MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL,
FEBRUARY 10 , 1977 .
Mayor Thanepohn called the meeting to order at 8 : 01 P .M. and led the
Council in the Pledge of Allegiance to the Flag .
Roll Call was taken as follows :
Ward 1 - Beach Ward 2 - Groner Ward 3 - Simmons
Wolff Erickson Smith
A quorum was established.
The reading of the minutes of the January 27 , 1977 meeting was waived.
Alderman Erickson moved the minutes be aproved as presented, seconded
by Alderman Smith. Motion carried.
Alderman Erickson moved the bills presented by Treasurer Merkel ,
including added bills of $525 . 00 to Redman Welding for thawing
water lines and $7 ,650 . 73 to Davis Construction Company for
seal-coating (Invoice #5693) to come" out of M. F .T. funds , and
excluding payment of $40. 00 labor charges for operating trash
pump by the Yorkville-Bristol Sanitary District . The motion was
seconded by Alderman Simmons . Roll Call vote was taken as follows :

Wolff - Aye Erickson - Aye Smith - Aye
Motion carried 6-0 .
ATTORNEY ' S REPORT - A motion was made by Alderman Wolff and seconded
y�A13�erman Smit�i to approve the Resolution to specify replacement
policy to bid for police squads at 40 , 000 miles . Alderman Erickson
moved to amend the motion and refer it to the Police Committee for
further study, seconded by Alderman Groner. Roll Call vote was
taken as follows :

Wolff - Nay Erickson - Aye Smith - Nay
Motion carried 4-2 .
Alderman Beach moved to approve the Resolution concerning the
Preapplication Plan of the George Kleinprinz property with a
change in the first paragraph deleting "North" of Van Emmon
Road to read "South" of Van Emmon Road and adding an attachment
of the legal description of said property as Exhibit A. The
motion was seconded by Alderman Groner . Roll Call vote was taken
as follows :

Motion carried 6-0 .
MAYOR'S REPORT - Mayor Thanepohn reported on the February 3 , 1977
meeting . He felt the thoughts of the Council were conveyed in
relationship to the other Commissions . The Park Commission was
discussed at length. . The Ordinance establishing the Park Commission
as an advisory board to the City Council was tabled until a future
meeting .

CITY CLERK - Clerk Schneider announced the anni. al_, meeting of the
Country Companies Insurance Company to be held March 23 , 1977 at
1 : 00 PM at Bloomington, Illinois .
TREASURER - Alderman Wolff moved to accept Treasurer Merkel ' s report ,
seconded by Alderman Smith. Motion carried.
POLICE - Alderman Smith moved to accept the Police report , seconded
by Ammerman Erickson. Motion carried.
DIRECTOR OF PUBLIC WORKS - Alderman Beach inquired on the status of
tFie frozen water mains and services . Director Madden reported there
approximately S frozen services and it was unknown at this time of the
water mains . The pipe thawer is being put to use, and' looks as if
it will be a success being able to get to the frozen services more
quickly now. Alderman Erickson moved to accept the Public Works reports ,
seconded by Alderman Wolff . Motion carried.
PLAN COMMISSION - The next meeting will be Thursday, February 22 , 1977
at 7 : 30 P .M. at City Hall with Phase II of the Comprehensive Plan
being presented by Pair . James Clarage .
OLD BUSNINESS - Alderman Beach made a motion to set the Public Hearing
for Woo worth' s Petition for Annexation to be March 24 , 1977 at 7 : 30 P.M.
at City Hall , seconded by Alderman Groner . M6tion carried. Attorney
Dickson agreed to put the publication in the paper.
NEW BUSINESS - Art Schierer, a Countryside Center resident spoke to
the Council saying that twice in the past 3 years the water line from
the main to his house was frozen and asked the City Council and Water
Department to take notice of the fact and see if they can arrive at a"
. solution to avoid problems in the future.
STREETS & ALLEYS - Alderman Simmons commended the City Employees includ-
ing the Police on a job well done during all the emergencies recently.
WATER - Alderman Wolff made a motion to empower the Water Committee to
mmaR e a decision in regards to approval of the permit and determine the
size of the water line to be installed .
POLICE - Upon Committee recommendation Alderman Smith moved to pay our share
of 1 , 837 ,68 or 120 of the ILEC Juvenile Officer Program to cover 2 persons .
The motion was seconded by Alderman Wolff. Roll Call vote was taken
as follows:

Motion carried 6-0 .
Alderman Smith called for a meeting of the Police Committee at the
Public Works Office, Monday, February 14 , 1977 at 7 : 30 P.M. to discuss
the possible breach of contract on the police car bids .
TREES $ PARKS - Alderman Groner will meet with Mr . Swimlein and Fire
Department representatives to discuss the dam site . He also called
for a Park Committee meeting Monday, February 14 ,1977 following the
Police Committee meeting .
PUBLIC PROPERTY & BUILDINGS - Alderman Groner reported that work on the
City Hall restroom had been delayed due to the cold weather .

New doors have been hung inside and new shutters on the west side of
City Hall .
Alderman Groner gave Mary Thomas the go-ahead to get prices for new
drapes for the library building .
BUILDING $ ZONING - Alderman Beach repdrted on the February 5 , 1977
EnvironmEifal Information Meeting on Solid Waste Land Fill conducted
by Dr . George Block . The State E . P.A. has denied the Blackford
Corporation' s request for a landfill permit; to" date . Revisal and
resubmission of specifications may be sent to E . P.A. Alderman
Beach strongly objects to the landfill due to the increase of traffic
through the City, litter, increase in noise pollution , air pollution,
possible comtamination of Well #2 , the fact it will not be used only
for Kendall County bVt by other counties as well . Mayor Thanepohn
wrote a letter to Cavanaugh of the E. P.A. asking to keep any landfills
North of Yorkville as they will be used by Kane County and other
counties as well . The Mayor received a letter back stating they would
be short term projects and would be left to develope into park and
recreation areas . Alderman Beach moved to empower Attorney Dickson
to draft a Resolution to the E .P.A. of the City's objection to
the landfill with a cover letter and copies to Dr. George Block and
Robert Cherry of the Kendall County Board. The motion was seconded
by Alderman Wolff. Alderman Erickson abstained from the vote . Motion
carried.
FINANCE - Alderman Smith and Treasurer Merkel will meet Thursday,
Fe ruary 17 , 1977 at 6 : 30 P.M. at the City, Secretary' s office to
work on the next fiscal year budget . On March 3, 1977 , there
will be a meeting with auditor Bill Sanders .
LIBRARY BOARD - Alderman Erickson reported on the February 2 , 1977
meeting oT the Library Board with the balance on hand as of
October 1 ,1976 - $1 ,047 . 00 ; November J ,' 1976 - $8 ,992 ". 00 ;
December 1 , 1976 - $6 , 794 ; December 28 , 1976 - $9 , 596 . 00 . Total
tax disbursements for 1976-77 were received in the amount of
$18 , 593 . 00 . Total circulation for November was 1 , 432 & December
was 964 in 1976 . January 1977 circulation was 1 ,633 , new registrations
were 42 and withdrawals numbering 22 . G . E.D. classes are still being
conducted by Bill Thomas and Mike Stewart . Priority needs for the
Library are window coverings, a water cooler , and carpeting for the
upstairs area.
YBS BOARD - Alderman Beach announced the next meeting would be held
Fe ruary 21 , 1977 at 7 : 00 P.M. at Dallas Ingemunson' s office .
Alderman Wolff moved to adjourn the meeting at 9 : 23 P.M. , seconded
by Alderman Erickson.
