MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
Of THE VILLAGE OF YORKVILLE , ILLINOIS HELD AT CITY HALL , JUNE 23, 1977 .
Mayor Thanepohn called the meeting to order at 8 : 02 P . M . and led the
Council in the Pledge of Allegiance to the Flag .
Roll Call was taken as follows :
Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons
Wolff Hanback Smith
A quorum was established .
The guest of the evening was Mr . Harold Feltz .
The reading of the minutes was waived . Alderman Beach asked that
the following addition be made on the page 1 : under "Hayden ' s Sports
Center" , add miscellaneous sports" before "equipment : Alderman Erickson
moved to approve the minutes as corrected , seconded by Alderman Smith .
Motion carried .
ATTORNEY ' S REPORT - Attorney Dickson reported that Burlington Northern ' s
Petition to abolish the mobile station in Yorkville would cause no
change in service but would eliminate the once a week visit by the
freight agent.
MAYOR ' S REPORT - Alderman Wolff made a motion to approve Mayor Thanepohn ' s
appointment of J . Robert Perkins as patrolman to the Police Department
at a salary of $ 12 , 400 yearly , plus overtime ;a .one ( 1 ) year probation
period ; the personnel policy applies ; and in May 1978 will revert to the
wage scale . The motion was seconded by Alderman Hanback . Alderman
Beach voted Nay . Motion carried 5-1 .
Mayor Thanepohn reported Jeff Jerabek started work , Monday , June 20 , 1977 ,
in the Public Works Department . His salary will betaken from the
Anti -recession Funds until they run out and then be taken from Public
Works funds .
The JayCee ' s are canvassing for a Donkey Baseball
Copies of the proposed liquor application license were distributed to
Council members to study . It will be made a part of the Liquor License
Ordinance .
Mary Kay Price , member of the Plan Commission , sent a thank you to the
City for the flowers while she was in the hospital .
CITY CLERK - Clerk Schneider announced the Illinois Municipal League
Convention will be held in Chicago, September 23 through the 26 , 1977 .
PLAN COMMISSION - Alderman Beach reported the Plan Commission will be held
Tuesday , June 28 , 1977 , 8 : 00 P . M . at City Hall .
PARK COMMISSION - Alderman Hanback distributed copies of the Director
Dalton ' s report . There was a good turn-out for the classes and activities
and will be a teen dance in the City Park , Saturday June 25 , 1977 with
chaperones . There is a request to close Blaine Street for a skate-board
tournament . The Commission will talk with residents on the route . Insur-
ance is being provided with the fee for each activity .
Alderman Hanback made a motion to empower the Director to receive and
expend funds up to $ 100 , seconded by Alderman Wolff . Roll call vote
was taken as follows :

Motion carried 6-0 .
The next Commission meeting will be held Thursday , June 30 , 1977 ,
at 7 : 30 P . M . at City Hall , with the Police , Public Works Director ,
Trees & Parks Committee and Mayor Thanepohn present to discuss
the Palmer Dam situation .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Hanback reported
there was discussion on the East and West Alleys downtown .
Phil Dalton was appointed as secretary for the Commission , There was
discussion of the need for someone outside the Commission to take
minutes and keep records similar to the Plan Commission .
STREETS & ALLEYS - Alderman Wolff reported estimates for the West
Alley have been received . The total cost is $24 , 454 . 00 with the
City ' s share being $9 ,208 . 00 . Alderman Wolff turned the estimates
over to Alderman Beach & the Business & Economic Development
Commission to contact the businesses involved for their input and then
bring the study back to the City Council for action .
Alderman Wolff requested the Engineer to look at the water problem at
Henry Wollenweber ' s at 108 W. River Street .
Bids were received as follows on the sidewalk replacements :
City Hall , from Madison & Jefferson to Route 47
Style Construction Company - $ 1 , 125 . 00
Avenarius Construction Company - $968 . 00
South side of Lewis Gates property on West Washington
Willman/Brown Construction Company - $ 1 , 480 . 00
Avenarius Construction Company - $960 . 00
South side of Mark Johnson property on West Washington
Style Construction Company - $565 . 00
Avenarius Construction - $507 . 00
Alderman Wolff made :. a motion to-. award the three (3) contracts
to the low bidder , Avenenarius Construction Company , with a total
cost to the City of $ 1 ,701 . 50 , Lewis Gates & Mark Johnson to be reimbursed
by the Cit alf of their total cost on completion and upon receipt of
payment to )Avenarius Construction Company being shown . The motion
was seconded by Alderman Hanback . Roll call vote was taken as follows :

Wolff - Aye Hanback - Aye Smith - Aye
Motion carried 6-0 .
Mayor Thanepohn suggested looking at the sidewalk condition West from
Bridge Street along Hydraulic to the end of the street .
WATER - Alderman Wolff reported the new well pump has been tested and
are now waiting for some of the controls to be installed .
POLICE - Alderman Smith reported the new squad was put into service
on June 17 , 1977 .
TREES & PARKS - Alderman Hanback reported the same parade route` with
the exception of 1976 , will be used as well as the City Park on the
4th of July .

The park shelter will be discussed after the 4th .
SEWERS - Alderman Erickson reported that he , Alderman Beach , Director
Madden & Y . B . S . D . Board members were present for the demonstration
by Neenah Foundries on self-sealing manhole covers .
PUBLIC PROPERTY & BUILDINGS - Alderman Erickson reported the City Hall
restroom has been completed. The Department is now working on the
new Conference room at the Maintenance Building .
Mayor Thanepohn reported the Police Department Building was badly in
need of painting and some roofing work . It was referred to the
Public Works Director to work into his schedule .

BUILDING & ZONING - Alderman Beach made a motion to refer theApetition
by Harold Feltz to rezone to the Plan Commission , seconded by Alderman
Hanback . Motion carried .
FINANCE - Alderman Simmons reported there were more proposals expected
yet on the Health Insurance before a study could be made .
On recommendation by committee , Alderman Simmons made a motion that
beginning July 1 , 1978, mandatory retirement on the 65th birthday will
be required . Alderman Hanback seconded the motion . Motion carried .
LIBRARY BOARD - Alderman Erickson reported the last meeting had been
cancelled . Alderman Erickson then made a motion for the Library Board
to borrow $2 , 000 . 00 from the City in July if needed , seconded by Alderman
Hanback . Motion carried .
TENNIS COURT COMMITTEE - There was discussion on the lighting project .
Specifications have been drawn up and sent out for bids for the cost
of installation of the lights . The Lions Club and Chamber of Commerce
have offered more in the way of a donation if needed . Alderman Hanback
felt the lighting operation expense should be the City ' s since they would
be using it the majority of the time and if the school should want to
use it at night they could be charged the estimated $2 . 16 nightly fee .
CHAMBER OF COMMERCE - Alderman Hanback reported Leon Lies was getting
zoning literature and maps made up .
The regular meeting was adjourned into Executive Session at 8 : 52P . M
by a motion by Alderman Beach .
The regular meeting was reconvened by a motion from Alderman Wolff at
9 : 15 P .M .
There was discussion on the employee hiring policy and the majority
felt it was up to the Department heads to do the interviewing for any
new employees .
Alderman Wolff moved to adjourn the meeting at 9 : 26 P .M . , seconded by
Alderman Smith ,
