The meeting was called to order at 6:00pm by Chairman Diane Teeling.
Item # 2 under Old Business was moved forward for discussion.
Old Business:
2. PW 2014-81 Autumn Creek Parking Restrictions
Mr. Joyce asked if parking could be prohibited on the first block of Autumn Creek Blvd. off Kennedy
and he added there are only 10 houses in that section. It was also noted that the visibility at Kennedy
and Autumn Creek is very bad. Complaints made following sports events and school activities led to
suggestions of restrictions. He said there is only one entry lane to the school, but 3-5 exit lanes and
parents park on Autumn Creek to wait for their children. Making a left turn out of the school lot has
become dangerous due to no visibility when parents are waiting. He suggested the 'enter only' and 'exit
only' as it is now, would solve the problem. Ms. Starr added that during school activities and when
there are cars parked on both sides, it's hard to exit and a child could get hit by a car. Mr. Olson said
staff recommended a full parking restriction from Kennedy to Midnight Place. Alderman Koch noted
that enforcement would be easier with a full restriction.

Alderman Milschewski said that what appears to be parking and waiting for students is most likely an
overflow of the pickup lane, however, Ms. Starr said parents are parking on the street. Mr. Olson noted
that only 2-3 complaints had been received about this area. Several ideas were presented such as no
parking April through July, restrictions Monday through Friday and parking only certain hours. Mr.
Joyce noted a partial restriction is already in place. After much discussion, it was decided to move this
matter on to the full Council on the January 13th regular agenda. Chairman Teeling suggested
committee members should visit the site.
Previous Meeting Minutes: November 18, 2014
The minutes were approved as presented.
New Business:
1. PW 2014-96 Game Farm Road and Somonauk Street Improvements – Project Overview
Mr. Sanderson said the project was bid and came in under estimate at $3.7 million with the
reconstruction expected to last 9-10 months. He said there will be turn lanes at key spots, a shared use
path on the north side of Somonauk and the east side of Game Farm and a retaining wall by Hillside
Nursing Home. Some sanitary upgrades will be done and some watermain replaced. The utility
relocations are going well and construction should start March/April and be finished in
November/December.
Mr. Sanderson detailed the various stages of construction and access to the schools. He said the trash
hauler companies will be notified about reviewing schedules in conjunction with school traffic.
An open house will be held in February/March for residents to ask questions. Ms. Teeling suggested
asking the school to send a letter to parents about the project as well. Bi-weekly meetings will also be
held to address issues and weekly summary updates will be sent to the City.
The tree-trimming for this project was briefly discussed by Ms. Milschewski and Mr. Sanderson will
ascertain if one of the trees will be fully removed. Alderman Kot asked to have the Game Farm Road
info sent to the rest of the Aldermen as well.
2. PW 2014-97 IDOT - Route 47 Schedule
Administrator Olson detailed the finish work that remains to be done on Rt. 47 including striping, curb
pours, signals and downtown railing. The project is expected to be shut down soon for the winter.
Alderman Kot said business entrances need to be marked better. He asked if there has been an
increase in accidents, however, it has not been substantial. The speed limit was also discussed.
Alderman Milschewski commented that snowplowing downtown will have to be done carefully so as
not to break windows.
Alderman Kot asked about signage and lighting for the crosswalks downtown and he suggested a 'walk'
button for crossing the street. Complaints were received about no left turns onto Orange when
southbound on Rt. 47, to reach the school. A raised median for no left turns on Hydraulic was also
discussed.

3. PW 2014- 98 State Street Sanitary and Adrian Street Water Main and Drainage Improvements –
Change Order No. 1
Mr. Sanderson said two unexpected water issues arose from a side yard on the Adrian St. phase. He
said this added $6,290.60 to the project, but recommended approval. State St. will be done in the
spring starting in about May. This item moves to the consent agenda.
4. PW 2014-99 Route 47 Off-Street Parking Improvements – Change Order No. 1
Mr. Sanderson said there were many changes in the project which is now complete. Additional soils
had to be removed due to higher arsenic levels, work was done on stairwells, power pole was removed
where a sidewalk was planned and the power was put underground. The change order is in the amount
of $51,701.56, but still $15,000 below the total IDOT projected. The State only reimburses the amount
actually spent. Until the bushes grow, screening will be installed. This item moves to consent.
5. PW 2014-100 Wrigley EDP Engineering Agreement
This is for the engineering, design and construction of the entrance improvements on Rt. 47 and is
100% funded by the State. The agreement required the City to manage the project and HR Green did
the engineering work for Wrigley at no cost to the City. Mr. Olson recommended approval of this
agreement. The committee also approved and it moves to consent.
Old Business:
1. PW 2014-74 Railroad Quiet Zone Initiative
Questions previously raised were addressed. The cost for each crossing point downtown would be
$250,000 to $500,000. There are potentially funds available (85-95%) through an agency called
Illinois Grade Crossing. Alderman Kot noted that if the funds are federal, there might be a greater
chance to receive them. Ms. Milschewski raised the question what happens if the City applies and then
does not use the funds. Mr. Sanderson said a formal agreement would be needed before application for
funds.
The cost of a railroad engineering feasibility study would be needed at a cost of $25,000 to $30,000 per
railroad. There are 10 Railnet crossings and 3 Santa Fe crossings. That study may only be viable 2-4
years due to train schedule changes/traffic changes. Mr. Olson said train traffic will be expanding
significantly. He said the City would need $500,000 to move forward with the project. He felt the
City might be eligible for a high funding level, though the project may be another 5-10 years away.
However, Alderman Koch raised the question of the need for improvements on Countryside Parkway
instead and Ms. Milschewski agreed. She added that the quiet zone project is based on only a few
complaints, approximately 24 in 2 years. Alderman Kot suggested the below estimate savings of $1.4
million on the Game Farm Road project could be used on Countryside.
Mr. Sanderson will research the time frame in which to complete such a project if approved for grant
money. This matter will come back to committee for further discussion.

The purpose of this memo is to present Change Order No. 2 for the above referenced project.
A Change Order, as defined by in the General Conditions of the Contract Documents, is a written order to
the Contractor authorizing an addition, deletion or revision in the work within the general scope of the
Contract Documents, or authorizing an adjustment in the Contract Price or Contract Time.
Background:
The United City of Yorkville and Builders Paving, LLC d/b/a Hardin Paving Services entered into an
agreement for a contract value of $1,005,500.00 for the above referenced project. Construction began on
July 14, 2014. The contract value was reduced with the approval of Change Order No. 1 to $961,621.45.
The project costs are being funded by a combination of developer (Pulte) and City funds. The developer
is funding $1,156,814.10 ($1,062,902.00 per agreement + $93,912.10 for storm sewer) and the City is
covering the remainder.
The original City contribution was budgeted to be $277,000. We are projecting the final City
contribution to around $32,000 (including Change Order No. 2)
Questions Presented:
Should the City approve Change Order No. 2 which would increase the contract amount by $12,984.00?
Discussion:
Change Order No. 2 reflects the as-built quantity for restoration (seeding, fertilizer, and hydro-mulch).
Additional area for restoration was required due to the contract requirement of keeping excess material
generated from the road construction on-site. Additional spoils from storm sewer construction was the
primary contributor.
We are not anticipating another change order for this project. The new contract price, if approved by City
Council would still be less than the original contract value.
We are recommending approval of Change Order No. 2.

Bids were received, opened and tabulated for work to be done on the Corneils & Beecher Road
Improvements at 11:30 a.m., February 9, 2015. Representatives of contractors bidding the
project, the City, and our firm were in attendance. A tabulation of the bids and the engineer’s
estimate is attached for your information and record.
We recommend the acceptance of the bid and approval of award be made to the low bidder,
Hardin Paving Services, 4413 Roosevelt Road, Suite 108, Hillside, IL 60162 in the amount of
$287,633.00, which is approximately 26% under the Engineer’s Estimate of $390,120.40.
Please note that it will be likely that adjustments will be made in the field to bring the project
closer to the construction budget of $360,000 +/-. As you know, the City received a $410,000
settlement from Com Ed due to damage that they caused the roadways. Most likely we will
thicken the amount of asphalt over the roadway to difference between the low bid and the
budget.

The City adopted its Stormwater Management Plan in March 2010 which was required by the
IEPA in order for the City to be compliance with the NPDES MS4 Permit. One of the
requirements of the permit is to submit an annual report to the IEPA. The report is to detail the
City’s progress towards its goals that it outlined in its plan.
The report, which covers the period from March 2013 to March 2014, is provided for
informational purposes and will be submitted to the IEPA by the end of the month.

THE FOLLOWING ITEMS MUST BE ADDRESSED.
A. CHANGES TO BEST MANAGEMENT PRACTICES (BMP CHANGES).
The City modified their Best Management Practices program and Stormwater Management Plan in the
previous year’s Annual Report (2012-2013). These modifications were also incorporated into the 2014
Renewal Notice of Intent for the current 5 year permit cycle. There are no further changes being proposed
to the City program at this time. The City will investigate a return to a more active program in the future if
budget and staff considerations allow it.
B. STATUS OF COMPLIANCE WITH PERMIT CONDITIONS AND ASSESSMENT OF
THE APPROPRIATENESS OF THE IDENTIFIED BEST MANAGEMENT PRACTICES
TOWARDS ACHIEVING THE STATUTORY GOAL OF REDUCING THE DISCHARGE OF
POLLUTANTS TO THE MEP, AND THE IDENTIFIED MEASURABLE GOALS FOR EACH OF
THE MINIMUM CONTROL MEASURES.
The City has endeavored to meet the requirements of the permit conditions as outlined in the SMPP and in
consideration of current staffing and budget constraints. The status of the permit activities for the reporting
period is as follows.
Public Education and Outreach
The City maintains an information center at City Hall that includes informational items regarding
stormwater related issues.
The City is in compliance with minimum control measures by providing public education and outreach
materials at the City Hall and on its website.
Public Participation and Involvement
The City maintains documentation on the number and type of calls received from the public regarding
potential illicit discharges. The City did not receive any calls in this reporting period. The City sponsored
an Environmental Fair on 3/2/13 during the reporting period. The Environmental Fair on 3/2/13 was open
to all and attended by a number of residents and city officials.
The above activities demonstrate the City’s compliance with minimum control measures for Public
Participation and Involvement.
Construction Site Runoff Control
The City tracks site development permits issued and requires compliance with Construction Runoff
Controls in their ordinances where required. The City documents citizen complaints, if any, regarding
construction site runoff and implements and documents follow up procedures. There were no citizen
construction runoff complaints during the reporting period. The City inspects construction sites for erosion
and sediment control as required by the NPDES Permit and the City’s Erosion and Sediment Control
Ordinance.

The above activities demonstrate the City’s compliance with minimum control measures for Construction
Site Runoff Control.
Post Construction Site Runoff Control
The City developed a database of basins and provides support and assistance for citizens regarding post
construction runoff control on an as requested basis. However, no post construction runoff basin related
complaints from citizens were received. The City maintains a database of Home Owners Associations
(HOA) and encourages HOAs to inspect and maintain their stormwater management basins and makes
information available and provides assistance on an as needed basis when requested by HOAs. The City
requires new developments to enter into maintenance agreements for stormwater facilities. There have
been no new developments requiring maintenance agreement in the reporting period.
The City is in compliance with minimum control measures for Post Construction Runoff Control because
their ordinances address post construction requirements and City staff responds to citizen complaints and
HOA requests for information and assistance.
Illicit Discharge Detection and Elimination
The City maintains and updates as necessary their stormwater Outfall Inventory. In addition, the City
tracks the number and types of Illicit Discharges and the steps taken to eliminate the discharge as potential
discharges are brought to their attention. There were no illicit discharges reported during the reporting
period. The City staff will take action if problems with the outfalls are reported to the City.
The City is in compliance with the minimum control measures for Illicit Discharge Detection and
Elimination because they have ordinances and procedures in place to address and correct illicit discharge
when they are discovered. The City takes action as necessary in accordance with these ordinances when
illicit discharges or problems with stormwater outfalls are reported.
Pollution Prevention and Good Housekeeping
The City provided services and maintained records for the following good housekeeping activities: number
of curb miles swept, amount of leaves collected, amount of road salt used, number of catch basins cleaned,
and the amount of herbicides and pesticides used, and training provided for employees. Due to budget
constraints no formal NPDES training was provided to employees; however, employees are kept informed
on best management practices through implementation of the SMPP.
These activities place the City in compliance with the minimum control measures for Pollution Prevention
and Good Housekeeping.
C. RESULTS OF INFORMATION AND DATA COLLECTED AND ANALYZED.
The following data was collected or information analyzed for the above permit cycle and is
attached to this report.

D. SUMMARY OF STORM WATER ACTIVITIES PLANNED FOR THE NEXT
REPORTING CYCLE.
The City is proposing to follow the plan of activities as described in their approved SMPP for the
upcoming year. These activities would include the following

As you are aware, the City was awarded an Illinois Transportation Enhancement Program (ITEP)
Grant for a shared-use path along Kennedy Road in the amount of $1,387,280 on October 29,
2010. At that time, the estimated total cost of the project was $1,744,600 in which the City
would be responsible for $357,320.
The City has previously discussed pursuing an IDNR Grant to supplement their portion of the
construction costs. The grant applications are due on March 2, 2015 for the current funding
cycle. In order for us to proceed with the planned construction in 2016, we would recommend
applying for the grant funds at this time.
The grant program is for construction dollars only and is funded at a 50% level and to a
maximum of $200,000. Typically, grants are awarded in October of every year.
Enclosed is a copy of the application for the 2015 funding cycle for consideration.
Please place this on an upcoming Public Works Committee Agenda for consideration of

Project Description
The proposed bike path will be located along the south/east side of Kennedy Road between Illinois Route 47 to the west and
Galena Road to the North/East in the United City of Yorkville in Northern Kendall County, Illinois. The bike path will be 10 foot
wide with a hot-mix asphalt surface. The approximate length of the proposed path will be 16,100 feet or 3.05 miles. Kennedy
Road is a major collector with a posted speed limit of 45 mph and an ADT of approximately 2,500 vehicles.

Project Narrative
The United City of Yorkville identified the installation of a 10’ wide, 3.05 mile long hot-mix asphalt shared use path along Kennedy
Road from Illinois Route 47 to Mill Road (one of the six proposed shared use paths) as a primary goal of its Integrated
Transportation plan. The project would reduce vehicle miles traveled by providing a vital link for residents between the Park and
Ride facility in Oswego, the Autumn Creek and Grande Reserve elementary schools, Steven G. Bridge Park, commercial shopping,
and the Illinois Route 47 trail (currently under construction) to downtown Yorkville. The project is needed to increase the overall
mobility and safety of pedestrians and bicyclist along the corridor by providing a separated shared use path. The project is
currently in phase II design and slated for construction the summer of 2016. The project will receive 80% federal funding via an
Illinois Transportation Enhancement Program (ITEP) grant and the United City of Yorkville will be responsible for funding the
remaining 20%. The land acquisition cost will be split differently at an even 50%. The City is seeking help from the "Push for the
Path" organization and an IDNR Bicycle Path Grant to help cover the remaining funds. The construction of the proposed Kennedy
Road bike path is vital to providing the residents of the United City of Yorkville access to many of the Chicago regional bike paths.
The neighboring Village of Oswego recently constructed a bike path along Mill Road that provides access to the Fox River bike
path. The Kennedy Road bike path will connect the Mill Road bike path to the Illinois Route 47 bike path providing access to
downtown Yorkville. This will provide Yorkville citizens access to the vast network of Chicago regional bike paths such as the Virgil
Gilman bike trail, the Illinois Prairie Path, the Great Western Trail, and various minor local bike paths which total in excess of 150
miles of available trail.

Per request of the Public Works Committee, we have investigated whether or not a “sunset
clause” exists with Quite Zone funding. Our comments are noted below:
Our understanding is that there isn’t a sunset clause that applies to the Illinois Grade Crossing
Protection Fund (GCPF) funding. When the City sends in the application to apply for the GCPF
funding and they qualify for the funding, the funds will not be allocated to the City but rather to
the railroad. Once the application has been selected for funds, the City, ICC and Railroad will
enter a stipulated agreement which will specify how the funding percentages will work and how
the payment will work. Typically for work including Constant Warning Time and Gates the
money is allocated to the railroad since the work will be done on railroad property. Therefore, it
would be up to the railroad to handle the up-front costs of the improvements and then they would
be reimbursed by the local agency and the GCPF.

Subject: Quiet Zone Planning
Per your request we have provided additional investigation into the possibility of creating Quiet
Zones at the IL Railway, Inc. (IR/Illinois Railnet) crossings and Burlington Northern Santa Fe
Railway Company (BNSF) crossings. Please refer to the original memorandum for additional
information. A summary of the follow-up items requested at the October 21, 2014 meeting are
as follows:
IR/Ilinois Railnet Grant Funds:
Most of the crossings in this corridor do not have gates, nor do they all have the proper
train detection (Constant Warning Time), which is required to create a Quiet Zone. The
cost of gate installations at each crossing is approximately $250,000, but that value could
vary greatly (up to $500,000 per crossing) depending on the improvements required.
Funding for the upgrades is available through the Illinois Grade Crossing Protection Fund
(GCPF). If the project is selected, an 85% to 95% contribution (through reimbursement)
is available to install automatic flashing light signals and gates at an existing public
crossing currently not equipped with automatic warning devices. There is also an
incentive payment available to local agencies for the voluntary closure of public
highway-rail grade crossings. Voluntary closing of crossings can generate $50,000-
70,000 per crossings based on roadways Average Annual Daily Traffic (AADT).
The City can apply for funding by filling out the form on the ICC website and submitting
it to the ICC. The railroad crossings are graded on the relative safety of the existing
crossing, the volume and types of existing train, the existing AADT and the geographic
region of the crossing. From preliminary discussions with the ICC, voluntary closure of
roadways in the corridor would be favorable for the application. Crossing closures are
also some of the least expensive methods for Quiet Zone implementation and lowering
the Quiet Zone Risk Index (QZRI).
There appear to be 10 public crossings in this corridor that will need to be either
upgraded or closed. The cost implications to the City will depend on a number of
variables including which crossings could be closed, the required costs of each crossing
to bring them into compliance, and the contribution determined by the ICC if the project
is selected. Closures are beneficial to the application process, plus the incentive dollars
would provide an offset to the City’s share of the automatic flashing light costs. It would

City. The engineering study would need to begin in order to assess the feasibility of the
Quiet Zone and determine what combination of closures/upgrades would result in an
acceptable local share cost to the City.
Applications for the GCPF are accepted at any time. In order to be considered for the
FY16-FY20 program, an application must be submitted before January 15th, 2015.
BNSF Study Engineering Costs:
The approximate cost for the full BNSF Engineering Study is $20,000. A full detailed
scope and level of effort would be prepared to confirm the study cost and will be
provided to the City for review. Typically the proposed method of payment is split
between three phases. If at any point in time the City elects to not move forward with the
Quiet Zone, or if the Quiet Zone does not qualify, only the completed phases will be
billed. The cost of the study only covers the costs associated with implementing the
Quiet Zone. This study does not include the preparation of any construction documents
or design engineering, as the scope of the potential improvements is currently unknown.
Report/Document Timeline:
At this time there are no set timelines of when documents expire, but that could change
with a change in the law. Here are some items to consider if a Quiet Zone study moves
forward.
In the process, a Diagnostic Meeting is held to review each crossing and determine the
appropriate safety measures. After the Diagnostic Meeting is held, the Notice of Intent
(NOI) is submitted to those parties that attended the Diagnostic Meeting and other parties
as stipulated by law. If there is too much time between the Diagnostic Meeting and the
NOI, the site conditions could change which would require a new Diagnostic Meeting.
Also, assumptions about traffic volumes will be made during the preliminary
investigation stage of the project. These assumptions will be used to assess the feasibility
of the Quiet Zone and determine the appropriate safety measures. When the NOI is
submitted, current traffic volumes need to be provided within the last year (six months
preferred). If too much time has passed, and the traffic volumes have increased beyond
the original assumptions, additional safety measures and an additional Diagnostic
Meeting may be needed.
Finally, depending on the scope of the improvements the City may be required to submit
the intended improvements to the FRA for official approval after the NOI. If an FRA
application is prepared, a portion of the application is a commitment to implement the
proposed safety measures by a certain timeframe.

Per your request we have initiated the necessary preliminary investigation into the possibility of creating
Quiet Zones for the two railway corridors through the City. The two corridors and crossings, are as
follows:
IL Railway, Inc. (IR/Illinois Railnet)
Roadway Crossings: Mill Street, Heustis Street, Bridge Street, South Main Street, State Street,
Adams Street, Morgan Street, River Birch Lane, Poplar Drive (there are
also two alleys - shown as private crossings - and the Hoover Forest
Preserve entrance); there are other private crossings east of downtown.
Burlington Northern Santa Fe Railway Company (BNSF)
Roadway Crossings: Mill Road, Kennedy Road, Cannonball Trail
A summary of the process and requirements for establishing a new 24-Hour Quiet Zone is listed below,
along with potential obstacles for establishment of a Quiet Zone for each corridor.
General Requirements:
All crossings must have gates; crossings that only have cross bucks and/or flashing lights are not
eligible and must be closed or upgraded as a part of the process.
All crossings must be equipped with Constant Warning Time Detection, Constant Warning Time
is required to ensure the gates close in advance of the train at approximately the same time in
advance of the train crossing the roadway, regardless of train speed.
Improvements for the corridor must be made, to account for the loss of the train horn. To qualify,
the implemented improvements must lower the risk of the Quiet Zone (Quiet Zone Risk Index, or
QZRI) to a value lower than the risk of the corridor if the horns were sounded (Risk Index With
Horns, or RIWH), or a value lower than the Nationwide Significant Risk Threshold (NSRT).
Methods of Safety Improvement:
The approved Supplemental Safety Measures (SSMs) are:
o Closure of Crossing During Quiet Zone Hours (for non-24 Hour Quiet Zones)
o Four Quadrant Gate System
o Medians/Channelization Devices
o Conversion to One-Way Streets
o Permanent Closure of Crossings

Process:
Preliminary:
The process for establishment requires preliminary investigation to determine the existing
characteristics of the corridor, including the spacing between crossings, the number of private
crossings within the proposed corridor and assessing the feasibility of moving on to the diagnostic
stage.
Diagnostic Meeting:
A meeting scheduled with the Illinois Commerce Commission (ICC), the Federal Railroad
Administration (FRA), the local agency (and any other agency adjacent jurisdictional agencies)
and the operating railroad. Each crossing is reviewed to determine the appropriate safety
measures.
Notice of Intent (NOI):
Based on the Diagnostic Team findings (assuming the Quiet Zone if feasible) a Notice of Intent to
create a Quiet Zone is submitted parties those that attended the Diagnostic Meeting and other
parties as stipulated by law, including the Illinois Department of Transportation (IDOT) and other
railroads operating on the tracks. There is a 60-day comment period associated with the Notice of
Intent.
Application to FRA:
Depending on the scope of the improvements the local agency may be required to submit the
intended improvements to the FRA for official approval of the intended safety improvements
after the NOI.
Improvements:
Permitting with the railroad, design and construction of the required improvements can begin
after the 60-day NOI period and (if required) the approval of the application by the FRA.
Depending on the improvements required, this process can take as little as one month for signage
installation, up to 12-24 months if four-quadrants gates are to be installed. At a minimum, "No
Train Horn" signs must be posted at each crossing.
Notice of Establishment:
Upon completion of the improvements, a Notice of Establishment, specifying the date when the
Quiet Zone will become effective, must be distributed to all the parties included in the NOI.
United City of Yorkville - IL Railnet Quiet Zone
Background:
Not all of these crossings have gates, nor do they all have the proper train detection (Constant
Warning Time). The cost of gate installations at each crossing is approximately $250,000, but
that value could vary greatly (up to $500,000 per crossing) depending on the improvements
required. This work must be completed by ILRailnet and funded by the City.
Potential:
Once gates and proper detection are installed, median installations and crossing closures would be
the least expensive methods for implementation, provided they are applicable solutions and lower
the QZRI sufficiently.
Next Step:
Communication with IL Railnet prior to the commencement of any Quiet Zone study will be
required, to identify the required costs for each crossing, to bring them into compliance.
United City of Yorkville - Burlington Northern Santa Fe Quiet Zone
Background:
Two of the crossings are within the City limits, with a third crossing (Cannonball Trail) located in
unincorporated Bristol Township. It is advisable to review the third crossing along with the other
two; given the proximity (train horns sounded at that crossing will most certainly affect residents
of the City). If it becomes problematic to include that crossing, it does not need to be included, as
it is more than one half mile away from the other crossings (the Quiet Zone rule states that any
crossing within one half mile of a Quiet Zone must also be included in the Quiet Zone).
Potential:
Given the fact that gates and constant warning time are both apparently present, installation of
SSMs (likely medians or channelization devices) would be required to qualify for a Quiet Zone.
Next Step:
Based on the preliminary investigation, Establishment of this Quiet Zone appears to be possible;
if the City desires to pursue this Quiet Zone, the Diagnostic Team Meeting should be scheduled.
