IINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE) ILLINOIS HELD AT THE CITY HALL ON
ARCH 11 , 1976 .
In the absence of Mayor Thanepohn, City Clerk, Olga Schneider called
the meeting to order at 8 : 00 P .M. and led the Council in the Pledge of
Allegiance to the Flag.
Alderman Smith nominated Alderman Wolff as Mayor Pro-tem, seconded by
Alderman Simmons . Motion carried.
Roll Call was taken as follows :
Ward 1 - Beach Ward 2 - Erickson Ward 3 - Simmons
Wolff Groner Smith
A quorum was established .
Among the guests were Mary Kay Price and Lorraine Umbdenstock represer
ting the Senior Citizens , Mike Murphy of Layne-Western, Doug Smith
who attended to fulfill a requirement for the Citizenship in the
Community merit badge for Boy Scouts, and other interested citizens .

Reading of the minutes of the February 26, 1976 meeting was waived.
Alderman Beach moved to accept the minutes , seconded by Alderman
Smith. Motion carried .
The City Treasurer presented two late bills from Fox Valley Disposal
for the February service charge for $1, 632 . 00 and Xerox for $74 . 81
along with the regular list for payment . Alderman Groner moved the
bills be paid, seconded by Alderman Simmons . Motion carried.
ATTORNEY ' S REPORT - Attorney Dickson presented the redraft of the Ord-
inance to "Appoint Civil Defense Committee" with a change in Sec . 1
adding, "with approval of the Mayor and City Council of the United
illiage of Yorkville" . Alderman Erickson moved to adopt the
Ordinance , seconded by Alderman Smith. Roll call was taken as follows

Wolff - Aye Groner - Aye Smith - Aye
Motion carried .
Attorney Dickson reported further on the Fox Road Culvert problem.
There is sufficient right-of-way and the matter was turned over to
the Mayor and City Council along with his research on the matter
with a suggestion it be brought to the attention of the County
Board to resolve the responsibility of the matter .
MAYOR PRO-TEM' S REPORT - Mayor Pro-tem Wolff read a letter requesting
the petition from--First Kendall County for annexation to the
Village of Yorkville be withdrawn.
Alderman Smith moved to install a sign under the population sign to
read something to the effect of "Home of 1976 Class A State Wrestling

Champions", seconded by Alderman Simmons . Motion carried.
A check for final payment of $9, 545 . 50 was presented by Mayor Pro-tem
Wolff to Mike Murphy representing Layne-Western. It was noted the
project was paid out of City funds without it being necessary for
taxing or bonding .
CITY CLERK - Alderman Groner moved to allow the Cystic Fibrosis
Foun ation to have their "Breath of Life" door-to-door campaign
September 12-19, 1976, seconded by Alderman Erickson. Motion carried.
Alderman Beach moved to pay the $10 . 00 application fee for the
Municipal Clerks of Illinois , seconded by Alderman Simmons . Motion
carried .
TREASURER - A motion was made by Alderman Simmons and seconded by
1 erman Smith to accept the Treasurer ' s report . Motion carried.
OLICE - Alderman Smith moved to accept the Police Report, seconded
by Alderman Simmons . Motion carried .
IRECTOR OF PUBLIC WORKS - Alderman Simmons made the motion to accept
the Public Works reports , seconded by Alderman Smith. Motion carried.
LAN COMMISSION - Alderman Beach reported the next scheduled meeting
,vould be el on March 23, 1976 .
LD BUSINESS - Alderman Groner reported the Trees & Parks Committee
ad made the decision to accept the bid of $15, 801 by Tri-County
xcavating of Joliet to do the site work using black dirt, seeding
nd planting, installation of recreational equipment in accordance
ith City Specifications for the proposed riverfront Bicentenniel
ark. Alderman Groner moved to accept the bid as stated, seconded
by Alderman Smith. Roll call was taken as follows :

ATER - A joint water & sewer Committee meeting was set for Plarch 18 ,
976 at 7 : 30 at Alderman Wolff' s home .
EALTH & SANITATION Alderman Simmons nut into the form of a motion

the committee' s recommendation to go along with the request from
laire Hewitt, representing the Fox Valley Older Adult Services, for
a mini-bus for Kendall County, at the cost of 130 of $2800 or approx-
imately $400 , seconded by Alderman Beach. Roll call was taken as
follows :

Motion carried.
The amount would be taken out of General Funds .
POLICE - Alderman Simmons reported a free FBI School in Marseilles
and it has been set up that 4 men would be attending in the morning a]
2 in the afternoon on their off-duty hours .
Alderman Simmons reported problems with the 1975 squad.
Under some of the new regulations coming forth there will be a need
for a fingerprinting kit at the cost of approximately $365 from
Constable ' s Equipment . Alderman Simmons moved to buy the fingerprint
kit, seconded by Alderman Smith. Roll call was taken as follows :

TREES & PARKS - Alderman Groner announced a meeting for any interestec
parties concerning the Baseball Diamond scheduling problem on
March 16 , 1976 at 7 : 00 P.M. at the Yorkville National Bank.
Alderman Erickson made a motion to expend $500 for trees from local
nurseries for planting along the City parkways, seconded by Alderman
Smith. Motion carried . It was also suggested the Boy Scouts could
earn towards a merit badge for helping in the planting project .
Alderman Groner and Mrs . Woodward have discussed the Park Shelter and
it is being brought before the Women's Club recommending they donate
a sizeable sum towards the shelter . Alderman Groner will call a
committee meeting upon hearing Mrs . Woodward ' s report on the matter .
LIGHTS, TELEPHONE $ GAS - Alderman Erickson moved to install a street
light on W. Dolph St . near the Cul-De-Sac at the approximate cost of
$11 . 90 per month, seconded by Alderman Beach. Motion carried .
BUILDING $ ZONING - Alderman Beach brought before the Council the
consi eratlon o BOCA endorsing going to 2"x6" studs with a 24" center
from the now required 2 11x4" with a 16" center to allow 6" instead
of the usual 4" of insulation.
FINANCE - Alderman Smith moved to purchase the Umbrella policy in the
amount of $1, 000 , 000 for the premium of $500 for the first year,
seconded by Alderman Groner . Roll call was taken as follows :

Alderman Smith announce City Treasurer , Marilyn Merkel , and Bill
Sanders would be meeting to work on the new Budget program and if
there were any out of the ordinary expenditures any departments might
foresee, they would like to be informed before the meeting .
ADJOURNMENT - Mayor Pro-tem Wolff entertained a motion from Alderman
Simmons to adjourn the meeting at 8 : 45 P .M. , seconded by Alderman
Smith . Motion carried.
