SEPTEMBER 23 , 1976
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE , ILLINOIS , HELD AT THE CITY HALL ,
SEPTEMBER 23 , 1976 .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M . and led the
Council in the Pledge of Allegiance to the Flag .
Roll call was taken as follows :
Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons
Groner Smith
Alderman Wolff was absent from Ward 1 . A quorum was established .
The reading of the minutes from the September 9 , 1976 meeting was
waived . Alderman Beach noted one correction on page 3 under Plan
Commission , line 2 , 22 is to be changed to read 28 . Alderman
Erickson moved to accept the minutes as corrected , seconded by Ald-
erman Groner . Motion carried .
ATTORNEY ' S REPORT - Alderman Beach moved to approve ' An Ordinance To
Provide For A Variation In Parking Requirements For a Portion Of
Block 5 , Unit 2 , Countryside Center , Yorkville , Illinois . Alderman
Smith seconded the motion . Roll Call was taken as follows :
Beach - Aye Erickson - Aye Simmons - Aye
Groner - Aye Smith - Aye
Motion carried - 5-0 . (*' See Attached Copy)
Alderman Beach moved to approve ,An Ordinance For the Lease of Pump
And Motor For Deep Well No . 4 ,empowering the Mayor and City Clerk
to sign the lease , seconded by Alderman Smith . Roll call was taken
as follows :

Groner - Aye Smith - Aye

Attorney Dickson reported the Attorneys for the Municipalities of the
Route 34 Corridor Study have met and he has sent a letter to each
Council Member on the discussion of objections and the pooling of
results . This will be discussed further at the next meeting .
MAYOR ' S REPORT - After discussion on a letter received from the
Yorkville Community Unit District #115 , Alderman Erickson moved
to waive their Sanitary Sewer . Hook-up fee but to have them pay
the expenses for inspections and other expenses , seconded by Alderman
Simmons . Motion carried . (*"See Attached Copy)
Blaine Harker ' s EPA Permit to construct & operate has been approved .
The City Council will participate in the Homecoming Parade , October
9 , 1976 .
CITY CLERK - The Illinois Department of Transportation showed an
unobligated balance of $74 ,ol4 . 31A An our M . F . T . account .
PLAN COMMISSION - Alderman Beach reported the Commission would meet
Tuesday, September 28 . 1976 .

BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Alderman Beach will
present the downtown renovation thoery to the Commission at their
next meeting hoping to get the go-ahead to turn it over to the
Commission .
NEW BUSINESS - Alderman Beach moved to approve the E . P . A. sewer
permit for Madsen ' s Senior Citizen Complex in Countryside Center
with the agreement to be included to use materials ,methods &
testing as outlined in the Standard Specs of Water Mains &
Sewer Construction in Illinois . The motion was seconded by Alder-
man Smith . Motion carried .
Alderman Smith moved to approve the E . P .A . sewer permit for Mr .
Joseph Ferrari for Yorkville School District Grade School & Bus
Barn , seconded by Alderman Simmons . Motion carried .
A letter was presented by Ellsworth Windett at the YBS Board
Meeting from Dorothy Perkins concerning a proposed sewer line
extention . It was tabled until the next YBS Board meeting in
October , 1976 .
Alderman Beach presented the Grand Plan of Study documents prepared
by Engineers Griffin and Anderson to be signed by the Mayor .
Alderman Beach presented the YBS Board with a complete Xerox
copy set of the Conover file .
Alderman Wolff arrived at 8 : 30 P .M .
STREETS & ALLEYS - On the recommendation and advice of the
Engineer Alderman Simmons moved to accept the bid of Aurora
Blacktop , Inc . , for the E . Main St . project of $30 , 938 . 00 and
empower the Mayor and City Clerk to sign the contracts to
expedite the work . Roll Call was taken as follows :

Wolff - Aye Groner - Aye Smith - Aye
Motion carried 6-0 .
HEALTH & SANITATION - Alderman Simmons reminded the Council of
the City Clean-up days October 11 , 1976 for the North Side and
October 18 , 1976 for the South Side .
POLICE - Alderman Smith reported reported the Friday night traffic
control was still being studied .
Bids for the new squad are to be in for the October 14 , 1976
Council Meeting .
Alderman Smith reported that Mayor Thanepohn would be contacted
by The County Board to work on a plan for mutually funding an
Investigator between the Municipalities of the County and the County .
TREES & PARKS - October 24 , 1976 at 1 : 30 P . M . has been set for the
dedication of the Bicentennial Park and combination open house of
City facilities .

Alderman Groner requested signs be put up at the Bi -Centennial Park
stating the park will be open 6 A. M. to 9 P . M . under the present
Ordinance .
Alderman Groner reported on the meeting with the representative
of the Caterpillar Canoe Club . They have a tentative plan for portage
on the South side of the river . More research will have to be done
on the project . The Public Works employees were asked to work , Sunday ,
October 3 , 1976 in aiding the pulling of trees out of the river with
the City equipment .
It was recommended by Committee to purchase more trees for planting on
City Parkways . Alderman Beach moved to authorize the expenditure
for purchase of the trees , seconded by Alderman Wolff . Motion carried .
Alderman Beach moved to approve expenditure of up to $700 for Christmas
decorations from the Special Events Budget , seconded by Alderman
Simmons . Motion carried . Alderman Groner will contact the Chamber
of Commerce to see if they are willing to contribute . It was suggested
to contact Countryside Center on the decorations project .
BUILDING & ZONING - A committee meeting is scheduled for September
281. 1 .
Alderman Beach reported the fence Ordinance is still in progressive
work stagb .
The Land Grant Ordinance should be presented by CIarage and Associates
at the Plan Commission meeting , Tuesday , September 28 , 1976 .
EMERGENCY SERVICES & DISASTER - A letter was read from Al Brady by
Alderman Erickson approving the warning siren project by the
Federal Government and that bids had been received and would be
awarded to the supplier within the next 15 days . The Engineer may
make a study of the project before any action will be taken .
LIBRARY BOARD - Alderman Erickson reported the $4500 given the
Board by the City was ample to remain within their budget .
BI -CENTENNIAL CHAIRMAN - Blaine Harker was presented a framed copy
of the Resolution commending him along with the Bristol -Kendall
Fire Department for their 4th of July Celebration .
Alderman Erickson moved the meeting be adjourned at 8 : 50 P . M . , seconded
by Alderman Simmons . l
