MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT CITY HALL ON
FEBRUARY 26, 1976 .
Mayor Thanepohn called the meeting to order at 8 : 05 P .M. and led the
Council in the Pledge of Allegiance to the Flag. Roll call was taken
and present were:
lst Ward - Beach 2nd Ward - Erickson 3rd Ward - Simmons
Groner Smith
Alderman Wolff was absent from Ward 1 . A quorum was established.
Guests of the evening were introduced and welcomed.
Reading of the minutes of the February 12, 1976 meeting was waived anc
the following corrections made:
1 . Page 1 - Attorney ' s Report - Line 4 - Add "1975" after the
word "Revised" .
2 . Page 2 - Plan Commission - Line 6 - Delete "Rt . 34" and add
"Rt . 47" in its place.
3 . Page 2 - Lights, Telephone & Gas - Line 3 - Add the word
"approximately" preceding "$500" .
4 . Page 4 - Library Board - Line 5 - Change "1970" to "1975" •
Alderman Erickson moved to accept the minutes as corrected, seconded
by Alderman Groner . Motion carried.
ATTORNEY 'S REPORT - Attorney Dickson presented the Ordinance for the
Appointment of the Civil Defense Committee and Coordinator giving
authority for a levy at the rate of 5� per hundred, but in no event
to exceed 25� per capita. Alderman Erickson moved to table the
matter for further discussion, seconded by Alderman Simmons . Motion
carried.
Alderman Beach made a motion to amend the Ordinance to establish a
Civil Defense Committee within the City Council, seconded by Alderman
Smith. Motion carried
Alderman Beach moved to adopt the Budget Officer Law, seconded by
Alderman Simmons . Motion carried .
Alderman Smith moved to appoint the City Treasurer as Budget Officer
seconded by Alderman Erickson. Motion carried .
Attorney Dickson reported further on the reconstruction project of th
Fox Road Culvert and will report back when he has finished his re-
search on the matter .
MAYOR 'S REPORT - Mayor Thenepohn reported of the liquor license
violation at Tom' s Tap with the results of the hearing being the
suspension of his license on February 26, 27 and 28, 1976 . The
violation was for selling liquor to a minor .
The_ Federal _,Qovernment grant to the amount of $6000 for NEW street

markings ONLY was accepted by the Illinois Department of Transporta-
tion and now needs approval by the FHWA.
It was reported Town Meeting ' 76 is well under way and had very good
attendance .
The Mayor read a letter from the Civil Defense Director stating the
problems in obtaining a civil defense siren.
The infiltration rate since the sewer sealing was reported to have
reduced the rate of flow from 71, 200 gallons per day to 14, 500
gallons per day. The reduction should be showing up at the sanitary
plant soon.
A Commendation was received from Putnam County, Ohio, Sheriff' s
Department in recognition of the service of Gary Borling in aiding in
the capture of two escaped prisoners from Putnam County, Ohio on
January 11, 1976 . Mayor Thanepohn expressed his gratitude with that
of the Council to the Police Department .
The Illinois Department of Transportation has refused the 3rd of
July Parade Permit due to the extensive length of the traffic tie-up
and insufficient re-routing. It was referred to Alderman Groner for
further study .
CITY CLERK - A motion was made by Alderman Simmons to allow the
Salvation Army to sponsor their "Easter Edition of War Cry" for
2 days as soon as possible after March 8, 1976, ceasing at 6 P .M.
each day, seconded by Alderman Smith. Motion carried .
PLAN COMMISSION - Alderman Beach reported the petition was presented
to the Commission to operate a riding academy and stable by Mr. & Mrs
Drobac on Rt . 126 . The matter was tabled and requested the following
information:
1 . A simple map .
2 . A list of uses of the Academy listed .
3 . Parking facilities
4 . The number of animal per acre .
5. A soil conservation report .
There was a Phase II Comprehensive Plan Outline presentation by James
Clarage on the downtown business area study . More Phase II outline
is scheduled for the next meeting.
Alderman Beach moved to retain James Clarage and Associates as City
Planners to the Planning Commission for the 1976 year at a fee of
$1000, seconded by Alderman Simmons . Motion carried .
SENIOR CITIZENS REPRESENTATIVE - Reverend Claire Hewitt representing
the Fox Valley Older Adult Services asked the Council for help in
the cost of securing a bus to be used by Kendall County senior
citizens . The matter was referred to the Health & Sanitation Committ
for further study.

NEW BUSINESS - Mr. Carl Anderson representing Travelers Insurance
presented a Dental Insurance Plan available to city employees
to be included in with the present medical plan or seperately . The
matter was referred to the Finance Committee and Mr . Anderson
offered to meet with them for further discussion.
The sealed bids on the proposed Municipal Park were opened and read a;

Alderman Groner moved to table the bids with discussion between now
and the next Council Meeting, seconded by Alderman Simmons . Motion
Carried .

Alderman Beach moved to set a $5000 bond for the Budget Officer,
seconded by Alderman Smith. It was referred to Alderman Smith to
secure the bond .
STREETS & ALLEYS - Alderman Simmons reported the Committee meeting
of February 23, 1976 proposed spending approximately $21, 000 for
seal coating along the edges of the primary streets of need. There
would be an amount set aside of approximately $10, 000 for the recon-
struction of the Fox Road culvert if needed. The balance of
approximately $70, 000 would be used in asphalting approximately
3300 ft . of streets in a 2-step application to meet state specifica-
tions . The priority streets are E. Van Emmon, E. Main, River St . ,
Center St . , Somonauk & Game Farm Rd. , E. Orange, W. Fox Rd. , Bristol
Rd. , & S . Main. Alderman Simmons made a motion to secure the
Engineer for the seal coating project and then proceed with as many
other streets as was possible, seconded by Alderman Beach. Motion
carried .
TREES & PARKS - Alderman Groner set the Committee meeting to review
the Municipal Park bids for Thursday, March 4, 1976 at 7 : 30 P .M. at
the City Hall .
The Baseball Diamond problem has not been resolved and there will be
a meeting with Mrs . Vollentine, Mr . Stading and other interested
parties to set up a field schedule.
After a discussion with Mrs . Woodward, of the Women' s Club, Alderman
Groner reported she would be taking the information on the Park
Shelter to her board meeting and he will comment further when he
hears from Mrs . Woodward.
The Fire Department asked the City ' s help in extra monitoring for
a street dance to be held Saturday,July 3, 1976. Alderman Groner
will meet with their representative, Blaine Harker to discuss
the matter further .
Alderman Groner attended the County Bi-Centenniel meeting and
reported the county is taking charge of "Hands Across America"
which is to pass south of Yorkville on Route 71 .
Copies of the dam site 5 year lease for the sum of $1 . 00 have been
received . They were referred to Attorney Dickson for further study.
LIGHTS, TELEPHONE & GAS - Mayor Thanepohn ' s attention had been called
to the dimly lit downtown area and the possibility of adding either
double brackets or larger lamps . The matter was referred to Alderman
Erickson for further study.
BUILDING & ZONING - Attorney Dickson reported any changes in zoning
districts and classifications in the City require puplication of the
zoning map before March 31, 1976. The City Secretary is to meet
with Building and Zoning Superintendent to review the matter .
FINANCE - Alderman Smith received a bid from Country Mutual on the

Umbrella Policy to be answered by April 5, 1976 or the bid will no
longer be valid. It was referred to the committee for further study.
Alderman Smith moved to increase the salary of Luanne Erickson to
$2 .75, which is the policy after 6 months of service,effective
March 1, 1976, seconded by Alderman Beach. Motion carried.
ADJOURNMENT - Alderman Simmons moved to adjourn the meeting at
9: 41 P .M. , seconded by Alderman Smith. Motion carried .
