City Council Minutes 1977 08-25-77 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED G Z) CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT CITY HALL AUGUST 25,_ 1.977 •_ _ - - - - - Mayor Thanepohn called the meeting to order at 8 : 10 P .M. and led the Council in the Pledge of Allegiance to the Flag. Roll call was taken as follows : Present were: Ward 2 - Erickson Ward 3 - Simmons Hanback Absent were: Ward 1 - Wolff Ward 3 - Smith Beach A quorum was established . The reading of the minutes was waived. Alderman Erickson made a motion to approve the minutes as written, seconded by Alderman Simmons . Motion carried. ATTORNEY' S REPORT - Alderman Erickson made a motion to pass the Resolution authorizing the State of Illinois, Department of Transportation to do Construction work to the Palmer Dam and secure access routes to be Liberty and Center Streets on the north side of the river and Hydraulic Street on the south side of the river. The motion was seconded by Alderman Hanback. Motion carried. The Levy Ordinance was discussed . Alderman Erickson made a motion to table the Levy Ordinance until the next regular meeting on September 83 1977 , seconded by Alderman Hanback. Motion carried . MAYOR'S REPORT - Alderman Erickson made a motion to appoint Richard Mau to the `Human Resources Commission to serve until May of 1978 , seconded by Alderman Hanback. Motion carried . The State of Illinois Officials met with Director Madden in regards to the traffic signals . It will be approximately 6-8 weeks in engineering before bids are let . Expected installation will be Spring of 1978 . One parking space will be deleted for turn lanes, and there will be a pedestrian crossing. When a train is on the tracks, following the clearance of the train will be a green light to clear traffic on Route 47, then . red flashing lights before it is recycled to normal procedure. It is intended to have this tie in with the blacktopping of E . Van Emmon Street . An Accountability Session will be held by the Human Resources Commission on September 29, 1977 over WSPY enabling the public to call in with questions while on the air . Mayor Thanepohn received a letter from the Kendall Family and Youth Service President requesting permission for use of the City Park to set up and provide food before the Homecoming football game . Alder- man Erickson made a motion to refer it to the Park Committee for study & response, seconded by Alderman Simmons. Motion carried. OLD BUSINESS - Upon recommendation by the Plan Commission. Tom Grant 's Petition for Annexation & Re;zoning was discussed. Alderman Hanback made a motion to refer it to committee and report at the September 8, 1977 meeting . The motion was seconded by Alderman Erickson. Motion carried. PARK COMMISSION - Alderman Hanback reported there would be a 2-week delay in the reports from the Director . 13 0 Page 2 August 25, 1977 BUSINESS & ECONOMIC DEVELOPMENT COMMISSION_ - Mayor Thanepohn reported. that he and Alderman Beach had gained the support of the two remaining property owners for the West Alley Blacktopping project-! STREETS & ALLEYS - Alderman Erickson reported that new sidewalks have been installed by Northern Illinois Gas Company. Mayor Thanepohn reported that Blaine Harker asked his petition be with- drawn to vacate W . Van Emmon Street between Morgan and Grove Streets . HEALTH & SANITATION - Alderman Hanback reported there was still a weed situation at the Pilmer Apartments on Van Emmon Street . POLICE - Mayor Thanepohn presented a letter received from Carl ' s Chevrolet for a bill that had been with-held. The matter was referred to committee for discussion. TREES & PARKS_ - Alderman Hanback reported the reforestation program was being developed. Alderman Hanback will be working with the Women ' s Club on the possibility of a shelter in the City Park. SEWERS - It was reported there were still 6 violators left . LIGHTS, TELEPHONE & GAS - Due to electrical problems on the downtown streets lights, larger ballasts are being experimented with on the light in front of the Variety Store . PUBLIC PROPERTY & BUILDINGS - There was a motion by Alderman Hanback to empower Alderman Erickson, Chairman of the Committee to get specifi- cations and send out for bids for the conference room furnishings . The motion was seconded by Alderman Simmons . Roll call vote was taken as follows : Hanback - Aye Simmons - Aye Erickson - Aye Mayor Thanepohn - Aye Motion carried—*�-O . Alderman Erickson reported the rebuilding of the flowerpot at the Library might take awhile yet . BUILDING & ZONING - A committee meeting is scheduled for Thursday, September 1, 1977 at 8 : 00 P.M. at City Hall. LIBRARY BOARD - Alderman Erickson reported on the August 24, 1977 meeting . The Board will be purchasing vertical files for music and pamphlets. Mary Thomas thanked the Public Works Department for fixing their drive . There was a request for "no parking" signs in back of the library, but since there is no easement the matter was referred to Alderman Erickson to look into possibly securing an easement . Alderman Erickson reported further that 80 were in the summer reading club and 20 pre-schoolers participated. The circulation was stated as being excellent . Alderman Hanback asked if the sheet music from the Erma Hardecopf Memorial could be Xeroxed . Attorney `Dickson stated that it would be permissible . Page 3 August_ 25, 1977 Alderman Hanback asked if the water cooler was still to be installed in the Library. The matter was referred to Alderman Erickson. Alderman Hanback inquired if the Library Board could get a paid secretary. such as the Commissions have . Mayor Thanepohn stated since they have their own budget they could provide their own.
