MINUTES OF THE REGULAR MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY OF THE
VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON JANUARY 10, 1974 AT 8:OOPM.
Mayor Coleman called the meeting to order and asked the City Council and visitors tc
stand and give the Pledge of Allegiance to the flag. He then directed the Clerk to
take the roll. Upon roll being taken, the following Aldermen were present:

Wolff-absent Thanepohn-absent Simmons
Mayor Coleman introduced the visitors. He then directed the Clerk to read the minute
of the last meeting. Ald. Madden moved the minutes be approved, seconded by Ald.
Hanback. Motion carried. Mayor Coleman directed the Clerk to read the bills. Ald.
Madden questioned the Clarage bill. Clerk Brant read the itemized bill. Ald. Ellis
asked for a run down on the Xerox bill. Ald. Hanback questioned Bob's Standard bill,
Clerk Brant stated he had received no reply to his letter but had received work
tickets with this month's bill. 8:08 Ald. Wolff arrived. Ald. Hanback moved to pay
all bills. Discussion. Ald. Madden seconded. Mayor Coleman presented a bill from the
Illinois Municipal League for dues and recommended holding it for payment until nex-
month as it was just received. Roll Call Vote: Madden-aye; Wolff-aye; Hanback-aye;
Ellis-aye; Simmons-aye. Motion passed unanimously. (See attachment for list of bill;
Attorney's Report-Attorney Dickson presented each alderman with copies of an ordi-
nance to provide for the control, supervision, inspection and reconstruction of ex-
cavations within streets and alleys; an assignment; indemnity bond; permit; appli-
cation and an ordinance governing the moving of buildings: He suggested each be
studied and at the next meeting consider any changes the council feel should bep

made. The Kissel suit was continued until Feb. 20th and he had colledte"c�h or the
VaATEZ meters. He had been informed by EPA officials permit and connection violations had
been certified with the Attorney General's Office. In regard to juveniles patronizi:
taverns, it is his opinion, the situation should be handled by the tavern owners.
Mayor Coleman read a letter from the Illinois Municipal League stating 18, 19 and 21
year olds are not minors and can §erve or work in establishments selling liquor.
City Clerk Brant read a letter requesting permission to conduct the annual campaign
"A Walk for Life" from the Kidney Foundation of Illinois, Inc. Permission was grant
for March 30-31, 1974.
Ald. Madden moved the Treasurer's Report be approved. Seconded by Ald. Ellis. Motia.
carried. Ald. Madden moved the Police, Street Dept. , Water Dept. and Building In-
spector Reports all be approved as presented. Seconded by Ald. Wolff. Motion Carrie
Clerk Brant read the Plan Commission Report of Nov. 27, 1973, details appear in the
minutes of the Nov. 29th council meeting. Clerk Brant read the minutes of the Zonin,
Board of Appeals public hearing of December 26, 1973, with a recommendation to apps
the petition of Robert Loftus to rezone from single family dwelling to two family
dwelling the following described real estate: Lots 22, 23,24,25,26,27,28,29,30.31 ,3
33,41,42,43,44,45 and 46 in Block 10, Unit 4, Countryside Center in the City of Yor:
ville, Kendall Co.
Mayor Coleman read a letter from the EPA granting a sanitary sewer extension permit
for Unit 3, Lots 1 and 2 Countryside Center with two special conditions.

0ld Business-Robert Loftus' petition to rezone from single family dwelling to two
family dwelling. . .Mr. Donald Chase was spokesman for some 19 property owners in
Countryside Center who object to this rezoning. Discussion. Ald. Simmons recommend(
postponing this matter until next meeting. More discussion. Ald. Madden moved the
petition be denied. Seconded by Ald. Wolff. Roll call vote: Madden-aye; Wolff-aye;
Hanback-aye; Ellis-aye; Simmons-aye. Motion passed unanimously. Mr. Dale Perkins,
asked about the street situation and was told it was up to the developer to build
suitable streets and then the city will maintain them. Attorney Dickson pointed oui
as of Feb. 1, 1974, the subdivision control ordinance will be strictly enforced anc
the street situation will fall under this ordinance. Matter referred to the Street
and Alley Committee.
New Business-Clerk Brant read an amended application of Ed Salisbury to rezone Lot
1 , 4 and 5 in Block 11 from partly residential and part business to Business Dis-
trict use and Lot 7 in Block 5 of Mason's first addition to Business District Uses,
Ald. Madden moved to refer this matter to the Plan Commission and that the petitioi
be informed he must supply a plat with a legal description of the said property.
Seconded by Ald. Wolff, motion carried.
Committee Reports-Streets and Alleys: Ald. Ellis read the following proposal on ral

In addition, it will be necessary to run 2-wires from Police Station to the Water
Tower, costing approximately $34.00 to $58.00 installed and rental would be $7.30
per month on each. Ald. Ellis moved to accept this proposal and purchase it. Se-
conded by Ald. Wolff. Ald. Madden stated this should have been put out for bids
since it was over $1,500. Discussion. Ald. Ellis and Ald. Wolff withdrew the abov(
motion and second. Ald. Ellis moved that because of the technical aspects and the
method with which it fits in with our needs and present equipment plus the fact of
the service aspect, we purchase radio equipment without advertising for bids. Ald
Madden seconded. Roll call vote: Madden-aye; Wolff-aye; Hanback-aye; Ellis-aye;
Simmons-aye, motion passed unanimously. Ald. Ellis moved to accept and purchase t)
radio equipment from Communication Technicians and Consultants, Inc. at a cost of
$3,289.35, plus the additional telephone wires. Seconded by Ald. Wolff. Roll call
vote: Madden-aye; Wolff-aye; Hanback-aye; Ellis-aye; Simmons-aye, motion passed
unanimously.
Water-Ald. Madden reported the panel at the pump house is being worked on. He als,
authorized the purchase of boots for the men in the dept.

Health & Sanitation-Ald. Hanback stated a meeting with the Fire Chief will be held
Jan. 14, 1974 at 7:30 at City Hall to study different forms available for the in-
spection and asked all to attend.
Police and Fire-Ald. Ellis reported for Ald. Thanepohn. The police officers are at-
tending a law course which started Jan. 7th at a cost of ` 30.00 per man. Ald. Ellis
reported that the Pontiac squad car was completely demolished in a recent accident.
The Committee therefore got bids from Hamilton Chevrolet-Oldsmobile, Inc. , Plain-
field and Jim Detzler Pontiac, Inc. , Oswego since this leaves the Dept. short one

Ald. Ellis moved because of the urgency and need for a squad car that we use the
money from the insurance, which is $1 ,900:•00, plus the remaining balance and pur-
chase the Olds. from Hamilton Chevrolet-Olds, Inc. Plainfield. Ald. Hanback second

Trees and Parks-Ald. Wolff stated the Lions Club is going to build tennis courts a
the Jaycees Park.
Sewers-Ald. Madden reported the work at the sanitary plant is going very well.
Public Property & Bldgs.-Ald. Madden had talked to Mr. Rot about the remodeling of
the Police Station and theye.;reed to waint until spring as the building would be t
cold to undertake the work now. The new building has electrical service now and a
large vapor lamp to light up the grounds.

Building and Zoning-Ald. Madden reported a meeting has been set for Jan. 17, 1974,
at 7:30 at City Hall on the Comprehensive Plan and asked all to attend. He and Mr.
Bell will try to meet next week in regard to building inspector. The library fur-
nace was not working properly so he contacted Schneider's to repair it.
Finance and Audit-Ald. Simmons reported on the insurance group plan that can be
taken out because there are now 10 city employees. The basic medical expense benefi
are up 20%, major medical expense up to $250,000.00, maternity benefits at a cost
per employee of $1.80. The committee recommends the plan with these benefits cost-
ing $62.89 per month. Ald. Wolff moved to take the new policy with the maternity
benefits as recommended by the committee. Seconded by Ald. Simmons. Roll call vote:
Madden-aye; Wolff-aye; Hanback-aye; Ellis-aye; Simmons-aye. Motion passed unanimous
Ald. Madden reported on a meeting he attended of the Kendall Co. Water Control Com-
mission.
Ald. Ellis was asked to review the cut and moving of building ordinances and report
at the next meeting.
