Proclamation Honoring Sheriff Richard Randall
(CC 2015-01)
Mayor Golinski called Sheriff Richard Randall up to the front and thanked him for his many years of
service. Mayor Golinski read a proclamation honoring Sheriff Richard Randall.Mayor Golinski
presented Sheriff Richard Randall with a gift card. Sheriff Richard Randall thanked the City.
Resolution 2015-01 of Support for Yorkville Public Library's 100 Year Celebration

Mayor Golinski read a resolution to support the Yorkville Public Library's 100 Year celebration. So
moved by Alderman Colosimo; seconded by Alderman Milschewski.

Mariann Manthei,President of the Friends of the Library,thanked the Council for voting for the library.
She invited everyone to the kick off for the 100th celebration. Every month there will be different
activities.Feb 11,2015 from 11:00 to 3:00 there will be a large lego display. On Jan 25,2015 from 11:00
to 4:00 will be the library's second mini golf fundraiser.All money will go for books for the library.

Mayor Golinski stated that the Heartland Meadows Public Hearing will be tabled for two weeks.
PRESENTATIONS
Long Term Water Planning
(PW 2014-82)
Pete Wallers and Jeff Freeman from EEI gave a two part power point presentation in regards to clean
affordable water. The first part will be given by Mr. Wallers,which will be a little more general about
some of the regional planning that has been going on. The second part will be done by Mr.Freeman,
which will be more detailed and specific to the City of Yorkville. (See attached.)

Alderman Frieders asked if Plainfield is pulling from Lake Michigan and if they have their own
reclamation. The answer was yes.Alderman Frieders is not only concerned about what the City is using
but also what is being put back in the Fox River.He would like more information.EEI representatives
said a number of neighboring cities are already pulling water from the Fox and it is safe.Yorkville would
have to invest in the proper water treatment equipment.Alderman Colosimo and EEI representatives
discussed the potential use of Lake Michigan water. Alderman Koch said there could be a limit to the
amount of water being able to be pulled from the Fox.In response to the potential limiting of water being
removed from the Fox,EEI representatives suggested continuing using deep wells to supplement the
water supply.Alderman Frieders and EEI representatives discussed grants to finance this water project.
There is nothing to offset the planning costs of a project. There are no grants available for the total project
but there is a 2% state loan available. It is a less expensive option than issuing a bond.Alderman Koch
and City Administrator Olson discussed the City's current debt.Mayor Golinski asked if their presentation
could be put on the City's web page. Alderman Funkhouser mentioned there are some significant policy
decisions Yorkville would have to make to achieve a lesser intense program.EEI representatives
discussed Alderman Funkhouser's concern.Alderman Funkhouser asked how EEI has addressed
educating the public on these type of changes.EEI representatives said it is generally the presentation that
educates the residents.

Kim Starr,Autumn Creek, discussed the no parking on Autumn Creek Boulevard. She spoke in favor of
the ordinance.
Damans Mcgrothin,Autumn Creek, discussed the no parking on Autumn Creek Boulevard. She is not in
favor of this ordinance.

Mayor Golinski entertained a motion to approve the minutes of the regular City Council meeting for
November 25, 2014 and December 9,2014 as presented. So moved by Alderman Frieders; seconded by
Alderman Milschewski.
Alderman Kot had one word he wanted changed on the November 25,2014 meeting.
Amended minutes approved unanimously by a viva voce vote.
BILLS FOR PAYMENT
Mayor Golinski stated that the bills were$1,736,631.27.

MAYOR'S REPORT
Comprehensive Plan Steering Committee Appointments
(CC 2015-02)
Mayor Golinski entertained a motion to approve the Mayor's appointment of Adalma Stevens to the
Comprehensive Plan Steering Committee as one of the resident representatives. So moved by Alderman
Colosimo; seconded by Alderman Milschewski.
Alderman Colosimo said this is great.Mayor Golinski said there are still a number of appointments to go.
�-. He would like to get them filled out.Mayor Golinski is still looking for one more resident appointee.

Ordinance 2015-02 Amending the Hearing Body to Hold Hearings for the Revocation of
Licenses or Permits
(CC 2015-03)
Mayor Golinski entertained a motion to approve to an ordinance amending the hearing body to hold
hearings for the revocation of licenses and permits and authorize the Mayor and City Clerk to execute. So
moved by Alderman Frieders; seconded by Alderman Milschewski.
Alderman Colosimo had some trepidations of consolidating this authority with the Mayor. City Attorney
Orr stated currently, as in the case of the United City of Yorkville and every other town she has ever
worked for,the Mayor is the sole hearing officer. What Yorkville has in their code is that if there is any
issues with any business license holder then it goes to hearing before the board.Alderman Colosimo said
this is giving one individual unilateral authority. There was discussion between Alderman Colosimo and
City Attorney Orr in regards to this issue. Mayor Golinski said this is better from an expediency
standpoint. If someone from the liquor establishment has a bad infraction then he can pull the license
tomorrow.Alderman Funkhouser asked if the City has run into timing issues with this. City Attorney Orr
has not had an issue with this in Yorkville.Alderman Kot wanted to clarify that the Mayor has the
authority to shut down a business immediately if there is some kind of violation. Then ten days later there
should be a be a hearing held.He asked what if at that hearing some new evidence is brought forward and
the ruling comes in favor of the business.He asked if the City is liable for any financial loses that
business may have occurred. City Attorney Orr said no. She said closing down a business generally only
occurs when it is a very serious issue of health.Mayor Golinski said this doesn't apply to any businesses.
City Administrator Olson said that is correct.Alderman Koch said a judge's ruling can be appealed. City
Attorney Orr said this ruling can always be appealed.Alderman Teeling doesn't have a problem with this.

PUBLIC WORKS COMMITTEE REPORT
Ordinance 2015-03 Amending the Code of Ordinances Regulating On-Street Parking(Autumn
Creek Parking Restrictions)
(PW 2014-81)
Alderman Teeling made a motion to approve an ordinance amending the code of ordinances regulating
on-street parking and authorize the Mayor and City Clerk to execute; seconded by Alderman
Milschewski.
Alderman Frieders said it doesn't make sense to him to have people that don't live on the street have a
direct impact that weighs more than the people that actually have to deal with this every day.Alderman
Teeling,Alderman Koch,and City Administrator Olson discussed the fact that at Public Works the
subject was brought up of homes that are under construction. Some residents believe that once that is all
done some of the problems will be alleviated.Alderman Colosimo has a concern from a Public Safety
point of view.He believes that the City should try the ban and see how it works.Alderman Funkhouser's
issue with the restriction is that it goes all the way down to Route 34. He doesn't like the restriction on the
entire length of the road.He will support an amendment to take out that southern part of it.Alderman
Teeling was in favor of restricting it all the way to Kennedy Road. She doesn't have a problem restricting
it to Route 34 because she doesn't think anybody parks there.Mayor Golinski likes the idea of parking
only on one side for the whole length. City Administrator Olson,Alderman Funkhouser,Alderman
Colosimo,Alderman Teeling,Alderman Kot,Public Works Director Dhuse,and Mayor Golinski
discussed the restriction issues and what side of the street it is best to park on.Alderman Milschewski
asked if the parking overflows back to Kennedy in front of the houses. City Administrator Olson,
Alderman Frieders,and Alderman Milschewski discussed this.Alderman Frieders said if the issue is in
front of the park then fix the park. City Administrator Olson agrees.Alderman Milschewski and City

Administrator Olson discussed the current restrictions for the park and the possibilities of altering those.
The staff recommendation is that the width and the use of the street and traffic count warrant a full
restriction on one side. This recommendation doesn't have to be followed.Alderman Funkhouser is going
to support the restriction on this due to Public Safety issues.Alderman Milschewski said in the future the
City needs to design its parks differently.

PARK BOARD
Ordinance 2015-04 Amending the Liquor Regulations Allowing Possession and Consumption of
Alcoholic Beverages at the Steven G.Bridge Park During Adult Softball League Games
(CC 2015-05)
Mayor Golinski entertained a motion to approve to an ordinance amending the liquor regulations allowing
possession and consumption of alcoholic beverages at the Steven G.Bridge Park during adult softball
league games and authorize the Mayor and City Clerk to execute. So moved by Alderman Colosimo;
seconded by Alderman Koch.
Alderman Kot clarified that alcohol is not allowed on the field or in dugouts.Alcohol is not being sold.
Director of Parks and Recreation Evans said that was correct.Alderman Kot stated since this is a one year
trial will Council meet on this issue again in a year.Director of Parks and Recreation Evans said yes.Park
Board Representative Sedgwick has been playing softball since 199 land has never seen any incident that
was alcohol induced. Starting this year,Yorkville will be USSSA sanctioned. If there happens to be
fighting of any kind those people will be banned from USSSA for a year.He doesn't foresee any problem.
He is trying to help to bring more teams to Yorkville.Alderman Colosimo doesn't have an issue with this.
Alderman Spears does not support this.Alderman Funkhouser asked if the City allowed other leagues to
play at the same time. Park Board Representative Sedgwick stated last year was the first year the City did.
Alderman Funkhouser discussed two important issues,which were multiple fields that were coming on
line and the restriction of alcohol,with Park Board Representative Sedgwick.Alderman Funkhouser
doesn't have an objection.He is fine with the trial period.Alderman Milschewski wanted to know what
Yorkville's Police Department thinks.Police Chief Hart doesn't see a reason not to try this.

301 E.Hydraulic—Request for Proposal

Mayor Golinski entertained a motion to authorize staff to issue a request for proposals for the operation of
the business at 301 E. Hydraulic. So moved by Alderman Frieders; seconded by Alderman Colosimo.
Mayor Golinski said this was Geneva Kayak. They are moved out and terminated their lease early.An
RFP is going out to try to attract another business.This is going to be an open ended RFP,

Purchase of New Dump Truck
(CC 2015-07)
Mayor Golinski entertained a motion to authorize the purchase of Ford F-350 dump truck from Bob
Ridings,Inc as part of the.Illinois State joint purchase program in an amount not to exceed$29,010. So
moved by Alderman Frieders; seconded by Alderman Teeling.
Alderman Frieders asked Public Works Director Dhuse if 14,000 pounds is on the upper limit of the light
duty category.He asked if the City really wants to go light duty on a dump truck.Public Works Director
Dhuse explained this is a 350. The 450 and 550's are thousands of dollars more. The 350 has the same
utilization.Mayor Golinski stated this is still a one ton truck and that was correct.

School Board
Alderman Funkhouser said at the School Board meeting Superintendent Shimp complimented Public
Works for doing a great job clearing the streets. That had a major impact on opening schools.

Alderman Funkhouser reported that the search is still on for an executive director.Mayor Golinski asked
about the holdup.Alderman Funkhouser answered his question by talking about the criteria set forth for
the executive director.
STAFF REPORT
Bond and Letter of Credit Reduction Report
(CC 2015-08)
Alderman Frieders asked City Administrator Olson a question in regards to this.
Retail Study
City Administrator Olson said a component of the retail study has to do with a spending survey of
residents and people who work for the City. That link will be posted on the facebook,twitter,and the
City's website. It is open ended and there are no passwords.He wants everybody that shops and works in
the community to take it. It asks questions about peoples spending habits and demographics.
ADDITIONAL BUSINESS
Street Lights
Alderman Funkhouser noticed there are quite a few street lights out.Public Works Director Dhuse said
they are monitored but the normal electrician that changes them have been out for six weeks.
Snow Removal
Alderman Milschewski and Public Works Director Dhuse discussed.Alderman Funkhouser asked how
the reductions look.Public Works Director Dhuse said it is hard to tell. He has been tracking the salt
usage and storm data.He can compare better at the end of the year.
Water
Alderman Teeling said her water has been smelling like chlorine.
