MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OITTHE UNITED CITY
OF THE VILLAGE OF YORKVILLE , ILLINOIS, HELD AT THE
NOVEM-
BER 18 , 1976 .
Mayor Thanepohn called the meeting to order and led the Council in
the Pledge of Allegiance at 8 : 00 P.M.
Roll Call was taken as follows :
Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons
Groner Smith
Alderman Wolff was absent from Ward 1 . A quorum was established.
The reading of the minutes of the November 4 , 1976 meeting was
waived. There was one change noted. Under "OLD BUSINESS" it is
to read "After a lengthy presentation by Yorkville National Bank
President , Laurence Henning, Architect Jack Mayes , Insurance Agents
Richard Dickson & Ellsworth Windett and questions by the Mayor ,
Building Inspector and Aldermen, the decision was : the Architect is
to revise the plans , submit them to Building Inspector , Elden
Madden who will review them and forward them to BOCA for further
review if such additional review seems warranted. " Alderman
Groner moved to approve the minutes , including the change of wording ,
seconded by Alderman Smith. Motion carried.
Alderman Groner moved to approve payment of the bills including
the following additions:
Yorkville Community Unit District $ 77 . 50
(Custodian fees for Senior Citizen
Housing Meetings (2) )
Winding Creek Nursery 1 ,067 . 50
(City Parking - Tree Replacement
- $472 ; Riverfront Development
$595 . 50)
Alderman Smith seconded the motion . Roll call was taken as follows :

Wolff - Aye Groner - Aye Smith - Aye
Motion carried, 6-0 .
Alderman Wolff arrived at 8 : 10 P .M.
ATTORNEY' S REPORT - Alderman Simmons recommended the Resolution request-
ing Department- oT Department-o Transportation to correct the storm water problem
at Somonauk St. & Rt . 47 be sent to the Department of Transportation
with a cover letter from the Mayor , seconded by Alderman Wolff. Roll
Call vote was taken as follows:
Beach - Aye Erickson - Aye Simmons - Aye
Wolff - Aye Groner - Aye Smith - Aye
Motion carried 6-0 .
Attorney Dickson reminded the Council the election will be the
third Tuesday of April , 1977 . The first date for filing petitions
is 100 days in advance .
By 1980 there will possibly be a need for redistricting for a 4th
Ward. Ethics statements should be filed

MAYOR ' S REPORT - Alderman Beach moved to accept the Letter of Under-
standing from the . Illinois Department of Transportation for traffic
signals recommended for the intersection of Van Emmon and Rt . 47 (Bridge
St. ) , giving left turns off Rt . 47 which would remove several parking
spaces , the cost to the City being not more than,, of our MFT funds
for one year, if adequate funds are available in FY-77 . Alderman Groner
seconded the motion. Roll Call vote was taken as follows :

Motion carried 6-0 .
Alderman Beach moved to begin the December 9 1976 meeting at 7 : 30 P.M. ,
seconded by Alderman Smith. Motion carried.
Alderman Wolff moved to accept the Treasurer' s Report, seconded by
Alderman Simmons . Motion carried.
Alderman Beach moved to accept the Police Report, seconded by Alderman
Smith. Motion carried.
Alderman Smith moved to accept the Director of Public Works Report,
seconded by Alderman Wolff. Motion carried.
PLAN COMMISSION - Alderman Beach gave a reminder of the joint meeting
o t e an ommission &School Board representatives , City Attorney
City Planner,and the Building and Zoning Committee , Tuesday, November
23, 1976 , 7 : 30 P.M. at City Hall to discuss the Cash and/or Land Grant
Ordinance .
NEW BUSINESS - Don Hartley submitted some information he had gathered
toget er on BOCA - 13/133 and gave a brief talk.
STREETS & ALLEYS - Alderman Simmons called a committee meeting for
Novem er 9, 1976, at 7: 30 P.M. at City Hall to discuss the over-run
on Main Street.
WATER - Alderman Wolff reported the Pumphouse was about finished,
the parking area prepared for surfacing in the spring with a small
area set aside for a flagpole and landscaping . The pumphouse will
be ready for operation approximatly by the middle of January.
HEALTH $ SANITATION - The committee will meet November 29 , 1976 ,
at . at 1ty Hall , for further discussion on the dog tag
situation. The Mayor has the authority to appoint a dog warden and
assistant and was suggested by Al.de,rman Simmons perhaps we advertise
for the positions .
POLICE - Production on the new squad will be approximately the middle
of—December with delivery sometime in January.
TREES & PARKS - Alderman Groner reported 42 trees were given in the
Give- way Program for the City Parkways and the City Crew planted
36 trees & bushes in the City Parks and around City Buildings .
SEWERS - Alderman Beach asked to have his committee meet on November
29 19 6 at 7 : 30 P.M. at City Hall , to discuss the means of dealing
with t e 'violators of the sewer smoking program.

BUILDING & ZONING - Alderman Beach announced a Public Meeting on
December 6 ,, 1976 at 7 : 30 P.M. at City Hall , with the Zoning Board
of Appeals regarding the rezoning of the 9 lots of the Woodworth
Subdivision, from R-1 to R-2 .
Building Inspector Madden and Ellsworth Windett, Insurance Agent ,
took the Yorkville National Bank plans , with the revisions added,
into BOCA for a written report from BOCA regarding their decision
on waiving the sprinkler system.
FINANCE - Alderman Smith reported the Employees Liability Insurance
woulJ not be renewed by the present company and that he would be looking
into the matter further .
Alderman Smith moved to hire temporary part-time help for the City
Secretary' s office at $2 . 50 per hour,for the purpose of codifying
the Ordinances . The motion was seconded by Alderman Wolff . Roll call
vote was taken as follows:

Wolff - Aye Groner - Aye Smith - Aye
Motion carried 6 -0 .
Alderman Smith made a motion the salary of all Aldermen elected
"commencing with the 1977 election will be $1200 per year with the
addition of $25 per City Council meeting attended. The motion was
seconded by Alderman Simmons . Roll Call vote was taken as follows:
Beach - Aye Erickson - Nay Simmons - Aye
Wolff - Aye Groner - Aye Smith - Aye
Motion carried 5 -1 .
Alderman Smith by recommendation of Committee moved to give all
City Employees a 3% cost-of-living raise ,with the exception of the
crossing guards , retroactive to November 1 , 1976 . Roll call vote
was taken as follows :
Beach - Nay Erickson - Nay Simmons - Aye
Wolff - Aye Groner - Nay Smith - Aye
Mayor Thanepohn voted Aye . Motion carried 4-3 .
Alderman Beach asked to have it on record his reason for voting Nay
was due to the substantial raise the City Employees had received
last fall .
EMERGENCY SERVICES & DISASTER - Alderman Erickson reported the siren
was still in the works .
YBS BOARD - Alderman Beach reported on the last meeting . There was
an Amen ment to the General Ordinance to require the sewer user ' s
fee to be subject for payment at the time occupancy permit is issued.
The Industrial Waste Ordinance was Amended to allow a COD rather than
a BOD test in the case of pollution violators .

A letter was received from Attorney Tom Grant regarding the request
for the possibility of 41 proposed homesites hooking on to the YBS
system. Attorney Ingemunson will answer the letter .
Superintendent Pfister ' s theory was if the existing sludge beds
were enclosed in a building the effectiveness of the present sludge
beds would increase to 4 times their capacity. The possibility will
be studied further by the Superintendent and Ellsworth Windett .
