July 8 , 1976
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF
THE VILLAGE OF YORKVILLE , ILLINOIS HELD AT THE CITY HALL July 8 , 1976 .
Mayor Thanepohn called the meeting to order at 8: 00 P . M . and led the
Council in the Pledge of Allegiance to the Flag .
Roll call was taken as follows :
Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons
Wolff Groner Smith
A quorum was established .
Guests included Tom Muerder , Mrs . Skinner and Mrs . Fred Ohse .
Reading of the minutes was waived . One correction was noted and made .
Public Property & Buildings report was changed from "Contract for
restroom was made" to, "contact for restroom was made" . Minutes
were approved as corrected with a motion by Alderman Groner seconded
by Alderman Erickson . Motion carried .
MAYOR ' S REPORT - The purchase of the Rowland ' s property was finalized
on June 30 , 1976 .
Agreement was made with C . E . T .A. Representative that the City would
employ two men for summer months and one woman for the period of
July 6 to July 16 under the C . E .T .A. program . As of July 8 , no one
had applied for the jobs .
The Mayor stated that the Illinois Municipal League Conference will
be held in ' September and urged all Council members to attend .
Due to the absence of some Aldermen from the next scheduled Council
meeting on July 22 , 1976 , the date was changed to July 28 , 1976 by
a motion from Alderman Wolff , seconded by Alderman Smith . Roll call
was taken as follows :
Groner - Aye Simmons - Aye Smith - Aye
Wolff - Aye Beach - Aye Erickson - Aye
Motion carried .
The Mayor called the Councils ' attention to an article in the new
Municipal League Magazine on "New Facilities for New Citizens" .
He asked the Aldermen to study the article for further discussion .
A letter from Illinois Department of Transportation was read indi -
cating that inconvenience as experienced from recent lane shut -down
by I . B . T. C . would not be repeated . Also I . D . O .T . promised a new
survey of traffic in regards to feasibility of traffic signals in
the City of Yorkville . The survey will be made on a day and time
which will be most typical of conditions and the City will be in -
formed of the results .
YBSD passed a Resolution at their special meeting July 8 , 1976 at
7 : 00 P . M. asking Illinois and U . S . EPA to designate the City of
Yorkville as Lead Agency for Step 1 of the Grant Approval of the
City of Yorkville known as 7689-02 Yorkville Step 1C 172011 Grant
Application .
The new City Budget eliminates the need for Appropriation Ordinance

for the City .
READING OF THE BILLS - Alderman Beach requested that a bill from
the Plan Commission in the amount of $79 . 38 be included with
the current bills . A motion was made by Alderman Wolff and second -
ed by Alderman Groner that the current bills including the one
presented by the Plan Commission be paid . Roll call was taken
as follows :

Wolff - Aye Groner - Aye Smith - Aye
Motion carried .
TREASURER ' S REPORT - Alderman Wolff moved to accept the Treasurer ' s
Report as read , seconded by Alderman Erickson . Motion carried .
POLICE REPORT - Alderman Erickson moved to accept the Police Report
seconded by Alderman Wolff . Motion carried .
PUBLIC WORKS DEPARTMENT REPORT - Alderman Wolff moved to accept the
Report of the Public Works Department , seconded by Alderman Erickson .
Motion carried .
PLAN COMMISSION - Alderman Beach reported that the Plan Commission
recommended by a vote of 7-2 that re-zoning petition of Ter-Jac
and Madsen Corporation be approved . The Petition was referred to
the Zoning Board of Appeals for a Hearing on Variances . A Public
Meeting will be held at 7 : 30 P . M . at Yorkville City Hall on
July 19 , 1976 .
SENIOR CITIZEN REPRESENTATIVE - Mrs . Skinner commented that the
Senior Citizens did not want to be near Highway 47 , but instead , would
like the location on Dickson Court for their apartments .
NEW BUSINESS - Bids for Street Maintenance with MFT Funds were
opened at 12 : 00 Noon on July 8 . 1976 in the office of the Director
of Public Works . Present were : Cliff Adams of Illinois Department
of Transportation , MFT Division ; City Engineering Consultant , Bob
Anderson , Alderman Erickson and Director Elden Madden with represen-
tatives from Aurora Black Top Company and Davis Construction Company .
Three bids were received . Each proposal included a Cashier ' s or Cer-
tified Check in the amount of $500 . 00 . Bids were as follows :
Aurora Black Top Co . , Inc . $8 , 198 . 40
Geneva Construction Co . $8 , 960 . 65
Davis Construction Co . $7 , 888 . 16
All bids had been checked for accuracy and found correct . Mr . Adams
recommended that the City award the job to the lowest bidder , Davis
Construction Company . A motion to award the job bid to Davis
Construction Company was made by Alderman Simmons , seconded by
Alderman Groner . Roll Call was taken as follows :

Motion Carried .
STREETS & ALLEYS - Committee Chairman Simmons reported that the
Street Committee had recommended that East Main Street be improved

this summer rather than Van Emmon Street because Van Emmon would
be dug up on the West end this fall and we did not yet have access
to expand the East end to conform to State requirements . Asked if
there was still time to do East Main Street this season , Engineer
Anderson stated that it could probably be done as a maintenance pro-
ject and should be feasible . After some discussion a motion was
made by Alderman Wolff with a second by Alderman Erickson to refer
the matter back to the Streets Committee for further study . Motion
failed . Alderman Wolff then made a motion to accept the recommendation
of the Street Committee and instruct the Engineer to go ahead with
work on East Main Street and to leave East Van Emmon Street for next
summer , seconded by Alderman Erickson . Roll call was taken as follows :

Wolff - Aye Groner - Nay Smith - Aye
Motion carried 5-1 .
WATER - A1!derman Wolff reported that plans and specs for the new
Pump and Pumphouse are still in Springfield awaiting approval of the
EPA . The August 12 , 1976 date for opening bids still looks favorable .
HEALTH & SANITATION - Alderman Simmons reported that Oswego is helping
us with out Mosquito Abatement Program and they have already sprayed the
City once. Mayor Thanepohn asked Alderman Simmons to check on liability
insurance regarding mosquito spraying .
Mayor Thanepohn called for a Committee meeting of the Council , City
Attorney, Chief of Police , and Director of Public Works to consider
blighted areas and enforcement of "Housing Code" . The meeting was
set for 8 : 00 P . M . , Thursday , July 15 , 1976 at City Hall .
POLICE - Alderman Smith reported that Al Spera and the Public Works
Department are progressing with construction at the shooting range .
"Stop" and "Yield" signs for Countryside Center Subdivision had been
studied by the Police Committee and the Police Chief . Attorney
Dickson was instructed to draw up an Ordinance covering same .
TREES & PARKS - Alderman Groner reported that the "Drowning" sign
from the dam is at Wheeler Sign Shop in Plainfield being painted . The
Direction & Mileage" sign has been installed at the foot of Main St .
at the canoe- launch site .
Mayor Thanepohn thanked Alderman Groner for a superb effort and suc-
cessful job on the 4th of July festivities . The Council also expressed
appreciation to Blaine Harker for the fine job he did on preparing for
the celebration .
SEWERS - Alderman Beach commented that YBSD Board and Yorkville City
Council had reached a good level of co-operation and he has hopes
that this feeling might continue .
BUILDING & ZONING - Chairman Beach reported that a family is living
in a school bus on E . Van Emmon St . , -f' mile from town . County
Zoning Officer reports that nothing can be done as zoning does not in-
clude school buses .
EMERGENCY SERVICES & DISASTERS - Alderman Erickson read a letter from

Civil Defense Director Brady that his agency has made requests to
various agencies in order to get the project started to furnish
warning systems for Yorkville , Oswego , Plano & Boulder Hill . Target
dates have been set and any questions concerning the warning
system should be directed to Mr . Brady . Mr . Brady stated in a
telephone conversation with Alderman Erickson that in event of a
disaster in Yorkville , the County Civil Defense Agency , in conjunction
with assistance from surrounding counties , if needed , would be
able to handle it .
LIBRARY BOARD - Alderman Erickson reported that Treasurer Gutzwiler
had received a check in the amount of $1 , 500 from the City and
expressed his thanks to the City Council .
Mayor Thanepohn announced that he is working on an appointment for
Librarian .
YBSD - It was reported by Alderman Beach that YBSD Board is reviewing
the status of commercial users and may amend the Ordinance to
include special rates for commercial users . Also , YBSD Board is
considering digging and plugging building sewers of delinquent
accounts . YBSD will have an open house at their facilities on
July 18 , 1976 from 2-5 P . M .
BI -CENTENNIAL COMMITTEE - Alderman Groner thanked the Police Department
and the Public Works Department for their co-operation . He also
announced that in behalf of the City of Yorkville he accepted the
Grist-stone in the City Square from the Bi -Centennial Commission .
Alderman Groner made a motion , with a second by Alderman Beach to
instruct Attorney Dickson to prepare a Resolution commending
Blaine Harker and the Bristol -Kendall Fire Department for the
excellent job they did on the 4th of July Observance . Motion
carried .
Alderman Wolff moved to adjourn the meeting at 9 : 00 P . M . , seconded by
Alderman Groner .
