City Council Minutes 1976 04-08-76 FORM 601-49 ® U.S.A. r Apr i 1 1 8 . 1976 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL ON APRIL 8 , 1976 . Mayor LeRoy Thanepohn called the meeting to order at 8 : 00 P.M. and lec the Council in the Pledge of Allegiance to the Flag . Roll call was taken as follows: Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons Wolff Groner Smith A quorum was established . Guests included Russell Naden of the Kendall County Board. The reading of the minutes was waived . Alderman Erickson moved to accept the minutes , seconded by Alderman Wolff. Motion carried . Alderman Erickson moved to approve the bills presented for payment, seconded by Alderman Wolff . Motion carried. ATTORNEY' S REPORT - Attorney Dickson presented the draft of an Ordinance submitted to the Police Committee regarding payment of charges for criminal histories . The drafted form of notice of the new Budget Ordinance was presented. MAYOR' S REPORT - Mayor Thanepohn reported letters had been written to all the County Chief Executive officers and their attorneys hosting a meeting on the Route 34 Corridor Study, Wednesday, April 28 , 1976 at 8 : 00 P .M. Mayor Thanepohn expressed the desire for everyone to express their thoughts to their Congressmen on the urgency of continuing the Revenue Sharing Program. A form letter will be presented to the Press for the purpose of citizens to express their feelings on the matter . A letter from the 'Commission of Intergovernmental Cooperation Commission was referred to Elden Madden to follow up . There is a necessity to use our professional people to work on leads to possible grants . CITY CLERK - Alderman Erickson moved to authorize a request for permission for the Illinois Association of Mental Health to solicit funds door-to-door on May 14 , 1976 through May 31 , 1976, seconded by Alderman Simmons . Motion carried . TREASURER - Alderman Groner made a motion to accept the Treasurer ' s Report, seconded by Alderman Smith. Motion carried . POLICE - Alderman Smith moved to accept the Police Report , seconded b: Alderman Simmons . Motion carried . Foes 601-49 U.S.A. PAGE 2 April 8, 1976 DIRECTOR OF PUBLIC WORKS - Alderman Wolff moved to accept the Public Works Report , seconded by Alderman Smith. Motion carried. Mayor Thanepohn made note of the fact that the problem at Kentucky Fried Chicken establishment was being taken care of with the utmost of cooperation on both parts . The prospect of passing lanes at Countryside Center looks very good . PLAN COMMISSION - Alderman Beach announced the next meeting would be April 27 , 1976 at the City Hall with Madsen ' s Senior Citizen Housing Project and Mr . Drobac ' s Riding Stable on the agenda . OLD BUSINESS - A motion was made by Alderman Beach by recommendation of the Buil ing and Zoning Committee to allow construction to proceed on Unit 4 of the Fox Industrial Park, seconded by Alderman Wolff. Motion carried . Alderman Groner Questioned the possible need for the adoption of---a = cash or land grant ordinance . The matter was referred to the Buildin, and Zoning Committee for further discussion. Alderman Beach on recommendation from the Building and Zoning Commit- tee made a motion to allow ONLY 100% bonding to be accepted for Robert Loftus ' Sanitary Sewer development at Countryside, seconded by Alderman Wolff. Motion carried. Mayor Thanepohn reported Town Meeting 176 to date has 26 local organizations involved and is being very well attended . NEW BUSINESS - Alderman Wolff moved to accept the request by Phil Lovetere or use of the City Park as a start and finish point for the American Cancer Society Bike-a-Thou to be held May 16 , 1976 , seconded by Alderman Smith. Motion carried. It was suggested all park activities be cleared with Alderman Groner . Russell Naden reported Fox Road Culvert Problem was tabled until Attorney Ingemunson had returned to discuss the matter further . Mr . Naden indicated a possibility of the County helping to channel the drainage water problem on the Baseball Diamond on E . Van Emmon St It is still under study and there will be a further report on the matter at a later date . Mr . Lindblom ' s request for an emergency boat ramp at the foot of the dam was referred to the Trees & Parks Committee for further study. STREETS $ ALLEYS - Engineer Bob Anderson reported the street report is 70% complete and should be ready by the next meeting . WATER - Alderman Wolff requested a meeting for April 20, 1976 at 8 P. at his home in regards to the matter of financing the new pumphouse . Foam601-49 ® u.S.A. Page 3 April 8 , 1976 POLICE - Alderman Simmons recommended a 114-Way Stop Sign" at Center Parkway and Countryside Parkway at Countryside Center . Also a "Yield Sign" on Countryside Parkway at W. Kendall Drive, and a "Yield Sign" on Center Parkway at E . Kendall Drive making Kendall Drive the main street . Elden Madden informed the Council that an engineer was worki on the entire Countryside Center for signs . The Committee is to review the results and situation with Mr . Madden when the report becomes available . Alderman Wolff moved to accept and adopt the Felony Record Review Fee: Ordinance, seconded by Alderman SMith . Roll call was taken as follow Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried. Alderman Simmons moved to accept bids for a new Police car to be opened at the June 10, 1976 City Council meeting, seconded by Aldermai Wolff. Motion carried . TREES & PARKS - Alderman Groner reported the construction of the Rivei side Par was progressing very well . Alderman Groner made a motion that the City Of Yorkville advertise foi one part-time employee for the Public Works Department at $2 . 75 an hour . Applications are to be in by April 23 , 1976 . It was seconded by Alderman Simmons . Roll call was taken as follows : Beach - Aye Erickson - Nay Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried 5-1 . The Girl Scouts asked permission to make a Bicentenniel Garden in the City Park and were granted such to be coordinated with City Plans . Alderman Erickson thanked Boy Scouts Doug & Dave Smith and Dan $ Phil Freeman for helping in the planting of 30 of the trees donated by the City for planting in the City Parkways . SEWERS - Alderman Wolff informed the Council the facilities plan for the grand would also be discussed at the April 20, 1976 meeting at his home . Since the sealing of the sewers on S . Main St . had alleviated the problem, Mr . Miller or the purchaser of the land may go ahead with connections into the sewer. LIGHTS, TELEPHONE & GAS - Alderman Erickson reported a "Thank you" from Russell Clayton for the 2 lights installed on Game Farm Road . An alarm system has been ordered for the pumphouse . PUBLIC PROPERTY & BUILDINGS - Alderman Smith authorized the Police apartment to purchase material to construct a shooting range at the FORM G01-49 U.S.A. Pa.Qe 4 April 8, 1976 property south of town. FINANCE - Alderman Smith moved the Tentative Budget be adopted, pub- l1c—anon be made in the newspaper and a public hearing be held on April 22 , 1976 at 7 : 30 P.M. at the City Hall , seconded by Alderman Wolff. Motion carried. Alderman Smith made two corrections on the Police Wage Schedule . Ross shown as $973 . 00 effective 12/1/76 should be 11/1/76 . The Crossing Guards instead of $9 . 00 should be $11 . 00 a day. Alderman Smith then moved to adopt the Personnel Policy & Wage Increa for the coming year, seconded by Alderman Wolff . Roll call was taken as follows : Beach - Aye Erickson - Aye Simmons - Aye Wolff - Aye Groner - Aye Smith - Aye Motion carried. Alderman. Smith commend Treasurer, Marilyn Merkel for a job well done on preparing the budget . YBS BOARD - Alderman Wolff announced a special meeting to be held Wed nes ay, April 21, 1976 . The appropriations budget will be about the same, with plans to buy some new equipment and substantial salary increases . Alderman Wolff reported the Sanitary Board would not help the City in any way on the grant . The meeting was adjourned into Executive Session for Acquisition of Land at 9 : 15 P .M. City Attorney FRED DICKSON Several intersections were swept . New "Stop" signs were put up at Mill St . and East Orange, West Somonauk and King St . One of these signs had been destroyed and one badly damaged by vandals . FRED DICKSON Water Samples - All satisfactory New Customers - 5 Replaced Meters - 4 Leaks - 0 Sets of samples from each well and from the distribution stem were mailed to Illinois EPA for full mineral analysis . A 400 Amp fuse blew at Pumphouse #3 on March 31. Inspec- tion revealed a faulty starter relay which was replaced and all fuses were replaced. A new control outside with flashing red light was ordered for Pumphouse #3 . Also a low pressure warning alarm will be installed at the Public Works Building. We hope that this will eliminate this type of service interruption while we are depending on the one well. When Well #4 is operating the two wells r. Johnson completed his written exam for Water Plan Operator and received his classification as Certified Operator Class "C" on March 31, 1976 . We now comply with the State 's requirement of not less than two certified operators at each Public Water System. RICHARD J.GRONER p BERT W.ERICKSON Third Ward The Director has met with Kentucky Fried Chicken Area Rep - HERSHELD.SMITH resentatives during March and they are cooperating very ROGERSIMMONS well. We found that two baffles had deteriorated in Chief of Police their underground grease-seperator. Director has met with State Highway Officials in regards to passing lanes at some of our areas of greatest need . It appears possible that results may be seen before the end of the current construction season. Illinois Bell Telephone Company has obtained a permit to enlarge their underground vault on Bridge St . at River St. This work is scheduled. for May and will be comparable to the situation we enjoyed with the temporary traffic signals at Bridge and Center Streets during last fall.
