MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CTTX HALLa MARCH
24, 1977 .
Mayor Thanepohn called the Public Hearing in . egards to the
Woodworth Pre-Ann?xation Agreement ,at 7 : 30 P .M. Attorney Tom -Grant
presented the petition with discussion on additions and changes follow-
ing. There were no objectors present . Alderman Beach made a motion
to refer the petition1to the City Council meeting following for
appropriate action, seconded by Alderman Groner. Roll Call vote was
taken as follows:
Beach - Aye Erickson - Aye Smith - Aye
Groner - Aye
Aldermen Simmons & Wolff were absent . Motion carried 4-0 .
The Public Hearing was adjourned at 7 : 54 P .M.
The Regular Meeting of The City Council was called to order at-
8 : 00 P .M. by Mayor Thanepohn. He then led the Council in the Pledge
of Allegiance to the Flag.
Roll call was taken as follows :
Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons
Wolff Groner Smith
A quorum was established.
The reading of the minutes was waived . Alderman Groner moved to
approve the minutes as presented, seconded by Alderman Smith. Motion
carried .
MAYOR'S REPORT - Mayor Thanepohn made the following appointments to
the Park Commission:
Joyce Ward - Chairman 3 year term
Mark Johnson - Secretary 3 year term
Dick Walker 2 year term
Lawrence Gardner 2 year term
Nancy Baird 1 year term
Alderman Groner made a motion to approve the appointments , seconded
by Alderman Wolff. Motion carried.
Alderman Simmons moved to refer the Tennis Court lighting project
to Committee for further discussion, seconded by Alderman Wolff.
Motion carried.
Mayor Thanepohn prepared a press release concerning the new
rubber railroad crossing construction to begin on April 4, 1977 .
Traffic will be routed around the area ,and speed limit reduced
to 10 MPH for approximately a 2 week period of time .
The completion date for installing the ESDA Warning Sirens is
April 15, 1977 .
Mayor Thanepohn made mention that the Ethics Statements -due date
is April 1, 1977 .
Mayor Thanepohn will fly to Springfield, Thursday, March 31 , 1977
with other interested parties to talk with the E .P.A. concerning
the Blackford Solid Waste Landfill project .

CITY CLERK - Clerk Schneider received a letter from the Kidney Foundation
cancelling the March 19 & 20th solicitation dates as the fund raising
campaign will be done by mail.
Clerk Schneider presented the following judges for the City Aldermanic
Election on April 19 , 1977 :

Alderman Wolff moved to approve the selection of the judges, seconded
by Alderman Smith . Motion carried.
Alderman Beach moved to consider $30 . 00 as a fair fee for election
judges from 6 A.M. until the votes are counted . The motion was
seconded by Alderman Wolff, Motion carried .
Clerk Schneider announced a meeting, Tuesday, April 12, 1977 at 8: 00 P.M.
at City Hall with Attorney Dickson, City Clerk and all the judges for
briefing,
PLAN COMMISSION - Alderman Beach reported on the March 22, 1977
meeting . The Board disapproved Unit 8 of Conover 's Subdivision.
The Bo.ard .approved Unit 2 of Pavillion Heights Subdivision . Dr.
Garnett presented the method used by the school board in developing
their section of the Cash and/or Land Grant Ordinance with a question
and answer period following . The recent inspection tour by the
Business and Economic Development Commission was discussed and priorities
set as follows: sidewalks & lighting, parking and signs & river
accessability. Completed questionaires by Yorkville Industries were
presented to Clarage and Associates that will later be referred to the
State.
Alderman Erickson moved to approve Pavillion Heights Unit 2 Subdivision
seconded by Alderman Wolff,, Motion carried .
BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Wolff reported
on the meeting at. Fox Industrial Park regarding the possibility of
a second elevated tower, extending the water from pumphouse downtown
to the Industrial Park. There will be another meeting to discuss
the project and money figures .
Members of the Commission, the Mayor and Heads of Departments walked
the downtown business area on March 18 , 1977 . Pric<ies were how to

effectively use existing facilities, sidewalks & parking ,& increase
lighting . There will be a meeting between the Mayor, City Attorney,
City Planner & Auditor to discuss the problems, financial possibilities
& legal aspects of the projects .
OLD BUSINESS - The Woodworth Pre-annexation agreement was reviewed by
the City Council and some changes and additions were agreed to be
incorporated into the annexation to be presented at a subsequent
meeting . Alderman Wolff moved to table the matter, seconded by
Alderman Simmons . Motion carried..
NEW BUSINESS - Alderman Groner presented the following bids for
the tractor & snow blade received:

The motion was made by Alderman Groner to refer the bids to Committee
for study with the authority to purchase if they met the specifications,
seconded by Alderman Smith.
Alderman Wolff then moved to amend the motion deleting the phrase ,
"with the authority to purchase" to read "to refer the bids to
Committee for study and bring back to the City Council with a
recommendation for action" . The motion was seconded by Alderman
Simmons . Roll call vote was taken on the Amendment as follows :
Beach - Aye Erickson - Abstain Simmons - Aye
Wolff - Aye Groner - Aye Smith -A.Te
Motion carried 6-0 .
The amended motion to refer the bids to Committee for study and bring
back to the City. Council with a recommendation for action was then
presented for vote. All Aldermen voted Aye . None Nay. Motion carried.
Attorney Timothy Reuland representing John Conover presented the final
plat for Unit 8 of Conover' s Subdivision . After a discussion, Alder-
man Beach, due to the fact the City Council had not had time to study
the plat, made .a motion the matter be referred to the Building & Zoning
Committee for study and a recommendation brought back before the next
City Council meeting, seconded by Alderman Simmons . Motion carried.
Alderman Groner made a motion that the Village of the United City
of Yorkville.. consider reducing the tax imposed on utilities approved
on June 8, 1967 at the present rate of 5% to 22% effective at the
earliest possible date and,therefore, recommend the motion be referred
to the Finance Committee for action , The motion was seconded by Alderman
Simmons . Motion carried.

STREETS & ALLEYS - Alderman Simmons reported the Clean-up Days
were set up for May 9 , 1977 on the South side and May 16 , 1977 for
the North side .
AldermaNimmons�alled a Streets & Alleys Committee meeting for Monday,
April 11 , 1977 At 7 : 30 P .M. at the Maintenance Office , along with
the Trees & Parks Committee and Building & Zoning Committee .
WATER - Public Works Director, Madden gave an explanation of the
1976 Water Report he had submitted to the Council.
POLICE - Since the present Curfew Ordinance of November 9, 1963 is
no longer enforceable , Alderman Smith requested Attorney Dickson
to update the Curfew Ordinance to comply with the Illinois State
Statutes .
Alderman Smith made a motion requesting the approval of the Council
to empower the Police Committee to purchace a new radio for the new
police squad, seconded by Alderman Wolff. Roll Call vote was taken
as follows :
Beach - Aye Erickson - Aye Simmons - Aye
Wolff - Aye Groner - Aye Smith - Aye
Motion carried 6-0 .
The old radio will go to the Maintenance Department for one of the
vehicles .
Alderman Smith reported on the purchase of the new squad car , a Pontiac
LeMans . The old squad will be auctioned by sealed bids at a later
date .
TREES & PARKS - Alderman Groner received a phone call
from Senator Mitchler in regards to the latter sent him earlier
stating the State would be putting out buoys between April lst
and 15th, 1977 , above the dam.
Senator Mitchler will also gather together material for Alderman
Groner in regards to the ramps for the dam portage to be constructed.
The City Of Yorkville received recognition in the General Plastics
Corporation catalog for their Christmas Decorations for the downtown
area purchased from them this past year .
SEWER
Alderman Beach reported Rick Pfister is .presently being considered,
as one of the finalists in the State of Illinois for Plant Operator
of the Year .
PUBLIC PROPERTY & BUILDINGS - Alderman Groner reported the drywall and
wiring are installed and the emergency light is in operation at City
Hall .
FINANCE -Alderman Smith moved the tentative fiscal---year, 1.977 778,. budget
be adopted "ana laid over until the next meeting, April 14 , 1977 •
The motion was seconded by Alderman Wolff . Motion carried.
Mayor Thanepohn mentioned a possible need for an Ordinance covering
"Going Out Of Business Sales" and asked Attorney Dickson to look into
the matter.

EMERGENCY SERVICES & DISA_S_TER - Alderman Erickson reported the siren
as arrived .
Mayor Thanepohn mentioned a need for greater liaison between the
Emergency Services and Disaster Board and The City Council.
LIBRARY BOARD - Alderman Erickson reported the financial status of
the Board on January 1 , 1977 to be $9 ,586 , on February 1 , 1977 to be
$8 ,181 .84 , on March 1 , 1977 to be $6,954 . 04 and with an approximate
balance at the end of the current fiscale year to be about $2000 .
Total February, 1977 circulation was 1 ,761 an increase over 1976 . There
were 40 registrations and 20 withdrawals . There was a question on the
drapes as they have not arrived yet .
YBS BOARD - The meeting was cancelled and rescheduled for March 28 , 1977
at 7 : 00 P .M. at Dallas Ingemunson ' s office .
Alderman Wolff made a motion to adjourn to Executive Session regarding
Personnel at 9 : 33 P .M.
