City Council Minutes 1978 01-12-78 165 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , ILLINOIS , HELD AT CITY HALL , JANUARY 12 , 1978 . Mayor Thanepohn called the meeting to order at 8 : 07 P .M . and led the Council in the Pledge of Allegiance to the Flag . Roll call was taken as follows : Ward 1 - Wolff Ward 2 - Harker Ward 3 - Simmons Beach Smith Absent was Alderman Hanback from Ward 2 . A quorum was established . Guests included Mrs . Buhrmaster , Robert Emmons , Richard Mau , Sgt . Reuter and Patrolman Diederich . Alderman Harker moved to waived the reading of the minutes and approve them as presented , seconded by Alderman Wolff . Motion carried . The reading of the bills was waived . Treasurer Merkel made 3 additions to the list of bills as follows : Richard Mau - briefcase for the Community Center $ 23 . 63 Commission Illinois Municipal League - Dues 158 . 40 Lion Photo Supply , Inc . - Camera & Equipment 288 . 73 Alderman Wolff moved to authorize payment of the bills including the 3 additions , seconded by Alderman Harker . Roll call vote was taken as follows : Wolff - Aye Harker - Aye Simmons - Aye Beach - Aye Smith - Aye Motion carried 5-0 . MAYOR ' S REPORT — Alderman Wolff made a motion to accept the resignation of City Clerk , Olga Schneider , effective December 27 , 1977 , seconded by Alderman Harker . Motion carried 5-0 . Mayor Thanepohn commended Olga Schneider for a job well done . Alderman Simmons moved to accept the resignation of Nancy Baird from the Park Commission due to health reasons , seconded by Alderman Smith . Motion carried 5-0 . Mayor Thanepohn will send a letter of commendation to Mrs . Baird . Alderman Wolff moved to accept Mayor Thanepohn ' s appointment of Luanne Ericksonithe City Clerk position , seconded by Alderman Smith . Motion carried 5-0 . Mayor Thanepohn then administered the Oath of Office for City Clerk to Luanne Erickson . Mayor Thanepohn read a letter from the Yorkville Community School District expressing appreciation for the recent passage of the Land and/or Cash Grant Ordinance with a special thank you to Alderman Beach for his efforts in getting the Ordinance passed . Mayor Thanepohn read a letter from the Kendall County Board requesting acceptance and future maintenance of Fox Road . Alderman Wolff moved the City accept and acknowlddge future maintenance ' of blest Fox Road to the Corporate Limits , seconded by Alderman Simmons . Roll call vote was taken as follows : Wolff - Aye Harker - Aye Simmons - Aye Beach - Aye Smith - Aye Motion carried 5-0 . 166 Page 2 January 12 , 197$ Alderman Beach made a motion to refer to the City Attorney , the copies of plans and specifications for the proposed traffic control signals to be installed at Route 47 and Ven Emmon Street , for minor changes and to draw up a resolution to present at the next City Council meeting . The motion was seconded by Alderman Wolff . Motion carried 5-0 . Chief Prickett reported on the 911 meeting . The City ' s share will be 8 . 1 % of the total which is approximately $ 12 , 000 for the first yearls funding . The figure may change somewhat after the March 1 , 1978 survey is completed . There will be a meeting of the City Council and the Community Center Committee , Monday , January 30 , 1978 at 8 : 00 P . M . at the Maintenance Building Conference Room . Patrolman Ron Diederich was sworn in on December 30 , 1977 . Ron Reuter was promoted to Sgt . Mayor Thanepohn called for an Executive Session immediately following the regular meeting . POLICE - Alderman Wolff moved to approve the police report , seconded by Alderman Smith . Motion carried 5-0 . TREASURER ' S REPORT - Alderman Wolff moved to approve the treasurer ' s report , seconded by Alderman Harker . Motion carried 5-0 . DIRECTOR OF PUBLIC WORKS - Mayor Thanepohn commended the department on excellent snow removal and getting the downtown area cleaned out twice. Alderman Beach stated that due to the criticism of the back-hoe not being used , that it was used in repairing a broken water main with a wind-chill factor of 47 degrees below. He commended the department . A1•derman Harker moved to approve the Public Works reports , seconded by Alderman Wolff . Motion carried 5-0 . PLAN COMMISSION - The next Plan Commission meetinq will be Tuesday , January 31 , 1918 at 8 : 00 P .M . at City Hall . HUMAN RESOURCE COMMISSION - Alderman Simmons announced the next meeting will be Monday , January 16 , 1978 at 7 : 30 P . M . at the maintenance building conference room . BUSINESS & ECONOMICS DEVELOPMENT COMMISSION - Alderman Beach announced the January meeting failed to meet a quorum . COMMUNITY CENTER COMMITTEE - Richard Mau reported the committee was studying to determine the type of building needed and its functions . The committee would like to see a building with 2 or 3 meeting rooms , a kitchen , large multi-purpose room , office area and storage areas . The committee is researching grants that are available . Some sites have been seen by the committee to date, and more available to look at . Chairman Mau thanked the City Council for making Clarage and Associates available as they have proved to be very helpful to the committee . Several facilities have been visited for ideas as to what is desired in our building . $40-50 per square foot was an approximate figure given by an architect for buildino cost . A joint City Council -Community Center Committee meeting will be held January 30 , 1978 at 8 : 00 P . M . in the Maintenance Building Conference room. Buhrmaster , representing the Yorkville Woman ' s Club was referred to the Park Commission meeting on Monday , January 16 , 1978 to discuss the gazebo project with them . HEALTH & SANITATION - Director Madden reported Fox Valley Disposal had updated their housing units from 688 to 764 at a charge of $2 . 64 per unit . The last count was done in June of 1975 . POLICE - Alderman Smith reported Patrolman Perkins will be attending school to become a firearms instructor . Plano has offered their indoor course to use upon its completion . Jeff Ross is working into investigative work with the Police Department . FUTURE PLANNING - Attorney Wilson , representing Jim Stark ' s proposed business park is gathering data and desires to meet with the City Council in the near future . No meeting date was set . PUBLIC PROPERTY & BUILDINGS - Alderman Harker reported he had given Director Madden permission to purchase 2 new tires for the front of his City car . BUILDING & ZONING - Alderman Beach made a motion to retain James Clardge and Associates for one year at $ 1 , 000 to attend Plan Commission and other meetings required for the year 1978 . The motion was seconded by Alderman Wolff . Roll call vote was taken as follows : Wolff - Aye Harker - Aye Simmons - Aye Beach - Aye Smith - Aye Motion carried 5-0 . FINANCE - Alderman Simmons reporter there were two problems areas in the new insurance plan ; workmen ' s compensation and the umbrella policy . The premiums will be slightly higher than in the past , but benefits will be approximately two and one half times as previously . Alderman Wolff made a motion to accept the Country Companies contract not to exceed $ 16 , 000 and not including Workmen ' s Compensation . The motion was seconded by Alderman Smith .
