City Council Minutes 1977 04-28-77 ,r April 28, 1 r� 9 9.7.7 _� MINUTES OF THE RUGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL, APRIL 28, 1977 . Mayor Thanepohn called the meeting to order at 8: 00 P.M. and led the Council in the Pledge of Allegiance to the Flag. Roll call was taken as follows : Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons Wolff Groner Smith A quorum was established . Guests were Attorney Tom Grant , Oswego Village Trustee Lyle Johnson and Mr. & Mrs . William Lowe representing the Senior Citizens . The reading of the minutes was waived. Allderman Smith moved to approve the minutes as corrected, seconded by Alderman Wolff. Motion carried . The corrections were made before the meeting . (Copy Attached) ATTORNEY 'S REPORT - Alderman Beach made a motion to refer the Curfew Ordinance to the Police Committee for study, seconded by Alderman Wolff. Motion carried. Alderman Wolff made a motion to approve the Resolution to transfer funds to meet budgetary needs of the City of Yorkville, seconded by Alderman Smith. Roll call vote was taken as follows: Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried 6-0 . Alderman..Beach made a motion to table the Swimming Pool Ordinance and th—e Going-Out of Business Ordinance , seconded by Alderman Smith. Motion carried . Attorney Dickson suggested a Voter' s Registration List to be compiled for the next City election. 'The matter was referred to the Finance Committee . MAYOR'S REPORT - Mayor Thanepohn attended a portion of the Waste Management Systems & Landfill Company ' s presentation meeting to the County Board. They were in the process of presenting the reasoning why it should be in the northern half of the county at the time the Mayor left . The results of the meeting in regards to the near drowning incident will be presented in Ordinance form at the next Council meeting, May 12, 1977 . The new rubber railroad crossing has been completed. Public Works Director Madden is in contact with Burlington to get the street work corrected. A_letter from the Senior Foxes asked the City to help alleviate the situation of a pile. of tires adjacent to the gas station at Routes 34 & 47 . The matter is within the jurisdiction of the Kendall County Board. The matter was referred to the new Health & Sanitation committee to follow up . 0 " Page 2 April 28, 1977 The buoys have been put up on the Palmer Dam and were increased by 2 over last year. Copies of House Bill #1776 were passed out . It would create a Fox River Valley Planning Commission of 15 members . Mayor Thanepohn reminded the Council of the meeting Thursday, May 5, 1977 in regards to practices , procedurds ,& job descriptions Of ,the City Council and Department Heads . Copies of the 76/77 Illinois Municipal League Handbook have been ordered and will be delivered to each Council member when they arrive . There will be a Conference for Newly Elected Municipal Officials at the Hyatt Regency O 'Hare June 3-4 , 1977 . The Lion' s Club will be taking Blood Donations, Monday, May 2, 1977 from 3: 00-7 : 00 P.M. This provides protection for every member of the City of Yorkville . Mayor Thanepohn then reflected back over the past two years as to the accomplishments of the City Council . The Human Resource Commission was established as well as the Emergency Services & Disasters Commis- sion, the Blue Ribbon Committee to study the need for doctor services, the establishment of the Park Commission, Town Meeting '76 was held, Senior Citizen Housing became a reality, a new water main was installed in the East Alley, drilled a new deep well, survived a severe winter of water breaks, Illinois Bell Telephone ' s closing one lane(.,oft the bridge, the downtown fire, the black-topping of East Main Street , obtained committment from the State of Illinois for traffic signals to be installed at Van Emmon & Bridge Streets , successful Spring and Fall Clean-up Campaigns, completion of Countryside Center blacktop streets, gains in curtailing infiltration of sewer lines, made gains in curtailing the flooding in the southeast section, established by Resolution the building & zoning routing procedure, expanded the Plan Commission to 9 members, established the Impact Study Committee , participated in the Route 34 Corridor Study, an effective follow- through of the building and zoning Ordinances, completed the Palmer Dam area cleanup & Riverside Bi-centennial Park, entered into a 20-year agreement with the school district to make the tennis courts a reality, built. new baseball diamonds, held a Bi-centennial Parade , developed a mini-park between the Library and Fox River, supported the reforestation program, gave help to the County Investigative Unit and Juvenile Officer program, made an agreement with Plano to use the Call forwarding to give 24 hour police communication to the City, adopted a Bidding Ordin- ance, changed the vehicle sticker tax to the months May to May, consol- idated all the property insurance policies into one comprehensive policy, passed an Ordinance liscensing circuses & carnivals, acquired - property for future city offices and adopted the Budget Ordinance in lieu of the Appropriation Ordinance ,in addition to other accomplishment CITY CLERK - Clerk Schneider reported there was a canvass after the City Election held on April 19, 1977 . There was a recount in Ward 2 at 7:;00 P.M. preceding the Council meeting with the following results : Groner - 72 Hanback - 73 Mauser - 48 PLAN COMMISSION - Alderman Beach reported on the April 26, 1977 meeting. There was discussion on th pre-app;ication conference Page 3 April 28 , 1977 l V l for Mr. John Conover . It was decided Mr. Conover should adhere to the Subdivision Control Ordinance . Mr . Conover will appear before the Plan Commission at the next meeting . There was an application for review of the Preliminary Plat for Wood- worth' s Subdivision. The Plan Commission recommended approval of the Preliminary Plat to the City Council. The Jim Stark Pre-application Conference was presented. It was recom- mended the Subdivision Control Ordinance be followed and the parcel be annexed to the City . OLD BUSINESS - Alderman Groner made a motion to accept the Ordinance Annexing the Woodworth Subdivision to the City, being zoned R-2 single family classification, seconded by Alderman Beach . Roll call vote was taken as follows: Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried 6-0 . Alderman Beach made a motion to refer the Preliminary Plan of the Woodworth Subdivision to the Engineer for approval. The motion was seconded by Alderman Wolff. Motion carried. STREETS & ALLEYS - Alderman Simmons reported the Committee will be meet- ing with the County and Public Works Director Madden in the near future in regards to the Fox Road Culvert problem. WATER —Alderman Wolff reported that Well #4 should be in operation in approximately 2 weeks . The motor & pump have been installed 500 ft ., down and are presently waiting for Commonwealth Edison & the electricians to complete their work. The water will then be tested. HEALTH & SANITATION - Alderman Simmons reminded everyone of the City Clean-up Days, May 9, 1977 on the south side of City and May 16 , 1977 on the north side of the City . Mayor Thanepohn referred 3 dog complaints to the Health & Sanitation & Police Committees . SEWER - Alderman Beach reported that out of the 10 downspout. violators only one was returned undeliverable . LIGHTS, TELEPHONE & GAS - Alderman Wolff questioned the 3 lights that are left on all day . Director Madden will look into the matter . BUILDING & ZONING - Alderman Beach made a motion upon Committee recommendation, to send Elden Madden, Director of Public Works and Luanne Erickson, Secretary to the Zoning Conference held at University of Wisconsin at Madison, May 12 & 13, 1977 at $80 .00 apiece plus meals & lodging, seconded by Alderman Smith. Motion carried. Alderman Erickson Abstained from the voting . Alderman Beach received a study on the Land/Cash Grand Ordinance from Mr. Clarage covering the areas of Police & fire protection, Library Board ,and Parks . A Building & Zoning committee meeting was called for Monday, May 2, 1977, at .8 : GFOP .M. at the Maintenance Building to discuss the Cash/ Land Grant Ordinance . 1. 0 2 Page 4 April 28, 1977 FINANCE - Alderman Smith reported there was fire, wind and vandalism insurance on the Rowlands Property . EMERGENCY SERVICES & DISASTER - Alderman Erickson reported on the April 21, 1977 meeting. At this point there date for installation or location of the siren. is no LIBRARY BOARD - Alderman Erickson reported on the April 27, 1977 meeting . The salary schedules have been changed from education and longevity to Head Librarian and three (3) assistants including a a technical assistant , children's services and adult services . A person with a degree would receive a 10% increase on their base salary and a person with an associate ' s degree would receive a 5% increase on their base salary . Mary Thomas ' report stated a total of 1675 books checked out with 40 new registrations and 34 withdrawals . The balance on hand February 28 , 1977 was $6,954 .04 and on April 15 1977 the balance was $4,792 .72 . There may be a need for a loan from the City in case of another late tax distribution. YBS BOARD - Alderman Groner attended the April 18, 1977 meeting in Alderman' s Beach' s absence . The Board discussed negotiations with the Polish National Association in regards to the acquisition of property for future additions to the plant . The Board reviewed, >specifi.cations for an addition 3 drying beds that would be approximately 8 ,000 to 9, 000 square feet . Mayor Thanepohn thanked Alderman Groner for his personal sacrifice and time given the City Council during his appointed term in office . Alderman Groner responded and stated he would still remain active in City affairs . The following were sworn into the office of Alderman of the United City of the Village of Yorkville , Illinois, by City Clerk, Olga Schneider : Ward 1 - Frank Wolff Ward 2 - Danny Hanback Ward 3 - Roger Simmons Alderman Smith requested an Executive Session regarding personnel following the Regular Meeting and asked the Director of Public Works , Elden Madden,be present .
