Mayor Thanepohn called the meeting to order at 8 : 03P . M . and led the
Council in the Pledge of Allegiance to the Flag .
Roll Call was taken as follows :

Ward 3 - Simmons - Present
Smith - Present
A quorum was established .
Mayor Thanepohn introduced the following guests :
Mrs . Grace Palmer , Mrs . Johnson , and Mr . & Mrs . Kohout represent-
ing the Senior Citizens and Jim Southwick and Mike Muzar repre-
senting McDonald ' s Corporation .
The reading of the minutes was waived . Alderman Smith made a motion
to approve the minutes as presented , seconded by Alderman Simmons :
Motion carried .
The reading of the bills was waived . Treasurer Merkel presented
two (2) additional bills for payment as follows :
Boy Scouts "Send-a- Boy-to-Camp" Program - $30 . 00
Gabels Car Care - gas —Street Dept . - $340 . 95

Alderman Hanback presented one ( 1 ) bill as follows :

Mayor Thanepohn asked that the bill for Frank Marshall Electric
in the amount of $ 18 ,945 . 23 in the water fund be withheld until
service in completed .
Alderman Hanback made a motion to authorize payment of the bills
as presented , seconded by Alderman Smith . Roll call vote was taken
as follows :

ATTORNEY ' S REPORT - Alderman Simmons made a motion to pass the
peso u ion o e-surface Hydraulic Street with Burlington Northern ,
Inc . , to be paid out of Motor Vehicle Tax Fund and not to exceed
$1 , 500 . 00 . The motion was seconded by Alderman Smith . Roll call
vote was taken as follows :

MAYOR ' S REPORT - Mayor Thanepohn read a letter of resignation from
Gary Borling effective midnight , June 19 , 1977 . Mayor Thanppo n
sent a letter to Gary Borling reluctantly accepting his resignation .

Mayor Thanepohn will acknowledge receipt of the hearing regarding
Burlington ' s discontinuance of the mobile station entirely at York-
ville .
CITY CLERK - Alderman Hanback moved to allow the Cystic Fibrosis
door-to-door campaign to be held during the month of September ,
seconded by Alderman Simmons . Motion carried .
TREASURER - Alderman Smith moved to approve the Treasurer ' s Report ,
seconded by Alderman Hanback . Motion carried .
POLICE - Alderman Smith moved to approve the Police Report , seconded
by Alderman Hanback. Motion carried .
DIRECTOR OF PUBLIC ;WORKS - Alderman Hanback moved to approve the
Public Works Reports , seconded by Alderman Simmons . Motion carried .
PARK COMMISSION - Alderman Hanback reported the Park Director presented
a master schedule with activities to begin June 13 , 1977 .
SENIOR CITIZEN REPRESENTATIVE - Mrs . Kahout thanked the Council for the
work done for them in Yorkville . She also made mention of our "Flag ' s
200th Birthday" being June 14 , 1977 and there should be more display
of the Flag than there has been in the past .
Mrs . Grace Palmer , President of the Yorkville Women ' s Club asked i
about the possibility of a shelter in the park . It was referred
to the Trees & Parks Committee for study . ;
OLD BUSINESS -Alderman Simmons reported there had been a breakdown in
communications regarding the North Bridge Street. water main . The
bidding had not been published in a local newpaper . It was Attorney
Dickson ' s opinion the sealed bids be send back unopened by certified
mail or keep them unopened in a secure place at the bidder ' s discretion .
Alderman Simmons made a motion to draw up a Resolution advertising
for bids on the North Bridge Street Water Main Project , seconded by Alder-
man Smith . Roll call vote was taken as follows :

Motion carried 4-0 . Smith - Aye
Public Works Director Madden asked that a set of plans and specifications
be sent to his office as he had not received any to date .
NEW BUSINESS - Upon a unanimous recommendation of the Zo : ing Board of
Appeals , Alderman Hanback moved to grant the variance for McDonald ' s
"Golden Arches" sign , seconded by Alderman Smith . Roll call vote was
taken as follows :

Motion carried 4-0 .
POLICE - Alderman Smith reported the new squad had arrived and will
be in service next week . The ' 74 squad will then be turned over to
the Public Works Director .
TREES & PARKS - Alderman Hanback passed around pictures of a typical
weekend at the Bicententennial Park . He suggested upon Committee
Recommendation that a fee be imposed on non-residents . There is a problem

on policing the area and it was suggested by Mayor Thanepohn that the Trees
& Parks and Police Committees along with the Chief of Police , Director
of Public Works , Mayor and City Attorney meet to discuss and make a
recommendation at the next regular meeting .
Mayor Thanepohn observed the excess of dead wood and branches in the
City Park and referred the matter to Alderman Hanback.
PUBLIC PROPERTY & BUILDINGS - Director Madden submitted plans and specifi -
cations for the Maintenance Building conference room and office . Alderman
Simmons made a motion to empower the committee to approve the plans and
specifications for the Public Works Department to begin work as soon as
possible , seconded by Alderman Smith . . Roll call vote was taken as follows :

Motion carried 4-0 .
I FINANCE Alderman Simmons reported on the meeting of June 6 , 1977
and gave a report on the insurance study for health insurance for
employees . The committee arrived at ,no conclusions .
The utility taxes were reviewed and tabled until the tax levy .
TENNIS COURT COMMITTEE - Alderman Hanback reported the committee is
in the process of working up rules .
Alderman Hanback is working with the school on the lighting situation .
Alderman Hanback moved to adjourn the meeting at 9 : 10 P . M. , seconded
by Alderman Smith .
