CITY OF THE VILLAGE OF YORKVILLE , ILLINOIS , HELD AT CITY HALL ,
OCTOBER -27 ,- _1-977 .
Mayor Thanepohn called the meeting to order at 8 : 05 P . M . and led the Coun-
cil in the Pledge of Allegiance to the flag .
Roll call was taken as follows :
Ward 1 - Wolff Ward 3 - Simmons
Beach Smith
Absent from Ward 2 were Alderman Erickson and Alderman Hanback . A
quorum was established .
The reading of the minutes was waived . Alderman Wolff moved the minute&
be approved as written , seconded by Alderman Smith . Motion carried 4-0 .
MAYOR ' S REPORT -Alderman Wolff moved to accept the resignation of
Alderman Erickson from Ward 2 due to health reasons , seconded by Alderman
Simmons . Motion carried 4-0 .
The Council meeting date in November was established by Ordinance to be
November 10 , 1977 . There will be a Public Hearing 11 /17/77 in regards to
Kountryside Kommons at .7 : 45 P . M,. at City Hall . It will not be a special
meeting . The December meetings will be the first and third Thursdays
of the month on December 1 and December 15 , 1977 as established by Ordi -
nance .
PLAN COMMISSION - Alderman Beach reported on the October 25 , 1977
meeting . Tom McNelis agreed to dedicate a 60 foot roadway easement
on the westerly edge of the property to the City . The petition was
tabled until the November meeting .
Jim Stark ' s Bristol Station Pre-annexation was referred to the Impact
Study Committee and tabled until the November meeting .
Richard Mezger appeared before the Commission for an informational
conference in regards to his proposed Yorkshire Estates Subdivision .
He issued an invitation to members to physically walk the area on
Saturday , November 5 , 1977 at 11 : 00 A. M . with his Subdivision Engineer .
Randy Erickson presented his Final Proposals for Resubdivision requesting
density from 12 to 13 . 2 units per acre in area adjacent to Kountryside
Kommons apartments . He has agreed and corrected the following items :
1 . location of streets is now shown
2 . direction , size and distance to water and sewer lines are
shown
3 . sidewalks are shown
4 . curbs & gutters are indicated
5 . utility easements are shown and on the final plat the utility
easements follow contours so they will be off the dedicated
road and a new water line easement between lots 4 & 5 will be
shown
6 . Mr . Erickson will assume complete responsibility for resurfacing
of Powers Court and is joining with Mr . Loftus in a petition to
vacate and later re-dedicate Powers Court .
There was a recommendation to the City Council to grant the increased
density on Lots 4 , 5 and 6 from 12 to 13 . 2 units per acre if the
setback problems can be resolved .
Robert Mahoney appeared before the Plan Commission asking for re-zoning

of the property consisting of Lots 207 & 208 located off Cut-off &
Faxon Roads from Agriculture to R- land Lots 14 & 15 in Countryside from
Special Use (Nursing Home) to B- 1 . There were no objections .
Alderman Hanback arrived at 8 : 14 P . M .
PARK COMMISSION - Mayor Thanepohn requested one of the Committee members
attend the Commission meetings .
Alderman Wolff moved to approve a $ 100 a month salary for the Director
for the winter programs , seconded by Alderman Hanback . Motion carried
4- 1 . Alderman Beach voted Nay .
There is an agreement with the school for the adult and children ' s winter
programs for the building and use of equipment .
Alderman Hanback moved to authorize the expenditure of funds to build
2 ice-skating rinks with materials to cost between $200 and $400 , seconded
by Alderman Smith . Motion carried 5-0 .
HUMAN RESOURCE COMMISSION - Alderman Simmons reported that Robert Couch
of the Oswego Medical Group talked with the Commission and hoped to
extend services to the Yorkville area in the future .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Beach reported that
letters had been sent to interested Doctors by Richard Haynes to encourage
them to extend their services to the Yorkville area and offer any help .
The next meeting will be November 8 , 1977 at 8 : 00 P . M . at City Hall .
COMMUNITY CENTER ADVISORY COMMITTEE - Mayor Thanepohn reported on the
organizational meeting . The Sub=committee for setting time- lines has
since met and established a set of time- lines to fol-low to present to
the advisory committee at the next meeting .
OLD BUSINESS - Mayor Thanepohn noted copies had been received and
distributed of Stark ' s amended Petition for Pre-annexation Agreement &
Rezoning Amendment . Revised copies with the changes will be distributed
before the next meeting . A Rublic" Nearing will ' be held November 22 , 1977
at 7 :30 P :M .
STREETS & ALLEYS - Alderman Wolff reported a proposal for approximately
$ 1300 had been received from Aurora Blacktop for the emergency repair work
at the W�.; Fox Street approach at Route 47 .
Attorney Dickson had received a request from the County to accept the Fox
Road Culvert work . Alderman Wolff and Director Madden will inspect the
work before approval is given .
POLICE - Alderman Beach reported on the October 20 , 1977 meeting . Five of
the six junk cars on Heustis St . have been removed from the premises and
the sixth car ticketed .
Alderman Wolff made a motion to empower Attorney Dickson to draw up a
Resolution for Ronald Reuter ' s leave of absense stating the following
terms :
A . the maximum time is to be for six (6) months only beginning
November 1 , 1977 .
B . Mr . Reuter will be responsible for ALL his IMRF payments during
his 6 months leave of absense
C . if Mr . Reuter wishes-to be reinstated , the City reserves the
right to deny his return to active duty pending City Council
determination if and when his services are needed

D . the City will not be responsible for any health , death , disability
or hospitalization insurance premiums during Mr . Reuter ' s 6 month
leave of absense
E . Mr . Reuter is to notify the Yorkville Police when his 6 month
leave of absense terminates of his intentions in writing of whether
he wishes to resign or seeks to return to active duty .
The motion was seconded by Alderman Simmons . Motion carried 4- 1 with
Alderman Hanback voting Nay .
Alderman Beach made a motion to empower Attorney Dickson to draw up a
Yorkville City Policy that will clearly state the City of Yorkville will
allow ONLY one City employee on leave of absense at any given time ,
seconded by Alderman Smith . Motion carried 4- 1 with Alderman Hanback
voting Nay .
SEWERS - Alderman Beach made a motion to amend the Yorkville Subdivision
Control Ordinance section 8 . 10 . 07 , regarding Manholes now reading ,
"Manholes shall be poured monolithic or shall be precast concrete ring ,
sealed water tight . '' to read as follows :
118 . 10 . 07 Manholes shall be poured monolithic or shall be precast
concrete rings , sealed water tight . Manholes shall be at
such. an elevation as to prevent surface water from entering ,
and shall be of a gasket type or waterproof , so as to pre-
vent surface water from entering . :
This amendment will make the City ' s Subdivision Control Ordinance com-
patible with the present YBSD Ordinance .
The motion was seconded by Alderman Wolff . Roll call vote was taken as
follows :
Wolff - Aye Hanback - Aye Simmons - Aye
Beach - Aye Smith - Aye
Motion carried 5-0 .
Alderman Beach will meet with the Director of Public Works to make
the necessary change in the Ordinance Book .
LIGHTS , TELEPHONE & GAS - Alderman Simmons made a motion to have Verne
Riemenschneider install 1000 watt mercury fixtures with dual voltage
ballasts using the existing poles downtown at a cost- of $960 each . If
the first one is sufficient , the second li ht will be installed across
the street . The motion was seconded by Al erman Wolff . Roll call vote
was taken as follows :

Beach - Aye Smith - Aye
Motion carried 5-0 .
BUILDING & ZONING - Alderman Beach reportec the Land and/or Cash
first draft has been presented to the City Attorney for comment and
corrections .
The Impact guildline study has been presen ed in draft form to the
City Attorney for study .
A Zoning Board of Appeals Public Hearing w 11 be held , Tuesday ,
November 17 , 1977 at 7 : 30 P . M . at City Hal in regards to the density
proposal by Randy Erickson .
The Zoning Board of Appeals recommended to the City Council to allow
the frontyard parking variance to be appre ed on Kellett/Weiss R-4
property on W. Hydraulic Street . The park Ing. area will be black-topped
and a sod area between the parking are4 and the building .

Alderman Hanback moved to table the Kellett/Weiss Variance until
the November 10 , 1977 meeting , seconded by Alderman Smith . Motion carried
5-0 . A committee meeting was scheduled for November 3 , 1977 at 8 : 00 P . M .
with the trustees of the property at City Hall . Each Committee member
was asked to walk the area before the meeting .
PUBLIC PROPERTY AND BUILDINGS - The windows in the back of the library
have been knocked out and will be replaced as soon as possible .
FINANCE - Alderman Simmons reported a new improved health insurance
plan with John Hancock was recommended by Committee if the rates remained
as competitive when the present plan terminates . The new plan would cost
approximately $200 more per month .
The Orange St . sidewalk bids will be opened November 2.1 , 1977 at 11 : 00 A . M .
the contract awarded at the December 1 , 1977 City Council meeting .
Alderman Wolff moved to adjourn the meeting at 9 : 20 A . M . , seconded by
Alderman Hanback . Motion carried .
