MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL, MAY 12, 1977
Mayor Thanepohn called the meeting to order at 8 : 00 P .M. and led the Coun-
cil in the Pledge of Allegiance to the Flag .
Roll call was taken as follows :
Ward 1 - Wolff Ward 2 - Hanback Ward 3 - Simmons
Beach Erickson Smith
A quorum was established.
Guests included Bob Mayes and his son, Randy, who is working towards
his Boy Scout Citizenship badge.
The reading of the minutes was waived. Alderman Erickson made one
correction on page one of the word "Allderman" to be changed to
read "Alderman" . Alderman Erickson moved to accept the minutes with
the correction, seconded by Alderman Smith . Motion carried .
The reading of the bills was waived . Alderman Erickson made a motion
to pay the bills, seconded by Alderman Wolff. Roll call vote was taken
as follows:

Motion carried 6-0 .
ATTORNEY 'S REPORT - Alderman Beach called a meeting of the Building &
Zoning Committee for May 19 , 1977 at 8 : 15 P .M. at City Hall to discuss
the Swimming Pool Ordinance , Going-out-of-business Ordinance and the
Cash/Land Grant Ordinance .
Attorney Dickson reported he had been contacted by the Merchants Bank
Trust Officer in regards to the Clarence Beecher will . There is
substantial money available for acquisition of land and construction
of a building to be known as the Beecher Community Building to be
used exclusively for social, literary & recreational use . In addition,
$20 ,000 would be set aside for maintenance of the building. City
Officials have been asked to cooperate with the Bank as to the site
and make recommendations as to the type of building . The trust con-
sists of farm land in Kendall County and marketable securities .
MAYOR'S REPORT - Alderman Wolff made a motion to accept Mayor Thanepohn' s
appointments he made to the Committees and Commissions, Budget Officer,
City Attorney and Engineer with one correction under Human Resources
Commission Ex-Officio members, delete"Hershel Smith`' and add
" Roger Simmons: The motion was seconded by Alderman Smith. Motion carried .

Alderman Hanback moved to approve the appointment of Rick Dalton as Park
Recreation Director, seconded by Alderman Simmons . Motion carried.
Mayor Thanepohn asked the City Council members to go over the projects
and goals ( *Copy attached) , add their own ideas and work together for
completion of them.
Mayor Thanepohn proclaimed American Legion and American Legion Auxiliary
Poppy Days to be held May 27 & 28, 1977 .

The Blackford Landfill permit has been withdrawn. Alderman Beach asked
the City to give Dr. Block a commendation for his work in defeating
the project . It is to be drawn up by Attorney Dickson.
CITY CLERK - Clerk Schneider turned a letter over to Mayor Thanepohn
regarding the election material from the Illinois Municipal League.
TREASURER - Treasurer Marilyn Merkel and Luanne Erickson will be
attending the Treasurer ' s Seminar at Rantoul, Illinois on June 10 & 113
1977 .
Mayor Thanepohn reported the Anti-recession Fiscal Assistance Funds
will be used for the part-time summer help.
Alderman Erickson made a motion to accept the Treasurer ' s Report with
the following correction:
Water Fund - Replacement of Waterworks'- Expenditure column
should read $145, 436 . 40 and the Unexpended column should read $14, 563 . 60 .
The motion was seconded by Alderman Smith . Motion carried.
POLICE - Alderman Erickson made a motion to accept the Police Report,
seconded by Alderman Smith . Motion carried.
PUBLIC WORKS DEPARTMENT - Alderman Wolff made a motion to accept the
Public Works Department Reports, seconded by Alderman Erickson. Motion
carried.
PLAN COMMISSION - Alderman Beach announced the next meeting would be
held on May 24, 1977 at 7 : 30 P.M. at City Hall. Alderman Beach
referred the report from the Engineer in regards to Woodworth 's
Subdivision Preliminary Plat to the Plan Commission to report back
to the City Council on their recommendation.
PARK COMMISSION - Alderman Hanback reported that office space has been
secured at the Public Works Building and a telephone will be installed
for the Park Recreational Director. The next meeting will be held
May 24, 1977 to meet with the new director and initiate the programs .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Beach reported
the need for someone to take minutes at the meetings .
It was recommended by a motion that was seconded and carried to blacktop
the City 's portion of West Alley .
The Commission asked for the City' s cooperation in improving the East Alley.
The Commission will look into obtaining a grant to improve downtown
Yorkville. Mayor Thanepohn has talked with the State Business & Economic
Development. Commission and will set up a meeting with the Commission
Representative to discuss grants .
It is felt the majority of the downtown parking is being used by the
employees and there is not enough for the customers .
Mr . Olsen will invite a representative from the Chamber of Commerce
to the next meeting.
Mr. Clarage quoted figures of $3 . 30 a square foot or $33 - 00 per
running foot for sidewalk replacement . It was suggested lighting
should be put in as the old sidewalk is taken up and there is
no reason for either one if there isn 't sufficient parking facilities
for customers to begin with.

NEW BUSINESS_ - Mayor Thanepohn received a certified letter from the
Citizens for Better Environment in DeKalb . Alderman Simmons made
a motion to deny their request to conduct a door-to-door canvass on
May 2.3_.throught May 27, 1977, seconded by Alderman Erickson. Motion
carried.
STREETS & ALLEYS - Alderman Simmons reported that he and Elden Madden
had attended the County Board Roads Committee meeting regarding the
Fox Road culvert . It was suggested the 2 attorneys discuss the matter
further .
Alderman Erickson reported that he �has been in contact with Northern
Illinois Gas Company in regards to the sidewalk from River Street at
Rt . 47 to Church street they had torn up and was assured they will
repair it .
WATER - Alderman Wolff made a motion to pay Frank Marshal Electic Company
partial payment of work completed to date of $18,945 . 23 . The motion
was seconded by Alderman Erickson. Roll Call vote was taken as follows :

Engineer Anderson reported that Commonwealth Edison won 't turn on
the power until it is inspected . Layne Western has been contacted,
but won' t set up a testing date until all automatic controls are
installed as they want to set all controls when they test the motor.
Alderman Wolff made a motion to put in an 800 foot water main at
Appletree Court at an estimated cost of $11,368 . 00, seconded by
Alderman Beach. Roll call vote was taken as follows :

HEALTH & SANITATION - Alderman Simmons will follow-up on the comp7_aint.
at the GoTane Station by contacting the County Department .
The City Crew to date had picked up 15 loads of junk on the South
side of the City on Clean-up Days . Due to the extra distance to
travel it is taking a longer period of time for hauling .
Alderman Hanback reported a garbage problem at the East end of
Pilmer ' s apartments on E . Van Emmon St . Alderman Wolff will confer
with Mr . Pilmer about the situation .
POLICE - Alderman Smith made a motion to drop the present City Curfew
Ordinance because we are using the State Statute . The motion was
seconded by Alderman Erickson. Motion carried .
Alderman Smith upon the request from the Director of Public Works
made a motion to give the '74 Squad to the Public Works Department
for the duration of the summer upon delivery of the new squad that
has been ordered . The motion was seconded by Alderman Erickson. Roll
call vote was taken as follows:

PUBLIC PROPERTY & BUILDINGS - Alderman Erickson received a letter from

Mr. John Steinwart in regards to purchasing the City property on W. Center
Street, west of Ralph Blake ' s . It was referred to Committee for study. .
There will be a committee meeting at the Maintenance Building, May 17,
1977 with Elden Madden in regards to the proposed conference room
at the Maintenance Building and the restrooms and conference room
at City Hall.
BUILDING & ZONING - Alderman Beach reported the McDonald 's Corporation
will need a variance for the 26 foot "Golden Arches" sign that extends
6 feet over the limit . It was referred to the Zoning Board of Appeals .
FINANCE - Alderman Simmons made a motion to raise the Attorney ' s salary
to 250 per month and set the Recreation Director ' s Salary at $800 per
month for a 3 month period . The motion was seconded by Alderman Smith.

versity. Attorney Dickson was directed to draw up a Commendation for her .
Y.B .S .BOARD - Alderman Beach reported the next meeting will be Monday,
May 1 ,1977 at 7 P.M. at Dallas ' Ingemunson' s office .
TENNIS COURTS - Alderman Smith has received no contact regarding install-
ation of lights on the tennis courts .
Alderman Erickson moved to adjourn the meeting at 9 :50 P.M. , seconded
by Alderman Wolff.
