AUGUST 12 , 1976
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL,
AUGUST 12 , 1976 .
Mayor Thanepohn called the meeting to order at 8: 00 P.M. and led
the Council in the Pledge of Allegiance to the Flag .
Roll call was taken as follows :
Ward 1 - Beach Ward 3 - Simmons
Smith
Absent were Alderman Wolff from Ward 1 and Aldermen Erickson $
Groner from Ward 2 . A quorum was established.
Guests included Mr. Crawford of Crawford, Murphy & Tilly and Mrs .
Identa Austin representing the Senior Foxes .
Reading of the minutes was waived. Alderman Smith moved to accept
the minutes , seconded by Alderman Simmons . Motion carried .
Reading of the bills was waived. City Treasurer, Marilyn Merkel,
presented an additional bill from Fox Valley Disposal in the amount
of $1, 651 . 20 for payment . Alderman Smith moved the bills, including
the Fox Valley Disposal bill of $1,651 . 20 be paid, seconded by
Alderman Beach. Roll call was taken as follows :
Beach - Aye Simmons - Aye Smith - Aye
Motion carried.
Attorney Dickson presented a Resolution (copy attached) to clarify
the annexation agreement between the City of Yorkville and
Ter-Jac Construction Company designating ,Unit 2 , Block 5 , of
Countryside Center Subdivision as Multi-family. Alderman Smith
moved to adopt the Resolution as read, seconded by Alderman
Simmons . Roll Call was taken as follows :
Simmons - Aye Beach - Aye Smith - Aye
Mayor Thanepohn - Aye
Motion carried.
MAYOR' S REPORT - A letter of resignation was read from Richard
Mau from the Human Resources Commission. Alderman Simmons moved
to accept the appointment of '"tog Smiley to the vacancy in the
Human Resources Commission for a term to 1979 , seconded by
Alderman Smith. Motion carried.
A letter from John Steinwart was read commending the City on
the time and effort involved in their jobs . It was referred
to Alderman Smith, Finance Chairman.
The Business and Economic Development Commission will sit in
on the meeting of August 26 , 1976 for a short discussion on
their projects .
Mayor Thanepohn mentioned the ground-breaking ceremony at
the Yorkville National Bank, Friday July 13 , 1976 at 10 A.M.
for any of the Council members able to attend .

The rubber railroad crossing has been approved and is being processed.
A letter was read from Al Spera thanking Elden Madden and his crew
and the City Council for their help in making the shooting range a
reality.
Mayor Thanepohn has met with Phil McDonald of the Kendall County
Health Department for a talk on the downtown housing problems .
Mr . McDonald submitted an Ordinance from the American Public
Health Service he has been trying to initiate in the County. It was
referred to Attorney Dickson for study and recommendation.
There have been letters written on the Palmer Dam but to date no
answers have been received.
CITY CLERK - Olga Schneider referred to a letter she had received
from the—Illinois Commerce Commission on raising rates in Illinois .
Interested parties were asked to attend the meeting .
TREASURER - Alderman Smith made a motion to accept the Treasurer ' s
Report as it read, seconded by Alderman Beach. Motion carried.
POLICE - Alderman Simmons made a motion to accept the Police Report,
seconJed by Alderman Smith. Motion carried .
DIRECTOR OF PUBLIC WORKS - Director Madden reported the problem
of the broken gas mant es in the park seemed to be solved since the
concrete had been poured around the posts , stabilizing them. Alderman
Beach moved to accept the Public Works Department Reports, seconded
by Alderman Beach. Motion carried.
SENIOR CITIZEN REPRESENTATIVE - On behalf of herself and Deborah
Hall , Mrs . I enta Austin t anked the Mayor and City Council on their
time spent on the Senior Citizen Housing project and reported the new
location very satisfactory.
NEW BUSINESS -The sealed electrical ,wellhouse and pump bids were opened
and read as follows :

Alderman Smith moved to submit the bids to Crawford , Murphy &
Tilly to study and make a recommendation, seconded by Alderman
Simmons . Motion carried.
Alderman Smith moved, to ammend his previous motion, that the
original bids be kept in the City Clerk ' s Office for Public
Inspection and copies of bids send to Crawford , Murphy $ Tilly,
seconded by Alderman Simmons . Motion carried.
STREETS & ALLEYS - It was reported that the street work on East
Main Street a met with State approval and specifications had
been mailed out. Alderman Simmons moved for the sealed bids to
be into the Public Works Office by 4P.M. , September 9, 1976 and
opened on same date at 8 P.M. at the regular City Council meeting,
seconded by Alderman Smith. Motion carried.
HEALTH $ SANITATION - Alderman Simmons reported the problems areas
were Veing c ec e into .
POLICE - Alderman Smith authorized $500 expenditure to Al Spera
for his shooting range . Alderman Simmons moved to authorize
expenditure of an estimated $200 -250 for materials for frames
for stands and targets to complete the range , seconded by Alderman
Beach. Motion carried.
Alderman Smith. moved to recommend Wayne Millen to attend the
Breath Analysis Operators Training Course at a cost of $8 per day,
seconded by Alderman Simmons . Motion carried.
Due to the staggered school hours Crossing Guards will be on a
7: 30-9A.M. and the appropriate times in the afternoon until there
could be determined the length of time needed during these times .
SEWERS - Alderman Beach reported he had talked to George Griffin
a out getting together with Engineer Anderson to complete the
revised study on Phase I of the Grant Application hopefully by
the next City Council meeting .
LIGHTS, TELEPHONE & GAS - Public Works Director Madden reported
the light for Sunset was out of Engineering and into Construction,
but had not been installed. He further commented to the Council
concerning a possible Resolution to Commonwealth Edison to expedite
procedures.
YBS BOARD - Alderman Beach reported the Board has passed a revised
Tax Levy Ordinance reduced to $52 , 600 . 00 because the county multiplier
will be higher next year .

A Billing Ordinance6f Commercial Users Fees was passed. A minimum
charge of $12 . 50 and 53¢ per 1000 gallons of water used was called
for by the Ordinance . The Public Works Department will supply
the gallons of water used to the Y. B. S.D.
Mr . Mohler ' s proposed Subdivision was referred to George Griffin
to determine plant capacity at this time .
Mayor Thanepohn entertained a motion to adjourn the meeting at
8 : 59 P.M. by Alderman Simmons , seconded by Alderman Smith. Motion
carried. Meeting adjourned .
