City Council Minutes 1976 04-22-76 FORM 801-49 ® U.S.A. April 22, 1976 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL ON APRIL 22, 1976 . A Public Hearing on the Budget Ordinance was held preceding the meeting at 7 : 30 P.M. There were no objectors present . Mayor LeRoy Thanepohn called the meeting to order at 8 : 00 P.M. and lec the Council in the Pledge of Allegiance to the Flag . Roll call was taken as follows : Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons Groner Smith Alderman. Wolff arrived at 8 : 06 P .M. A quorum was established . Alderman Beach moved to accept the minutes as they read, seconded by Alderman Groner . Motion carried.. Senior Citizen representative Mrs . Martha Lippold was guest . MAYOR'S REPORT - Mayor Thanepohn presented a Proclamation on Health Care Services to provide long term health care in observance of National Nursing Home, Week beginning Mother ' s Day, May 9 , 1976 , to be published. The Illinois Law Enforcement Committee will meet with City Representa tives on April 27 , 1976 regarding the Investigation Unit and it ' s funding . The Police Department fully meets Public Act 79-652 which requires mandatory firearms training and we also have one of the three qualified instructors from the County, Al Spera, on our force . An article from the Department of Transportation regarding CB radios was referred to Alderman. Simmons . A 1985 deadline has been set for t: 9-11 system for emergencies . PLAN COMMISSION - Alderman Beach reported the next Plan Commission meeting woul be held April 27 , 1976 at 8 : 00 P.M. At that time the Senior Citizen Housing will be discussed. HUMAN RESOURCE COMMISSION - Mayor Thanepohn reported that Town Meetin was going along well . The Business Economic Development Commissi meeting is scheduled for April 29 , 1976 . NEW BUSINESS - Alderman Smith moved to accept the Ordinance Adopting the Budget Tor all Corporate Purposes of the United City of the Village of Yorkville, Kendall County, Illinois , in lieu of Appro- priations Ordinance for the Fiscal Year Commencing the 1st Day of May 1976 and ending the 30th Day of April , A.D. , 1977 , seconded by Alderman Wolff. Page 2 April 22 , 1976 STREETS & ALLEYS - Alderman Simmons made a motion to pay the bill of 14 , 371 . 50 for the new truck, that is covered under this year ' s appropriations , before May 1, 1976 , seconded by Alderman Wolff . Roll call was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried. Alderman Simmons moved to give Bob Anderson, City Engineer the consent to send in the necessary forms for State ' s approval for our road program, seconded by Alderman Smith . Motion carried . Alderman Wolff moved to accept the Resolution for General Maintenance of the alley from Van Emmon to Hydraulic, Hydraulic from Adams to Mor gan, Orange from Main to Rt . 47 , Tower from Somonauk to the end, Centl from Church to Bridge , West to the center of Somonauk, Morgan from Hydraulic to the river, Heustis from Van Emmon to Hydraulic, by appropriating $16 , 370 .95, seconded by Alderman Simmons . Roll call wa taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried. Alderman Wolff moved to accept the Resolution to appropriate $61, 317 . for the Van Emmon Street work involving ditching & shaping, widening to 24 feet and a set of culverts, seconded by Alderman Simmons . Roll call was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried . WATER - On recommendation from the committee, Alderman Wolff moved to have the Engineer draw up specifications for the pumphouse completion, for opening bids the first meeting of August , 1976 , seconded by Alderman Simmons . Motion carried . TREES & PARKS - Alderman Groner reported the new park equipment has een installed and seeding would be taking place this next week. Alderman Groner met with the Bicentennial Commission concerning the construction of a pedestal under the stone in the park. There will also be a plaque in front of the Ketchum home designating it as the first courtroom. May 3 , 1976 at 7 : 00 P .M. there will be a final baseball scheduling meeting . Outdoor bulletin boards for the posting of game schedules will be set up and all the fields numbered . The signs have been received designating Yorkville as a Bicentennial Community. Page 3 April 22 , 1976 SEWERS - Upon Committee recommendation Alderman Wolff moved to have the Engineer draw up Step 1 Planning for the first phase of the Grant at an approximate cost of $4000 , seconded by Alderman Smith . Roll call was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried . Alderman Wolff reported there was less infiltration in the sanitary sewers after the last rain since the sealing had been done on Main St Public Works Director, Elden Madden was asked to follow up on Miller ' Subdivision permit to hook onto the sanitary sewer line. BUILDING $ ZONING - Alderman Beach will present the Cash or Land Ordinance to t e Plan Commission at their next meeting. YBS BOARD - Alderman Wolff made a motion to raise the YBSD User Fee Collection Fee from lk to So retroactive to April 1 , 1976 to include last quarter ' s billing, seconded by Alderman Smith . Motion carried . DISASTER $ EMERGENCY SERVICE - Aldermen Erickson $ Groner and Mayor Thanepohn attended an educational meeting to be made aware of problem in the event of a disaster . Alderman Wolff moved to adjour he meeting at 8 : 41 P.M. , seconded by Alderman Smith .
