City Council Minutes 1977 09-22-77 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED 13 " CITY OF THE VILLAGE OF YORKVILLE , ILLINOIS , HELD AT CITY HALL , SEPTEMBER 22 , 1977 . Mayor Thanepohn called the meeting to order at 8 : 05 P . M . and led the Council in the Pledge of Allegiance to the Flag . Roll call was taken as follows : Ward 1 - Wolff Ward 3 - Simmons Beach Smith Aldermen Erickson & Hanback from Ward 2 were absent . Quorum established . The reading of the minutes was waived . Alderman Beach noted one correction on page 3 , under Trees and Parks heading , line 2 to insert followinqthe word "club" and preceding the word "and" the following : on the park shelter project" . Alderman Simmons moved the minutes be approved as corrected , seconded by Alderman Beach . Motion carried 4-0 . ATTORNEY ' S REPORT - Alderman Beach made a motion to pass the Ordinance establishing a Community Center Committee as an Advisory Committee to the City Council . The motion was seconded by Alderman Simmons . Roll call vote was taken as follows : Wolff - Aye Simmons - Aye Beach - Aye Smith - Aye Motion carried 4-0 . MAYOR ' S REPORT - Alderman Beach made a motion to accept Mayor Thanepohn ' s appointment of Richard Mau as Chairman of the Community Center Committee , seconded by Alderman Simmons . Motion carried 4-0 . Alderman Smith made a motion to grant Yorkville High School Student Council permission to hold a Homecoming Day Parade , October 15 , 1977 beginning at 10 : 30 A. M . on the designated route , seconded by Alderman Wolff . Motion carried 4-0 . The City Council will meet at Alderman Smith ' s home to ride in the parade . CITY CLERK - Clerk Schneider read a letter from Illinois Bell Telephone Company stating that beginning September 22 , 1977 all Business Telephone Service will be handled by the Business Service Center in Hinsdale . A letter received from Travelers Insurance Company was referred to the Finance Committee . PLAN COMMISSION - Alderman Beach announced the next meeting will be held at City hall , September 27 , 1977 at 8 : 00 P . M . On the agenda will be Mr . McNelis , Kountryside Kommons , Dale Woodworth and Mr . Stark . OLD BUSINESS - Attorney Grant presented Woodworth ' s final plat including the addition of the Cash/Land Grant Ordinance . Alderman Hanback arrived at 8 : 40 P . M . Alderman Beach made a motion that since the final plat has the Engineers approval ,. the final plat will be approved by the City Council upon acceptance of the water and sewer lines . The motion was seconded by Alderman gi$W Motion carried 5-0 . Smith . Alderman Wolff made a motion to pass the Ordinance Annexing Territory of Dale Woodworth ' s contiguous to the City to the United City of the Village of Yorkville . *See attached copy . The motion was seconded by Alderman Smith . Roll call vote was taken as follows : Wolff - Aye Hanback - Aye Simmons - Aye Beach - Aye Smith - Aye Motion carried 5-0 . 4 O PAGE 2 September 22 , 1977 NEW BUSINESS - A Public Hearing is scheduled upon Attorney Kramer ' s request for vacation and re-dedication of Powers Court for Robert Loftus and Randy Erickson on October 27 , 1977 at 7 : 45 P . m. at City Hall . STREETS & ALLEYS - Alderman Wolff reported on the September 15 , 1977 meeting . There was a motion by Alderman Smith to have the Engineers obtain cost estimates for the south side of Orange Street from Circle Center School to S . Main Street and cost estimates to dig out and clean the curbs along both sides of Heustis Street from the extreme north to the extreme south points . If a sidewalk is put in along the south side of Orange Street the crossing guard will be moved to the intersection of Orange Street and Route 47 from his present position . The motion was seconded by Alderman Wolff . Motion carried 5-0 . WATER - Alderman Wolff made a motion to repair the check valve and solenoid at the Engineer ' s expense , seconded by Alderman Smith . Motion carried 5-0 . Alderman Wolff made a motion to put up a building over the well in the parking lot , seconded by Alderman Beach . Roll call vote was taken as follows : Wolff - Aye Hanback - Aye Simmons - Aye Beach - Aye Smith - Aye Motion carried 5-0 . TREES & PARKS - Alderman Hanback reported that trees will be ordered soon . FUTURE PLANNING - Alderman Beach will attempt to set up a committee meeting with Mr . Stark . BUILDING & ZONING - Alderman Beach requested a meeting on the Cash And/Or Land Grant Ordinance following the regular meeting . FINANCE - Alderman Simmons is awaitinq clarification of one point on the insurance before he calls a committee meeting . CHAMBER OF COMMERCE - Mayor Thanepohn reported that at the last meeting Doctors interested in offering their services to the Yorkville area were introduced . BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Beach gave a report on the September 13 , 1977 meeting . Tony Bassak had agreed to go along with the West Alley Blacktopping project , and there was a tentative agree- ment with the restaurant . Three plans were submitted by Clarage & Associates as follows : Plan A has 48 parking spaces with an entrance off W. Van Emmon Street providing good traffic flow. Plan B has only 40 parking spaces and would be congested . Plan C provides 48 parkinq spaces but no exit forcing all cars to back out . Alderman Wolff made a motion to have the Engineer get specifications and send out for bids on the West Alley Project at an hourly rate as contracted . The motion was seconded by Alderman Smith . Motion carried Alderman Wolff made a motion to have the Superintendent notify 'Glen Gabel to fill his open ditch on Mill S-treet with a 24 hour notice to be delivered by the Police Department .
