commission had met February 13, 1979 and he would have a full report at the next meeting. OLD BUSINESS - In regards to the Stark Annexation Attorney Wilson stated that the Petition for Annexation had been submitted to the Clerk on February 8,1979, and have submitted an Ordinance draft . Attorney Dickson has reviewed all papers in regards to the annexation and stated it is ready for approval. -Alderman Simmons moved to approve the Petition forAnnexation and direct Attorney Dickson to draw up an Annexation Ordinance for Stark' s property. The motion was seconded by Alderman Harker. Roll call vote was taken as follows : Wolff - Aye Harker - Aye Simmons - Aye Beach - Aye Motion carried 4-0. Aldermen Hanback and Smith were absent from voting. NEW BUSINESS - Two sealed bids were received for a 1-979 Police Squad as follows : Ron Westphal Chevrolet - X8 . 363 . 35 (Impala 4-door sedan) X1 ,067 . 35 (trade-in) ,29 . 00 Total Jay Pontiac &. GMC t8, 4112 . 40 2,433 .72 (trade-in) Total Alderman Wolff moved to accept the bid of Ron Westphal Chevrolet for a 1979 Chevrolet Impala, 4-door sedan of X4 ,296. 00 including trade-in, seconded by Alderman Simmons. Roll call vote was taken as follows: Wolff - Aye Beach - Aye Harker - Aye Simmons - Aye r?otion carried 4-0 . Aldermen Hanback R- Smith J�Tere absent from voting. FINANCE - Alderman Simmons reported that the first budget meeting was held on February 1, 1979 and the next meeting would be march 1 , 1979 at 7 : 30 P.M. at the Water Tower Conference Room. The Finance Committee, City Treasurer and Auditor are requested to be present at the meeting. Page 2 February 22, 10.79, The next scheduled meeting will be March 15, 1979 at the Water Tower Conference Room for wage negotiations . Representatives from the Public Works Department will meet with the Finance Committee at 7 : 30 P.M. and representatives from the Police Department will meet with the Finance Committee at 8: 00 P.M. Available Aldermen are also asked to attend. There is- a Public Hearing scheduled for March 22, 1979 preceding, the regular City Council meeting regarding Revenue Sharing and adopting the Tentative Budget , at 7 : 30 P.M. POLICE - Alderman Wolff moved to authorize payment of the fees for three ( 3) Police Officers to attend an F.M.T. course at a cost of : 100 each or a total of 1300 . 00, seconded by Alderman Harker, Roll call vote was taken as follows : Wolff - Aye Harker - Aye Beach - Aye Simmons - Aye Motion carried 4-0 . Aldermen Hanback and Smith were absent from voting. PUBLIC PROPERTY AND BTTILDINrS - Alderman Beach renuested another committee meeting for March 1, 1979 at 7 : 00 P .n9- at the JJater Tower Conference room to further discuss the radio bids for the Public Works Department . SEWERS - Alderman Harker called a meeting for Wednesday, March 14, 1979 at 7 : 30 P.M. at the Water Tower Conference Room for annual discussion between the City Council and the Y.B. S.D. Board, their engineers and attorneys . STREETS & ALLEYS - Alderman Beach stated that more discussion was needed on the I & I Study before the engineering bills from CMRT can be paid. Complaints have been received on the condition of Fox Road to the west of Route 47 . Director Madden stated that the road had been completely covered with crushed rock and will be done again, but the time spent on the work could have been put to better use since it hadn't helped very much or for very long a period of time. Alder- man Wolff stated that the road may need to be closed to local traffic only if the 2nd covering didn't help the situation in any way. Mayor Thanepohn stated that the Route 47 bridge has been temporarily repaired. Mayor Thanepohn stated that Chief Randall conducted his first pre- sentation of "A Reason For Tears" program. Mayor Thanepohn introduced Nadine Pierce who is running for 3rd Ward Alderman. Alderman Wolff moved to adjourn the meeting at 8 : 40 P.M. , seconded by Alderman Harker. Motion carried 4-0 .
