MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , ILLINOIS , HELD AT THE CITY HALL , JANUARY
13 , 1977 .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M . and led the
Council in the Pledge of Allegiance to the Flag .
Roll Call was taken as follows :
Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons
Groner Smith
Alderman Wolff was absent from Ward 1 . A quorum was established .
The reading of the minutes of the December 23 , 1976 meeting was
waived . Alderman Smith moved the minutes be approved as presented ,
seconded by Alderman Beach . Motion carried .
Alderman Groner moved the December 1976 bills be paid , seconded
by Alderman Erickson . Roll Call vote was taken as follows :
Beach - Aye Erickson - Aye Simmons - Aye
Groner - Aye Smith - Aye
Motion carried 5.-0 .
Alderman Beached made a motion to adopt the Ordinance amending the
Building Code re-defining and limiting types of underground water
service and drain and sewer piping . The motion was seconded by
Alderman Erickson . Roll call vote was taken as follows :
Beach - Aye Erickson - Aye Simmons - Aye
Groner - Aye Smith - Aye
Motion carried 5-0 .
MAYOR ' S REPORT - Mayor Thanepohn received a $ 150 check designated
for improvements at the Glen D . Palmer Dam site in memory of Noel
Sorenson who drowned there May 1 , 1976 . Alderman Groner will send
a thank you letter to the family .
As a result of the hearing , the liquor license of Vat & Vine
was suspended for 3 days , January 7 , 8 & 9 , 1977 for selling to
minors .
A letter was read from the Illinois Department of Transportation
in reference to the passage of the Rt . 34 & 47 access Resolution .
Since a freeway is not planned for the future of Routes 34 & 47 , re-
quests from land owners cannot be denied by the statutes , but
the Department will continue to exercise control in issuance of
access permits to insure the least disruptive influence in the flow
of traffic . Copies of this letter were sent to Senators Mitchler
and Grotberg along with copies of the Resolution , asking for their
cooperation in legislation that comes up in the future along this
line.
Alderman Beach moved to approve the Resolution Accepting and Authoriz=
ing the Execution of a Grant Agreement between the City of Yorkville ,
Illinois , and The Environmental Protection Agency , seconded by Alder-
man Smith . Roll call vote was taken as follows :

The Step 1 Facilities Planning State Grant Offer for the City of Yorkville
Sewage C.ol_lection Works Project is in the amount of $ 15 , 255 or 75% of
the $20 , 340 , to be accepted by February 1 , 1977 .
There was a motion by Alderman Groner and a second by Alderman Simmons
to set the meeting dates for the 1977 City Council meetings from January
through October to be the second and fourth Thursdays of each Month at
8 : 00 P . M. , and in November only one meeting the second Thursday and
in December meetings on the first and third Thursdays . It was referred
to Attorney Dickson to draw up the Resolution .
The Ordinance establishing the 3 polling places , Ward 1. at, Carl ' s
Chevrolet , Ward 2 at Bristol /Kendall Fire Department and Ward 3 at
the Congregational Church, will be presented at the next meeting .
Mayor Thanepohn attended the Juvenile Officers meeting on Wednesday ,
January 12 , 1977 . The reassessed percentage went from 9% to 12% based
on the new population figures . The cost for a second Juvenile Officer
would be approximately $ 1 ,675 .
Mayor Thanepohn will issue a Proclamation for Girl Scout Cookie Day
to be the week of January 22 , 1977 to February 1 , 1977
CITY CLERK - Clerk , Olga Schneider attended a meeting January 6 , 1977
and will also attend another meeting on January 15 , 1977 in Aurora
regarding election procedures .
TREASURER ' S REPORT - Alderman Groner moved the Treasurer ' s report
be approved , seconded by Alderman Smith . Motion carried .
POLICE REPORT - Alderman Smith moved the Police report be approved ,
seconded by Alderman Simmons . Motion carried .
PUBLIC WORKS DEPARTMENT REPORTS - Alderman Simmons moved the reports
from the Department of Public Works be approved , seconded by Alderman
Erickson . Motion carried .
PLAN COMMISSION - Alderman Beach reported on the December 1976 meeting .
The next meeting is scheduled for January 25 , 1977 at 7 : 30 P .M . at City
Hall .
A Pre-Application Conference was presented by George Kleinprinz and
the revised plan will be presented to the City Council at a later date .
Upon a unanimous vote the Land and/or Cash Grant Ordinance will be
re-submitted to the City Council as written for review.
Alderman Beach called a Building and Zoning Committee meeting for
Thursday , January 20 , 1977 at 7 : 30 P .M . at City Hall to discuss : ( 1 )
school district requirements presented by the School Board representat ,
(2) open space and park requirements , (3) the number of homesites &
lots that would qualify a subdivider under the proposed Subdivision
Ordinance , (4) the required audits to be used by the Impact Study
Committee and (5) the renewal of the City Planner contract .
NEW BUSINESS - Ralph Spurlock and Bill Eskew asked the Council ' s
permission for the use of separate septic systems the property
at the East end of Orange , Franklin & Washington Streets in dace
of hoping up to the sewer which is not feasable . Mayor Thanepohn
referred them to Building Inspector , Madden for the procedures

Alderman Smith reported there had only been one bid received from
Country Companies for City liability insurance , a $2 , 000 ,000 coverage
with $ 1 , 000 deductible per person , $5 , 000 per occurance at an annual
premium of $1 , 389 . Alderman Beach moved to empower the Finance Committee
to check into other bids or accept the presented bid before the expiration
date of January 26 , 1977 of the present policy . Roll call vote was taken
as follows :

STREETS & ALLEYS - Alderman Simmons commended the City Crew on the
excellent job of snow removal to date .
There has been a request from Illinois Bell Telephone to install a
line under and replace the sidewalk from River Street to Spring
Street .
Alderman Groner questioned the policy of street parking downtown in
regards to snow removal on E . Van Emmon St . Attorney Dickson is
looking into the matter .
LIGHTS , TELEPHONE & GAS - Alderman Erickson read a letter from Jack
McEachern of Fox Industrial Park clarifying the placement of street
lights in Fox Industrial Park in agreement with the price quoted .
Alderman Enickson also read a letter from Public Works Director , Madden
to Jack McEachern and Roland Smith of Commonwealth Edison stating the
City ' s concurrence to the plan submitted by Fox Industrial Park for
street lights inside Fox Industrial Park . The Industrial Park will
pay for the installation of all poles and lights with the City paying
the energy charges on the lights .
The wattage of the light on Sunset Street will be increased and another
light installed .
PUBLIC PROPERTY & BUILDINGS - Alderman Groner reported the contract
had been signed with Homer Dickson Company for the restroom at City Hall
at a cost of $908 . The City Crew will help where & when it is needed .
BUILDING & ZONING - Alderman Beach read the recommendation from the
Zoning Board of Appeals that the petition of Dale J . Woodworth and
Douglas H . Woodworth upon annexation to the City of Yorkville , be
zoned R-2 Sinqle-family Housing from the present R- 1 Single-family
Housing .
FINANCE - Alderman Smith called a Finance Committee meeting immediately
following the Council Meeting adjournment .
Alderman Smith asked that Committee Chairmen and Department Heads have
their budget figures for major expenses in by the next Council meeting .
According to page 4 of the audit there should be a fixed value on all
City Property .
LIBRARY BOARD - Alderman Erickson reported the tax distribution for

December had been received .
Alderman Groner made a motion to adjourn the meeting at 9 : 11 P . M . , seconded
by Alderman Simmons . Motion carried .
