CORRECTED MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE
UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY
HALL ON FEBRUARY 12, 1976 .
Mayor Thanepohn called the meeting to order at 8 : 03 P .M. and led the
Council in the Pledge of Allegiance to the Flag. Roll call was
taken and present were:
lst Ward - Wolff 2nd Ward - Erickson 3rd Ward - Simmons
Beach
Absent were Alderman. Groner from Ward 2 and Alderman Smith from Ward
3 . A quorum was established .
Reading of the minutes of the January 22, 1976 meeting was waived.
Alderman Erickson moved to accept the minutes , seconded by Alderman
Wolff. Motion carried .
Several City employees were guests of the meeting.
MAYOR 'S REPORT - Mayor Thanepohn reported on Town Meeting ' 76 which
is a workshop program sponsored by the Illinois Department of
Governmental Affairs to involve citizens in finding out and analyzing
problems and possible solutions to them. A motion was made by
Alderman Beach to accept the Human Resources Commission' s Proposal
to accept and support the basic program with an initial fee of $600,
seconded by Alderman Simmons . Roll call was taken as follows :

A motion was made to accept the request of the Girl Scout ' s to use
the City Park on May 1, 1976 with May 22 as a rain date by Alderman
Erickson, seconded by Alderman Wolff. Motion carried.
The Illinois Obscenity Laws were referred to the Health & Sanitation
Committee for further study.
ATTORNEY'S REPORT - Attorney Dickson reported the Ordinance to
Appoint the Civil Defense Committee had not yet been prepared. He
will draft the Ordinance and forward it to Alderman Simmons .
Three Ordinances on the Revised 1975 BOCA Code were presented.
1 . A motion was made by Alderman Wolff to accept the Basic
Building Code Ordinance with no changes , but including
extraordinary fire standards for the industrial & business
areas, seconded by Alderman Beach. Roll call was taken as
follows :

2 . A motion was made to accept the One and Two Family Dwelling
Code with no changes or additions,by Alderman Wolff, seconded

Purchase of the Rowlands property approved at a special meeting
on February 7, 1976, Attorney Dickson has ordered a survey for a
legal description before drawing up the Ordinance .
AYOR'S REPORT, Cont .
ayor Thanepohn reported the meeting with the Yorkville, Bristol
Sanitary District in a joint meeting was very beneficial .
Hands Across America will pass through Yorkville, July 4, 1976 at
noon. It was referred to the Trees and Parks Committee .
CITY CLERK
motion was made by Alderman Wolff, seconded by Alderman Simmons to
allow the Salvation Army, Friday, June 4, 1976 for their Donut Tag Day

lderman Wolff moved to accept the Treasurer ' s report, seconded by

IRECTOR OF PUBLIC WORKS
The Street Departmentwas commended for their snow removal procedures .

PLAN COMMISSION - Alderman Beach reported the Harker & Leifheit pre-
application conference for the property East of Fox, Washington,
Orange, Olson and Walter streets was presented to the Commission.
There was talk about the need for a turn-around at the end of these
streets . Also, there was some kind of swale on Orange St . And last
the possibility of the Route 47 by-pass running close to the propert;
A bonded survey is needed of the property .
The Commission recommended to accept the yearly fee for Clarage &
Associates for their attendance at the Plan Commission meetings .
Alderman Beach presented a bill to the City Treasurer for $250 for
the November, December and January meetings . A cost per meeting
report will be available for the. next meeting.
Alderman Beach also reported the property on Olson St . to which a
building permit was issued in October of '71 has been sold and being
worked on for completion.
Mr. Drobac has presented the Plan Commission with a plan for his
riding stables . Alderman Beach will bring a report to the next
meeting.
Streets & Alleys - Attorney Dickson reported that Mr . Peterson hasn1i
as yet responded to his letter asking specifically for a two-week
temporary easement .
Alderman Simmons suggested a meeting with Bob Anderson to get a pro-
gram set up for the streets for the 1976 year . Monday, February 23,
was set up if it is to Mr. Anderson 's convenience.
Water - Alderman Wolff reported there would be a committee meeting
as soon as the City Treasurer ' s 3-month report is available.
Lights, Telephone & Gas - Alderman Erickson made a motion to install
lights on the Northwest corner of Leisure, Pleasure and Georganna
Streets and one in the Sunset St . Cul-de-sac for approximately $500
apiece, seconded by Alderman Beach. Roll call was taken as follows :

There was also a motion by Alderman Erickson to install a light on
Game Farm Road if it was feasible, seconded by Alderman Wolff . Roll

Trees & Parks - Alderman Erickson reported that the baseball diamond
problem has been resolved .
Mayor Thanepohn suggested the Committee be prepared with plans on the
contingency the High School Wrestling Team comes back from the State
Tournament with a state title .
Sewers - Alderman Wolff reported the Grant for Phase I is available
and would be about 2 years at least , timewise, before they would get
to us . During this time we should meet with the County as it entails
more than just the City . Steps should be taken in preparation so
we are ready when the Grant does become available to us .
Finance - Attorney Dickson reported there should be no problem in
adopting the Budget Officer Law and should be a safer plan than
with appropriations . The City Treasurer will be attending a seminar
this weekend . The Attorney will draft an- ordinance for the next
meeting.

Health Insurance rates to begin on March 1, 1976, seconded by
Alderman Wolff. Motion carried .
Library Board - The balance on hand was reported by Alderman Erickson
as being about $7000 and they were concerned as to whether they could
stay within their budget . Mrs . Thomas thanked the City Crew for
draining the roof of the library building. Total circulation of book
has gone up monthly. In 1975 there were 25 students who passed their
GED and received their diplomas .
YBS Board - Alderman Wolff reported the Board would pursue the meetin
night, before the Village Board meeting, at 7 : 00 P .M.
Blaine Harker questioned whether theCity was going to put up a
shelter in the City Park. It was referred to the Trees & Parks Com-
mittee for clarification.
Adjournment - Alderman Wolff moved to adjourn the meeting at 9 :18 P.M
seconded by Alderman Simmons . Motion Carried .
