JUNE 24 , 1976
MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE , ILLINOIS HELD AT THE CITY HALL
JUNE 24, 1976 .
Mayor Thanepohn called the meeting to order at 8 : 00 P . M . and led
the Council in the Pledge of Allegiance to the Flag .
Roll Call was taken as follows :
Ward 2 - Erickson Ward 3 - Simmons
Groner Smith
Aldermen Beach and Wolff were absent from Ward 1 . A quorum was
established .
Guests included Toni Kingham representing the Tri -County Today
press , Mr . & Mrs . Bill Lowe and Mrs . Baker representing the
Senior Citizens .
The reading of the minutes was waived . Alderman Smith moved to accept
the minutes , seconded by Aldeirman Erickson . Motion carried .
ATTORNEY ' S REPORT - Attorney Dickson drafted and submitted the contract
for the Mabel Rowlands property awaiting receipt of the title with
with closing date set for June 30 , 1976 .
Alderman Smith made a motion to approve the Resolution to Authorize
the Mayor and City Clerk of the United City of the Village of York-
ville to Execute a Certain Agreement for Warranty Deed to Purchase
Land from Mabel W. Rowlands , with a $6 . 900 down payment leaving a
balance of $62 , 100 payable in 10 annual installments of $6 , 210
each , bearing interest of 62i in addition to the principle payment ,
seconded by Alderman Simmons . Roll call was taken as follows :
Erickson - Nay Simmons - Aye
Groner - Aye Smith - Aye
Mayor Thanepohn - Aye
Motion carried .
MAYOR ' S REPORT - A reply from Sheriff Usry stated that their
department had closed boating on 2 occassions due to high waters
and would not hesitate in doing it again when necessary .
Mayor Thanepohn accepted the resignation of Mary Hoover from
the Library Board and will appoint someone to the opening as soon
as possible .
Mayor Thanepohn extended the sympathy of the City Council to
Alderman Beach and his family on the passing of his father .
Alderman Wolff arrived at 8 : 10 P . M.
PLAN COMMISSION - The Madsen Senior Citizen project was recommended
Tor approval and referred to the Zoning Board of Appeals for
variance . A public hearing will be held Monday , July 19 , 1976,
to be published .
HUMAN RESOURCE COMMISSION - Copies of the Town Meeting ' 76
Financial Report were distributed .

reported the tour of the Fox Industrial Park Open House was
very impressive .
STREETS & ALLEYS - Alderman Simmons will bring a recommendation
from the Committee on the East Van Emmon work to be done by next
Council meeting .
WATER - Alderman Wolff reported the Wellhouse plans were presently
in Springfield for E . P .A . approval .
HEALTH & SANITATION - Alderman Simmons reported the Mosquito
Control program had not yet been decided .
TREES & PARKS - Alderman Groner reported the fence has been
installed on both sides at the dam .
SEWERS - The Y . B . S . Board requested a joint meeting with the
City Council , Thursday , July 1 , 1976 , at 8 : 00 P . M . for
discussion of the lead agency request to be held at City Hall .
PUBLIC PROPERTY & BUILDINGS - Alderman Groner reported that-contact
had been made for restrooms at City Hall .
LIBRARY BOARD - Alderman Erickson reported at the end of the fiscal
the balance on hand was $3 , 125 . 81 . Alderman Erickson made a
motion to borrow $ 1 , 500 a month until the late tax distributions
come in to be paid back at that time , to be borrowed from the
the General Fund , seconded by Alderman Smith . Roll call was taken :

Groner - Aye Smith - Aye
Motion carried .
Alderman Erickson also mentioned the need to have the restroom at
the Library varnished or painted .
Letters will be sent to the schools informing them of the facilities
for students at the Library .
Alderman Erickson reported on the Library ' s past fiscal year and
commended Bill Thomas and Mike Stewart for their volunteer work
with the G . E . D . program .
BI -CENTENNIAL CHAIRMAN - Alderman Groner reported the City Council
would participate in the parade at 10 A . M. , July 3 , 1976 .
Elden Madden volunteered to ring the Bell at City Hall at 1 P . M .
on July 4 , 1976 .
Mayor Thanepohn entertained a motion to adjourn the meeting by
Alderman Wolff at 8 : 42 P . M .
