December 9, 1976
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL,
DECEMBER 9 , 1976 .
Mayor Thanepohn called the meeting to order and led the Council in
the Pledge of Allegiance at 7 : 34 P.M.
Roll Call was taken as follows :
Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons
Wolff Groner Smith
A quorum was established.
The reading of the minutes of the November 18 , 1976 meeting was
waived. Alderman Groner moved the minutes be approved as nresented; ,
seconded by-Alderman Wolff . Motion carried .
Alderman Wolff moved to pay the bills with the exception of the
Hamilton Chev. -Olds , Inc. bill amounting to $100 .67 , seconded by Aldermai
Groner. Roll call vote was taken as follows :
Beach - Aye Erickson - Aye Simmons - Aye
Wolff - Aye Groner - Aye Smith - Aye
Motion carried 6 -0 .
ATTORNEY'S REPORT - Alderman Smith moved to adopt the Ordinance
increasing t e salary of Aldermen taking office after April 1 , 1977
to be $1200 annually and in addition to be paid $25 . 00 per regular
or special City Council meeting . The motion was seconded by Alderman
Simmons . Roll call vote was taken as follows :
Beach - Aye Erickson - Nay Simmons - Aye
Wolff - Aye Groner - Aye Smith - Aye
Motion carried 5-1 .
MAYOR' S REPORT - Mayor Thanepohn read and accepted the resignation
of Reveren Rezash from the Human Resource Commission . An appointment
to replace him will be made at a later date .
Mayor Thaneppohn called the Council ' s attention to the letter
by Mr. John Steinwart in the Kendall County Record and plans to respond
to it personally.
There is a solid waste disposal will be going into the Blackford
farm off Route 126 . E .P .A. has solid juristiction in the program,
but Mayor Thanepohn has asked for some input and consideration
in knowing what is being planned.
A letter was received from Mayor Whitecotton informing the City
of the police call-forwarding rate increase from 10� per call to
25¢ per call . The matter was referred to the Police Committee for
study.
Correspondence has been received on both the traffic signals and
railroad crossings .

Funds amounting to $1 , 524 were received under the Anti-Recession
Fiscall Assistance Plan for one quarter of a five quarter program.
These funds are to be used to maintain basic services conducted
in the past . The part-time help hired for the Ordinance cross-
reference file work was paid out of this fund.
At the Chamber of Commerce meeting presentations were made on
different park programs . Diane Farren, formerly of Yorkville ,
made one presentation on the Park District Program in Carol Stream.
Mayor Thanepohn referred the matter to the trees and parks committee
for study after the first of the year .
CITY CLERK - Clerk Olga Schneider will attend the meeting of the
Illinois Municipal League in Chicago , December 10 , 1976 for an
election briefing .
TREASURER - Alderman Erickson moved to approve the treasurer' s
report for audit, seconded by Alderman Smith. Roll call vote was
taken as follows:

Motion carried .6-0 .
POLICE - Alderman Wolff moved to accept the police report, seconded
by AlUerman Smith . Roll call vote was taken as follows :

Wolff - Aye Groner - Aye Smith - Aye
Motion carried 6-0 .
DIRECTOR OF PUBLIC WORKS - Alderman Wolff moved to accept the Public
Works Reports , seconded by Alderman Simmons . Motion carried.
A letter was received from Elden Madden, Public Works Director stating
he had inspected and approved the sanitary sewer system and testing
of water lines , and that streets and curbs were complete except for
the final black-topping surfacing , for Harkers Subdivision #2 . He asked
that some of the performance bonds be released. Alderman Beach moved
to release $42 , 000 of the performance bonds and retain $20 , 000 for
completion of the streets and until 3 copies of the "as built" plans
as called for in the Subdivision Ordinance, seconded by Alderman Wolff.

Motion carried 6-0 .
Alderman Beach commended the Water Department on their dry-ice freezin
method to cut the line and install a new valve and valve box on East
Van Emmon Street, both saving money and inconvenience of the public .
PLAN COMMISSION - There was a joint meeting of the Commission, the
School Boar and the City Building and Zoning Committee . There
was much input by Attorney Dickson and Mr . Clarage . Dr . Garnett
and Leo Anderson of the School Board will get together with
Mr . Clarage to discuss the basic needs of the school district .
Mr . Clara,(-Ye will also meet with the trees and parks committee to discuss
usage and requirements of the parks . A sound basis is ffeeded to pass

the Cash And/Or Land Grand Ordinance .
Mayor Thanepohn has received an audit from the school district, but has
not received audits from Bristol/Kendall Fire Department or the Yorkville -
Bristol Sanitary District .
The next meeting will be December 28 , 1976 at City Hall .
SENIOR CITIZEN REPRESENTATIVE - The representative wished the Council
a Merry Christmas an Happy $ Prosperous New Year and was wished
to them by Mayor Thanepohn in return.
STREETS & ALLEYS - Alderman Simmons moved to pay Aurora Blacktop for
the East Main Street project $27 ,844 . 20 (witholding 100 of the total
$30 ,938 . 00) out of MFT funds and the over-bid that required more
materials to complete the job , amounting to $4963 . 15 from MVT funds ,
seconded by Alderman Wolff. Roll call vote was taken as follows :

Motion carried 6 -0 .
HEALTH $ SANITATION - The dog tag problem was discussed at committee
meeting but no recommendation was made . Attorney Dickson will look
into the matter further .
POLICE - Alderman Smith called for a Police Committee meeting Thursday,
December 16 , 1976 , at 7 : 30 P.M. at City Hall .
TREES & PARKS - Alderman Groner reported the new Christmas decorations
haa f6ceived favorable comments from the public .
He called for a committee meeting for Thursday, December 16 , 1976 ,
at 7 : 30 P.M. at City Hall .
SEWERS - Alderman Beach reported that 20 of the 31 sewer smoking
vio tors had complied and that letters would be sent to the remaining
11 after the first of the year .
Alderman Beach related a phone-call he had with the E. P.A. office
on the sewer grant . Engineer Anderson is to file an Application
Statement .
LIGHTS, TELEPHONE & GAS - Alderman Erickson talked with Mr . Steinwart
following his letfer in the paper and assured him the lights had been
contracted for and was now up to Commonwealth Edison as far as install-
ation within the industrial park .
BUILDING $ ZONING - Alderman Beach reported that the Zoning Board of
Appeals hag vote unanimously to change zoning from R-1 to R-2 on
9 lots bordering McHugh Road. They will draft a formal recommendation
to the City Council at a later date .
FINANCE - Alderman Smith reported the cancellation date of the
lia ility insurance was January 26 ,1977 . -' 'Alderman Beach moved._ to f
advertise for bids for officials 'Liability Insurance to be opened
the first regular meeting in 1977 on January 13 , seconded by Alderman Wolff
Motion carried.

EMERGENCY SERVICES & DISASTER - Alderman Erickson received a letter
rom Al Bra y that the order had been placed for the warning siren .
YBS BOARD - Alderman Beach announced the next meeting would be
December 20 , 1976 at 7: 00 P.M. at Dallas Ingemunson ' s office .
TENNIS COURT COMMITTEE - It was suggested by Alderman Simmons that
rules and regu ations be posted for the coming year at the courts .
Alderman Wolff moved to adjourn the meeting at 8 : 21 P .M. , seconded
by Alderman Beach.
