City Council Minutes 1976 11-04-76 NOVEMBER 4 . 1976 5 3 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL, NOVEM- BER 4, 1976 . Mayor Thanepohn called the meeting to order and led the Council in the Pledge of Allegiance at 8 : 00 P .M. Roll Call was taken as follows : Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons Groner Smith Alderman Wolff was absent from"Ward 1 . A quorum was established. The reading of the minutes of the October 28 , 1976 meeting was waived. Alderman Erickson moved to approve the minutes as presented, second by Alderman Smith. Motion carried . The reading of the bills was waived. Alderman Erickson moved the bills presented be paid, second by Alderman Simmons . Roll call vote was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Groner - Aye Smith - Aye Motion carried S-0 . Alderman Wolff arrived at 8 : 06 P.M. ATTORNEY' S REPORT - Alderman Groner made a motion to adopt the "Ordinance amen ing an ordinance declaring the storing of junk , trash and refuse, or the storing and parking of inoperative automobiles , motorcycles or trucks on private property and the burning of certain materials to be a nuisance" to allow the burning of leaves in daylight hours in Section 6 . Alderman Simmons seconded the motion. Roll call vote was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried 6-0 . Alderman Groner moved to adopt the "Ordinance relating to the establishment of an Impact Study Committee to consider and make finding of fact with respect to annexation and reclassification requests under the Zoning Ordinance" , seconded by Alderman Smith. Roll Call vote was taken as follows: Beach - Aye Erickson - Nay Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried S Ay.es to 1 Nay. Alderman Simmons moved to accept the "Resolution requesting Depart- ment of Transportation of the State of Illinois to restrict the number of accesses to Illinois Route 47 and U. S . Route 34 in the United _City of the Village of Yorkville and within 1? miles of the jarisdictional limits of said city" , .seconded by Alderman Erickson. Roll call vote was taken as follows : - u Beach - Aye Erickson - Aye Sirs: o;. - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried 6-0 . 54 Page 2 November 4 , 1976 Alderman Groner requested the Resolution with a cover letter be sent to Secretary of Transportation in Springfield and also a copy.' to Mr . Jensen of Ottawa. Alderman Beach moved to approve and adopt the "Ordinance adopting the U. S. 34 CORRIDOR STUDY as part of the Comprehensive Plan" , seconded by Alderman Simmons . Roll call vote was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried 6-0 . Alderman Beach moved to adopt the "Ordinance amending the Zoning Ordinance" with respect to regoning requests along Routes 47 & 34 requiring specific findings to the impact of reclassifications on properties fronting on the thoroughfares within the City and with the intent to focus the attention to the Plan Commission and City Council of specific problems . The motion was seconded by Alderman Smith. Roll call vote was taken as follows: Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried 6-0 . The Resolution requesting the Department of Transportation to correct the storm water problem at Somonauk St . and Route 47 was tabled until the November 18 , 1976 meeting . Alderman Wolff moved to approve the signed Dedication fqr- LaVernel.an.d Dorothy Monkamier for a portion of property in front of their home in use as a portion of Van Emmon Street with the payment of $500 . 00 as previously agreed. The motion was seconded by Alderman Simmons . Roll call vote was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried 6-0 . MAYOR' S REPORT - There will be a meeting at 10 : 30 A:`Nr:, November 5 , 1976 with the Department of Transportation on the discussion of traffice signals in the downtown area. PLAN COMMISSION - There will be a joint meeting of the Plan Commission and the City Attorney, City Planner , Building & Zoning Committee and possibly the School Board to discuss the proposed Cash And/Or Land Grant Ordinance, Tuesday, November 23 , 1976 at 7 : 30 P.M. at City Hall . HUMAN RESOURCE COMMISSION - Mayor Thanepohn met with Reverend Rezash and Kathy Farren and the first newsletter might possibly be ready by December OLD -BUSINESS - After a lengthy presentation by Yorkville National Bank President, Laurence Henning, Architect Jack Mayes , Insurance Agents Richard Dickson & Ellsworth WiDJett and questions by the Mayor, Building Inspector and Aldermen, the decicision was : the Architect -is to revise the plans , submit them to Building Inspector , Elden Madden who will review them and forward them to BOCA for further review if such additional review seems warranted_. NEW BUSINESS - The dog tag question was referred to the Health and Sanitation Committee or further study. Page 3 NOVEMBER 4, 1976 5 5 STREETS & ALLEYS - Alderman Simmons called a meeting of the Committee at S P .M. , November 18 , 1976 before the City Council meeting to be combined with the Health & Sanitation Committee meeting . WATER- Alderman Wolff will give a report on the new pumphouse next meeting . TREES & PARKS - Alderman Groner ordered 42 trees to be dispensed t roug t e give-away program using up 1/3 of the amount budgeted. With the remainder he ordered a combination of 3S trees and bushes to be planted in the City Parks , Library and Police Station. Alderman Groner brought to the attention of the Council the vandalism of the lights in the park being repeated. Also the plexiglas window in the bulletin board at the Baseball Park has been shot out. LIGHTS, TELEPHONE $ GAS - The lights on West Dolph St . have been installed and Commonwealth Edison will install the entrance lights to Fox Industrial Park. PUBLIC PROPERTY & BUILDINGS - Alderman Groner reported the water line had een put into the ity Hall . FINANCE - Alderman Smith called for a Committee meeting Thursday, Novem er 11 , 1976 , at 7 : 30 P .M. at City Hall . EMERGENCY SERVICES & DISASTER - Alderman Erickson reported there was no news on the siren. LIBRARY BOARD - The 2 tax distributions have been received. The balance of September was approximately $1000 . 00 . The balance after tax distributions and paying back the city $4 , 300 . 00 was $8 ,892 . 35 on November 1 , 1976 . There has been a decline in the amount of circulation in the past 3 months . YBS BOARD - Alderman Beach and Rick Pfister of the Y.B .S .D. have been inspecting the downspout violations . Alderman Wolff moved to adjourn into Executive Session at 9: 39 P .M. regarding personnel .
