City Council Minutes 1977 10-13-77 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE , ILLINOIS , HELD AT CITY HALL ,
OCTOBER 13 , 1977 .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M . and led the Counci
in the Pledge of Allegiance to the Flag .
Roll call was taken as follows :
Ward 1 - Wolff Ward 2 - Erickson Ward 3 - Simmons
Beach Smith
Alderman Hanback was absent from Ward 2 . A quorum was established .
The reading of the minutes was waived . Alderman Beach made one
correction on Page 1 , under Old Business , line 6 to delete "Beach"
and add "Smith" . Alderman Smith moved to approve the minutes as
corrected , seconded by Alderman Wolff . Motion carried .
The reading of the bills was waived . Alderman Beach added 2 bills
under General Fund :
$56 . 60 - Secretarial fees for July & August for Plan Commission
$75 . 00 - S . B . O . C . annual meeting and registration fees .
Alderman Wolff added one bill under Water Fund :
$7 , 714 . 29 - Frank Marshall Electric for final payment of electrical
work on Well #4 .
Treasurer Merkel submitted 3 bills to be added and 1 correction . *See
attached copy .
Alderman Wolff moved to authorize payment of the bills with the additions
and correction , seconded by Alderman Smith . Roll call vote was taken as
follows :

Motion carried 5-0 .
ATTORNEY ' S REPORT - Alderman Wolff made a motion to reschedule the
Public Hearing for the Petition to Vacate Powers Court of Kountryside
Kommons by Robert Loftus to November 17 , 1977 at 7 : 45 P . M . at City Hall .
The motion was seconded by Alderman Smith . Motion carried 5-0 .
MAYOR ' S REPORT - The November City Council meetings are rescheduled
for the first and third Thursdays of the month on November 3 and November
17 , 1977 •
The Organizational meeting for the Community Center Advisory Committee
is scheduled for Tuesday , November 18 , 7 : 30 P . M . at City Hall . Alderman
Wolff made a motion to accept Mayor Thanepohn ' s appointment of Luanne
Erickson as secretary to the Community Center Advisory Committe , seconded
by Alderman Smith . Motion carried 5-0 .
The City Council will meet at Alderman Smith ' s at 9 : 30 A . M . , October
15 , 1977 to ride in the Homecoming Parade .
Alderman Wolff moved to set the Halloween hours on October 31 , 1977
between 5 : 00 and 8 : 00 P . M . , seconded by Alderman Simmons . Motion carried
5-0 .
Mayor Thanepohn , Alderman Wolff , Simmons and possibly Hanback will attend
the Beacher Estate farm bid opening at Merchant ' s National Bank in
Aurora on Friday , October 14 , 1977 at 2 : 00 P . M .
Alderman Beach moved to approve the minutes of the Special City Council
meeting held Saturday , October 8 , 1977 at 5 : 30 A. M . at City Hall regard-

ing approval of th.e Final Plat of Unit 5? Lots 8 through 16 , of
Fox Industrial Park .. The motion was seconded by Alderman Simmons .
Motion carried 5-0 .
CITY CLERK - Alderman Simmons moved to allow the Mental Health Associa-
tion of Illinois to conduct a door-to-door campaign in November , seconded
by Alderman Smith . Motion carried 5-0 .
TREASURER ' S REPORT - Alderman Smith moved to approve the Treasurer ' s re-
port , seconded by Alderman Wolff . Motion carried .
Alderman Simmons moved to designate Home Savings & Loan Association as a
depository for the City of Yorkville , seconded by Alderman Smith . Motion
carried 5-0 .
POLICE - Alderman Wolff moved to accept the Police Report , seconded by
Alderman Erickson . Motion carried 5-0 .
DIRECTOR OF PUBLIC WORKS - Alderman Wolff moved to accept the Public Works
Department reports , seconded by Alderman Erickson . Motion carried 5-0 .
Director Madden reported that good bacteria samples have been received on
Well #3 and it is now back in operation .
The inside of the water tower will be cleaned Monday , October 17 , 1977 .
Interstate can then come back to work on the check-valve on Well A .
PLAN COMMISSION - Alderman Beach reported on the September 27 , 1977
meeting . The Commission requested a more detailed plan for Starks
Bristol Station proposed business park and the matter has been placed
on the agenda for the next meeting .
The final plat of Unit 5 , Fox Industrial Park was approved subject to
approval by the City Council .
Randy Erickson ' s proposed subdivision must comply with the Subdivision
Control Ordinance .
Bob Loftus presented his final plat for resubdividing Kountryside Kommons .
Alderman Wolff moved to approve the Plan Commission report , seconded by
Alderman Simmons . Mot-ion carried 5-0 .
The next meeting will be October 25 , 1977 at 8 : 00 P . M . at City Hall .
PARK COMMISSION - Mayor Thanepohn reported the School Board has agreed to
lease the school building for the winter activity schedule .
Alderman Erickson moved to accept the report , seconded by Alderman Smith .
Motion carried 5-0 .
HUMAN RESOURCE COMMISSION - Alderman Simmons reported there will be a picnic
combined with the Park Commission at the Congregational Church on
Sunday , October 23 , 1977 at 4 : 00 P . M . Alderman Simmons moved to accept
the report , seconded by Alderman Wolff . Motion carried 5-0 .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSI-ON - Alderman Beach reported on
the October 11 , 1977 meeting . The: Engineer will be drawing up plans and
specifications for the West Alley bl'acktopping .

Richard Haynes has been designated''by the Commission to write a letter giv-
ing the Commission ' s support to the proposed doctors who are interested
in extending their services to the Yorkville area .
Alderman Wolff moved to accept the report , seconded by Alderman Smith .
Motion carried 5-0 .
OLD BUSINESS-Attorney Kramer spoke in behalf of Robert Loftus and Kountry-
side Kommons assuring the City Council that the request of the Plan
Commission will all be accomplished before asking for the final plat
to be approved by the City Council . Listed below are the 6 requests of
the Plan Commission :
( 1 ) Mr . Loftus will remove at his own expense areas of the parking
lots for proposed Lots 5 and 8 which encroach upon the center
area .
(2) He will close off at his own expense a temporary driveway be-
tween proposed Lot 5 and Lots 3 & 4 .
(3) He will construct at his own expense a .driveway serving as a
permanent means of egress and ingress from proposed Lot 5 to a
public street currently known as Powers Court .
(4) Mr . Loftus will join in filing a petition with Randy Ericksen to
vacate Powers Court and join in a petition to rededicate a
55 foot right of way for a city street .
(5) He will restrict all parking areas for existing buildings located
on proposed Lot 1 through Lot 8 to existing areas with no front
parking allowed .
(6) He will join with Randy Ericksen in proportions agreed upon
between them in furnishing the bond and the construction of a
public street over a 55 foot right of way to be dedicated to
the city which would provide access to the center portion of
Block 3 .
Attorney Kramer & Robert Loftus agreed that the parking lots will be fin-
ished with bituminous surfacing (not less that @inches of bituminous surAt
plant mix class B) to be completed before the final plat is accepted .

meeting ' s adjournment .
STREETS & ALLEYS - Alderman Wolff made a motion to send out for
sidewalk bids for the the South. side of Orange Street and have a bid
opening date set as soon as pbssible , seconded by Alderman Smith . Motion
carried 5-0 . '
Alderman Wolff made a motion to have the Engineer draw up flans and spec-

ifications and to initiate the work to repair the Fox Street approach to
Route 47 from the west approximately 100 ' feet . The motion was seconded
by Alderman Simmons . Roll Call votd was taken as follows :

Motion carried 5-0 .
Alderman Beach suggested sending a thank you to the county for the
Fox Road Culvert work . Mayor Thanepohn stated he felt it best to wait
until after it had been accepted by the City .
WATER - Alderman Wolff reported that Well #3 is back in working order and
we can now proceed with the work on Well #4 .
POLICE - Alderman Smith announced a committee meeting scheduled for
October 20 , 1977 at 7 : 00 P . M . at City Hall . Meetings were also requested
to follow, the same evening1by Alderman Beach for Building & Zoning , Alder-
man Erickson for Sewer , Alderman Simmons for insurance review.
SEWER - Alderman Erickson stated he would like to discuss self-sealing
man -hole covers at the Committee meeting October 20 , 1977 .
The Engineer gave a progress report on the E . P . A . Step 1 Sewer Grant
Application . A one-year extension has been requested and the Engineer
stated we are about 1 month from turning it over to the Yorkville/Bristol
Sanitary District to complete their part .
FUTURE PLANNING - Alderman Beach reported that Stark ' s Bristol Station
plat was on the agenda for the Plan Commission meeting October 25 , 1977 .
LIGHTS , TELEPHONE & GAS - Alderman Simmons reported that Verne Riemen -
schneider will submit proposals for downtown lighting in the near future .
PUBLIC PROPERTY & BUILDINGS - Alderman Erickson made a motion to hire
Ira Perkins to tear down and replace the north and south side flower pots
in front of the library with white sandstone at a cost below $ 1500 , seconded
by Alderman Wolff . Motion carried .
BUILDING & ZONING - Alderman Beach reported on the meeting he attended
between Mayor Thanepohn , Director Madden , Engineer Anderson , Dick Metzger
and Robert Coleman regarding the proposed 71 acre subdivision with entrances
off E . Van Emmon St . and Route 126& approximately 3/4 acre lots . Metzger ' s
request for side road ditches , no sidewalks , storm sewers or street
lights and the problem of water extentions will go before the Plan Commission .
FINANCE - Alderman Simmons made a motion to empower the committee to send out
for gas bids , seconded by Alderman Smith . Motion carried 5-0 .
Y . B . S . - Alderman Erickson announced the next meeting of the Y . B . S . Board
will be Monday October 17 , 1977 at 7 : 00 P .M . at Dallas Ingenmunson ' s offic
The meeting was adjourned into Executive Session regarding the Beecher
Estate at 9 : 35 P . M .
