City Council Minutes 1976 05-27-76 5 . May 27 , 1976 cnRRECTED MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE , ILLINOIS HELD AT THE CITY HALL MAY 27 , 1976 . Mayor Thanepohn called the meeting to order at 8 : 00 P .M . and led the Council in the Pledge of Allegiance to the Flag . Roll Call was taken as follows : Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons Wolff Groner Smith A quorum was established . Guests included Reverend Lawrence Rezash , Don Preston and Tom Muerder . Reading of the minutes was waived . Alderman Smith moved to accept the minutes , seconded by Alderman Beach . Motion carried . ATTORNEY ' S REPORT - Alderman Beach made the motion to accept the Ordinance Prohibiting the Placing or Throwing of Trash on Public Streets , Alleys , City Property and Parks of the City , imposing a $50 and not more than a $500 fine , seconded by Alderman Groner . Roll call was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried . Alderman Erickson made the motion to accept the Ordinance Prohibiting Parking on Certain Portions of Hydraulic Avenue and the Bicentennial Park with a fine of $ 1 . 00 and not more than $25 . 00 , seconded by Alderman Wolff . Roll call was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried . The situation on E . Van Emmon near the ball park concerning speeding was referred to the Police Committee . MAYOR ' S REPORT - City Stickers will go on sale June 1 , 1976 to be purchased from the City Treasurer . The Workshop scheduled for the Hilton Inn on May 28 , 1976 is changed to the Fox Valley Public Country Club . Mayor Thanepohn asked Alderman Beach to schedule a meeting with the Water & Sewer Committees set for Thursday , June 3 , 1976 at 7 : 30 P . M . to bring up to date the steps taken on the John Conover situation . At the same time there will be a presentation on Mosquito Spraying . Mayor Thanepohn reported on the meeting , May 26 , 1976 with State Officials on the dam site problem . The solution seems to be to fill in under the dam and pack with rock to allow the water to sweep out . We will use our legislators to provide the funding . Mesh for the base of the dam has been provided by the City . Mayor Thanepohn suggested 6 .� Page 2 May 27 , 1976 a Local Service Group might take the project of providing a portage on the north side of the river where there is a natural bay area . He further recommended that he will speak with Sheriff Usry about prohibiting boating and canoeing on the river during high waters . The Mayor has tickets for the Area Mayors ' Prayer Breakfast , June 3 , 1976 for anyone interested in attending . The Illinois Department of Transportation has granted permission to detour Route 47 for the Bicentennial Parade to be held July 3 , 1976 . The Illinois Municipal League has expressed concern on the Unemployment Compensation Legislation and asked anyone to write their Legislators about the raises involved . Concern was expressed over an Alchoholism and Intoxication Treatment Act , prohibiting arrest for public drunkeness and requires transportation to treatment facilities . It was suggested to write Legislators to delay and try to change the Act . The Rowlands property acquisition will be finalized May 30 , 1976 . Reverend Rezash gave a brief talk on the exceeded expectations of Town Meeting ' 76 . There were 254 participants of every facet and age participating . He made special note of Mayor Thanepohn ' s inspiring message . Four workshops involving Political , Economic and Cultural problems in the Community were set up and proposals drawn from them into a booklet form . The Human Resources Commission will meet Monday , June 21 , 1976 and will discuss the results further and refer the proposals to the Council and groups who can carry them through for improvement in the Community . PLAN COMMISSION - Alderman Beach had not yet heard the outcome of the meeting earlier in the day between Jack Purcell and the Plan Commission requesting that the proposed development be build on the available R-4 zoned land instead of changing the zoning of R-2 land to R-4 . The Commission voted against Drobac ' s Riding Stable Special Use Permit . Blaine Harker ' s Subdivision Final Plat - Unit 2 was approved . The Land and Cash Ordinance was tabled for further study . BUSINESS & ECONOMIC DEVELOPMENT COMMISSION - Fox Industrial Park will hold an open house June 19 , 1976 beginning at Meadowvale , by invitat ' I only . OLD BUSINESS - Blaine Harker ' s Subdivision Final Plat - Unit 2 was presented for approval . It was tabled until the set-backs on Lots 4 & 5 could be corrected . Alderman Erickson offered a complaint from Calvin Pederson on King and Center Streets of the speeding before and after school on said streets and asked for a study of a 4-way Stop sign to replace the pre- sent 2-way Stop Sign for Center §treet . It was referred to the Police Committee for study . STREETS & ALLEYS - Alderman Simmons reported the East Alley Condition was included in the Rnar] Prnnram 7 Page 3 May 27 , 1976 Alderman Beach reported a new traffic count by the State of Illinois at Fox Rd . and Route 47 on May 14 , 1976 about 1 : 30 P . M . and a 2nd count from 1 -6 P . M . on May 26 , 1976 for the possibility of a traffic signal . WATER - Alderman Wolff moved to authorize Layne-Western to inspect and repair the Booster pump before the heavy summer demands at an approximate cost of $848 , seconded by Alderman Simmons . Roll Call was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried . TREES & PARKS - The Memorial Day Ceremony will be held May 31 , 1976 at 11 A .M . at the Public Square . Alderman Groner reported a portable P .A . system has been purchased for the day and other events in the future . The baseball equipment has been purchased and is in use . The City will participate with the local Boy Scout troup in their "Send a Boy to Camp" Program . The City will receive 15 hours of work for $30 . He is to work with the Parks Program . PUBLIC PROPERTY & BUILDINGS - Alderman Groner reported a new flag pole has been installed at the Library , and a new colonial door on the City Hall . The City Crew is installing insulation under the floors of the City Hall . Fire extinguishers have been ordered for all trucks and for the City Hall and first aide kits for all the trucks . ASST . LIQUOR COMMISSION - Azem Alui of the Yorkville Restaurant has applied for a liquor license . BUILDING & ZONING —Alderman Beach presented his views on the Madsen Senior Citizen Housing Development . It is to be 100% financed by the Madsen Corporation and IDHA . Rent subsidy will be provided by HUD , according to Section 8 of the Federal Register . The project must maintain a minimum of 30% of the extra low income bracket residents . A major factor of objection seems to be the parking spaces and re-zoning aspect . Reverend Lawrence Rezash gave a Summary Report on A Survey of Senior Citizens . Kendall County Residents would have priority on the waiting list . The Madsen Corporation has agreed to make available more parking area with some in back for fire lanes . A credit check on Madsei Corporation was favorable . Reverend Rezash will refer the contracts to the City Attorney to review. Residents of Countryside Center presented their objections centering on the re-zoning of R-2 land to R-4 and the inadequate parking areas as being the important factors to overcome . FINANCE - Due to late tax distributions the Council was asked to curtai spending where possible . EMERGENCY SERVICES & DISASTER - Alderman Erickson reported there would be a meeting Tuesday , June 1 , 1976 , at Al Brady ' s office to work on procedures . Ed Gawne , Leo Anderson and Richard Seibel representing the School Board asked to have the sewer hook-up fees waived for the Grade School on Somonauk Street . The Board voted to accept a $4 , 000 hook-up fee with installments of $ 1 , 000 yearly for the next 4 years . A special meeting was called for June 1 , 1976 at 7 : 00 P . M . to discuss sewer hook-ups and debate the City ' s proposal to increase t billing fee to 5% . The Sanitary Board Wage Schedule is as follows for the new fiscal idea r . BICENTENNIAL CHAIRMAN - Alderman Groner asked for Council approval for hiring the Aurora American Legion Band for a concert in the Public Square for Friday , July 16 , 1976 , the cost of approximately $350-400 to come from the Special Events Project fund .
