City Council Minutes 1976 01-22-76 FORM 601-490 U.S.A. January 22, 1976 MINUTES OF THE REGULAR MMTNG Or THE' CITY COUNCIL OP THE UNITED CITY OF THE VILLAGE OF YORKVILLEt ILLINOIS HELD AT THE CITY HALL ON JANUARY 22, 1976. Mayor Thanepohn called the meeting to order at 8:00 P.M. and led the Council in the Pledge of Allegiance to the Flag. Roll call was taken by the City Clerk and those present were: 1st Ward - Beach 2nd Ward - Groner 3rd Ward - Simmons Erickson Smith A quorum was established. The reading of the minutes of the January 89, 1976 meeting was waived. Alderman Erickson moved to accept the minutes as they stoodg seconded by Alderman Smith* Motion carried. Attorney's Report - Attorney Dickson presented the Amendment to change Yorkville Zoning Ordinance Sec, 10.02 A5 to include the words "painted or". A motion was made by Alderman Beach to accept the newly worded Ordinance, seconded by Alderman Simmons. Roll Call was taken and the vote as follows-. Beach - Ave Groner - Aye Simmons - Aye Erickson - Aye Smith - Aye Motion carried. Attorney Dickson then presented the formal adoption of the Subdivision Control Ordinance to be used for publication and to include the pamph!,6t by reference. A notion was made by Alderman Beach to accept the Ord.inanceg seconded by Alderman Simmons. Roll call was taken as follows: Beach - Aye Groner - Aye Simmons - Aye Erickson- Aye Smith - Aye Motion carried. Attorney Dickson presented his findings in the Budget Ordinance system which is not in use in this area. He will check further on the matter and the feasibility of the system altho it is questionable at this point. There will be further dis- cussion at a later date. Mayor's Report - Mayor Thanepohn presented a resolution regarding the closure of Route 47 from Orange St. to Somonauk St. temporarily between 9:45 A.M. to 11:45 A.M. Saturday, July 39 1976, as aut}:orized by S;eation 4-408 of the Illinois Highway Codiq for the purpose of a Bi-Centenniel Parade. Traffic would be detoured around the City at the specified time by specified routes. A copy of the resolution will be sent to the Illinois Dept. of Transportation to serve as a form request for permission sought in the resolution. A motion was made by Alderman Groner to accept the resolution as it readsv seconded by Alderman Erickson. Roll call was as follows: Beach - Aye Groner- Aye Simmons - Aye Erickson - Aye Smith - A4m Motion carried. Mayor Thanepchn nominated Luenne Erickson as Assistant City Collector to perform in connection with her other duties in the Public Works Department. Alderman Smith moved to accept the nominationp seconded by Alderman Groner. Roll call was taken and the vote as follows: FORM 601-490 U.S.A. page 2 January 22 1976 Beach - Aye Groner - Aye Simons - Aye Erickson - Abstained Snitk - Aye Motion carried. Mayor Thanepohn then presented a letter from Clarage & Associates regarding the renewal of the contract for the same fee as last year of $1000.00. Alderman Beach moved to table the matter until after a meeting with the Plan Commission, seconded by Alderman Erickson. Motion carried. There was reference to the Mayor by a citizen that there were not sufficient baseball fields for all organizations to schedule. The matter was referred to Alderman Groner to find out who has control of this situation and get some coordin. ation worked out. City Clerk - City Clerk Schneidpr presented a letter advising us that Step 1 state grant assistance is available. The matter has already been referred to the engineer. Old Business - Alderman Beach presented a letter from Senator Mitchler to Jeff Farren concerning the Traffic Device Control in$1e downtown Yorkville area# along with a letter from District Engineer Blasius, Division of Highways. Senator Mitchler's study warranted traffic signals at State Hwy. 47 & Fox Road, Mr. Blasius reported investigations of 3 intersections, but none satisfied the warrant for signals. The study of State Hwy. 47 & Fox Road almost warranted signals. Another survey will be taken in April or May, 1976 and if they are then justified signals will be considered in future programming. Streets & Alleys - Attorney Dickson reported that Mr. Peterson wanted a form sub- mitted to him concerning the easement. Water - Well No. 4 is at 1395' and drilling completed. Engineer Anderson suggested drawing up a document to conneet.the pump & motor and construct the wellhouse. Bob Anderson invited the Council to the Pimping site to see the well testing after the meeting before it was completed. Health & Sanitation - Alderman Simmons presented the recommendation for the Kidney Foundation Walk-for-Life Campaign in Mareh in form of a motion, seconded by Alderms Beach. Motion carried. Trees & Parks - Alderman Groner recommended the Committee expend the sun of $750 to bring in the American Legion Youth Banat in from Joliet for the Bi-Centenniel Parade and 45 minute to an hour concert. Matters of this nature are authorized by Senate Bill #458. Alderman Qtoner moved we accept the recommendation, seconded by Alderman Beach. There was some discussion before the Citjr Clerk took roll call as follows: Wolff - Aye Groner _ Aye Simmons - Aye Beach - Aye Erickson - Nay Smith - Aye Motion carried. Alderman Wolff arrived at the meeting at 8:35 P.M. Senator sent a letter to the Director of Water Rpsources, Dept. of Transportation to get F08M 601-49 ® U.S.A. -Dage 3 January 22 1976 the lease renewed. It is a recommendation of the Committee to proceed with the landscaping and developing of the area. Two estimates were presented: Using sludge $ 8;200.00 Using black dirt 179000.00. An alternate bid on equipment including 5 park benches � slide, swing, teeter and flag 5 picnic tables, 5 grille g pole was presented. The price without the flag pol and grills was $2200.00 and the approximate cost of including these items would b an additional $1000.00 A motion was was taken as follows: made-by Alderman Groner to out for bids with a bid date of February 269 19769 seconded by Alderman Wolff.isRo11 all Wolff _ Aye Groner . He will also see there are Flags put Out along the bridge and in areas where there are no businesses for the Holidays. Sewers _ Alderman Wolff asked Bob Anderson to explain more thoroughly the State Grant Assistance Program, Step 1 is to prepare a facility the state there is a need for construction, but there is n assurance theoCi�nc would be able to proceed with Steps 2 and 3 on the completion of Step T. He sugge ted it night be a *ortbiphilb trip to spend $200 and find some assurance that if Step 1 were aece ted ttgo to Springfield and try to Steps 2 and 3. The value of receiving he p ' -would be feasible to go on to 75% of the cost of the planning, g grant would be the state7_1aetl-d alb Finance _ Alderman Smith reported he had nothing new to report on the General Liability Insurances as yet. , YBS Board - Alderman Beach reported Rick Pfister had been given $3500.00_ to purchase a dump truck and had found one for $4000.00. He asked the board*s per- missiong but with one member absent they wished to wait on his opinion so was tabled for the time being. Blain Harker also asked the Board of any objections Of putting septic systems in his proposed subdivision East of Frankling Washington, Mill, Orange, Olson & Walter Streets. The matter has been referred to the plan Commission and are on the agenda for a Pre-application Conference, Alderman Wolff.-asked for an adjournment into Executive land at 9:15 P.M. Session for Acquisition of Regular session was reconvened at 9:25 P.M. There was a discussion of getting an agenda together for the YBS along with the county officials on Februa� 5, i97� Board meeting . There was discussion concerning a possibility of changing Ward boundaries vs. adding 2 new Aldermen. Mayor Thanepohn asked Attorney Dickson to look into the legalities of the matter. Alderman Smith moved that Luanne Eri4son be boaded for $109000 as Assistant Cit Collector, seconded by Alderman Wolff'." It was also suggested to try to get a better system going so as to know what it going on within the community where the YBS Board is eoncernedg possibly in form of monthly minutes.
