CITY OF THE VILLAGE OF YORKVILLE , ILLINOIS , HELD AT CITY HALL ,
NOVEMBER 10 , 1977 .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M . and led the
Council in the Pledge of Allegiance to the flag .
Roll call was taken as follows :
Ward 1 - Wolff Ward 2 - Hanback Ward 3 - Simmons
Beach Smith
A quorum was established .
The reading of the minutes was waived . Alderman Smith moved the minutes
be approved as presented , seconded by Alderman Simmons . Motion carried
5-0 .
Reading of the bills was waived . Alderman Smith moved to authorize
payment of the bills presented , seconded by Alderman Hanback . Roll
call vote was taken as follows :
Beach - Aye Hanback - Aye Simmons - Aye
Wolff - Aye Smith - Aye
Motion carried 5-0 .
Guests included Mr . Richter , Mr . & Mrs . Stafford , Mrs . Marci Rogers ,
Mike Kellett and Grace Palmer .
ATTORNEY ' S REPORT - Alderman Beach made a motion to approve the
Resolution enabling Patrolman Ronald Reuter of the Yorkville Police
Department to take leave of Absense for a 6 month period of time
beginning November 1 , 1977 . The motion was seconded by Alderman
Smith . Motion carried 5-0 .
Alderman Beach made a motion to approve the City of Yorkville ' s
Policy in regards to Leave of Absence , seconded by Alderman Smith .
Motion carried 5-0 .
MAYOR ' S REPORT - Alderman Beach moved to accept- Mayor Thanepohn ' s
appointment of Blaine Harker to Alderman of the 2nd Ward , seconded
by Alderman Smith . Motion carried 5-0 . Mr . Harker then received his
Oath of Office as Alderman of the United City of the Village of
Yorkville from Mayor Thanepohn .
A letter was received from the Illinois E . P . A . transmitting an
Amendment to the Step 1 , Grant offer granting a time extension
to July , 1978 , to be signed and returned by Mayor Thanepohn by
December 1, 1977 .
Mayor Thanepohn called a full Council Committee meeting following
the Public Hearing , Thursday , November 17 , 1977 •
TREASURER - Treasurer Merkel explained her new number-coding system
for the budget expenditures . Alderman Smith moved to approve the
Treasurer ' s report , seconded by Alderman Simmons . Motion carried 6-0 .
POLICE - Alderman Hanback moved to approve the Police Department
Report , seconded by Alderman Smith . Motion carried 6-0 .
DIRECTOR OF PUBLIC WORKS - Director Madden reported Well #4 is
not yet on automatic controls . Alderman Hanback moved to approve
the Public Works Reports , seconded by Alderman Simmons . Motion
carried 6-0 .

PLAN COMMISSION - Alderman Beach reported on the November 5 , 1977, walk
of the proposed subdivision of Mezger ' s . The next meeting of the Commission
will be November 22 , 1977 at 8 : 00 P . M . McNel 'is , Stark & Mezger will
be on the agenda .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Beach reported
on the November 9 , 1977 meeting . City Engineer Anderson presented
partial engineering plans for the West Alley blacktopping project .
Dick Haynes , Charles Stading and Phil Dalton and John Steinwart were
appointed to meet with the downtown property owners involved in the
project in regards to the cost estimates .
SENIOR CITIZEN REPRESENTATIVE - Mr . Stafford reported that they were
moving into the Sr . Citizen Home as soon as the apartments were completed ,
some being already occupied .
CITIZEN COMMENTS - Marci Rogers requested the buildings on the McHugh
farm be destroyed due to decay and recent tragedy . Director Madden
has already looked at the property , taken pictures and was requested
by Mayor Thanepohn to work with Alderman Hanback on the matter .
Edward Richter presented his objection to the proposed amendment
to the Variance of the Kellett/Weiss property on W. Hydraulic regarding
the front-yard parking . Discussion followed . Alderman Beach responded
that the Zoning Board of Appeals has agreed to the screening of
garbage cans and to reroute the surface water , and they had further
recommended the variance be approved .
Mrs . Buhrmaster presented the drawing of the gazebo , selected by the
Women ' s Club for the proposed park shelter , to the City Council for
study.
OLD BUSINESS -- Upon the unanimous recommendation of the Zoning Board of
Appeals , Alderman Wolff moved to approve the Kellett/Weiss Variance
that is to include garbage can screening and rerouting of the surface
water ; seconded by Alderman Beach . Alderman Smith asked for any comments
from Mr . Richter . Mr . Richter responded that he feels parking screening
is needed as well as the over-flow of parking onto the street being
undesirable. Roll call vote was taken as follows :

Motion carried 6-0 .
Alderman Hanback made a motion on the request of Attorney Grant to
pass the Ordinance amending the Woodworth Annexation Ordinance passed
on April 28 , 1977 , substituting the new legal description to conform
with the plat map . The motion was seconded by Alderman Smith . Roll
call vote was taken as follows :

Beach - Aye Harker - Aye Smith - Aye
Motion carried 6-0 .
STREETS & ALLEYS - Director Madden is to get in contact with Aurora
Blacktop regarding the Fox Road approach to Route 47 blacktopping .
Alderman Wolff reported the Police Department had been requested to
make a list of any streets in the need of repair . The streets will
then be reported to Director Madden for action .

Alderman Beach reported that upon recommendation of the Business &
Economic Development Commission , East & West attachment signs were
needed at Countryside Center to designate East Kendall Drive and West
Kendall Drive .
WATER - Alderman Wolff reported the housing for the pump at Well #4
would be taken care of as soon as possible . Director Madden reported
at this time there was no water in that line .
POLICE - Alderman Smith reported the crossing guard position has been
advertised .
TREES & PARKS - Alderman Hanback will follow up on the gazebo plans
presented by the Women ' s Club and refer them to the Park Commission for
study .
SEWERS - Alderman Wolff reported the Sanitary District will not be
responsible for replacing any of the sealed man-hole covers .
FUTURE PLANNING - Alderman Beach read a letter received from Simon
Dickson of Bristol , Illinois objecting to the name , "Bristol Station" ,
Jim Stark has given his proposed development and annexation .
Alderman Wolff requested discussion on adding an extra ward or changing
the boundaries before the next election . Attorney Dickson responded
that the statutes require redistricting after the 1980 census . Attorney
Dickson will look into the possibilities of redistricting before the
next election .
LIGHTS , TELEPHONE & GAS - Mayor Thanepohn reported the City Hall phone
will be moved into the new Executive Conference Room for a matter of
convenience .
PUBLIC PROPERTY & BUILDINGS - A new storm door is needed at the Police
Department . Work on the library flower boxes is progressing and near
completion . Director Madden will contact Ira Perkins in regards to
putting in the glass block window in the back of the library building .
BUILDING & ZONING - Alderman Beach reminded the Council of the Zoning
Board of Appeals Public Hearing at 7 : 30 P . M . , Tuesday , November 15 , 1977
at City Hall in regards to the Density Variation of the Kountryside
Kommons Property owned by Randy Erickson .
On November 17 , 1977 at 7 : 45 P . M . there will be a Public Hearing
before the City Council in regards to the vacation of Powers Court
in Kountryside Kommons .
FINANCE - Alderman Simmons reported that Country Companies is canceling
out all Municipal business as of January 1 , 1978 . Attorney Dickson
commented this was a pattern among insurance companies and the type of
coverage we have had will be almost impossible to obtain .
Alderman Simmons requested an Executive Session regarding personnel
following the meeting .
Mayor Thanepohn stated- Alderman Harker would take over the committees
vacated by the resignation of Alderman Erickson .
The meeting was adjourned ' into Executive Session at 9 : 33 P . M .
