NOVEMBER 8, 1973 'MMMS OF THE REGULAR MEETING OF THE MAYOR AND ALD� OF THE UNITED CITY OF THE LLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON NOVEMBER 8, 1973 at 8:00 PM. Mayor Coleman called the meeting to order and asked the City Council and visitors to tand and give the Pledge of Allegiance to the flag. He then directed the clerk to ake the roll. Upon rollbeing taken, the following Aldermen were present: 1st Ward-Madden 2nd Ward-Hanbaek 3rd Ward-Ellis Wolff-absent Thanepohn Simmons or Coleman introduced the visitors. He then directed the Clerk to read the minut, f the last meeting. Ald. Madden moved to dispense with reading the minutes, seconde, y Ald. Ellis, motion carried. Mayor Coleman directed the Clerk to read the bills. See attachment for October bills) Ald. Hanbaek questioned the O'Herron bill for 756..05. Clerk Brant stated it was for a radio and fire extinguisher for the P.D. lerk Brant presented a bill from Schneider's for bulbs for the library. He was in- tructed to turn the bill over to the library as the city will only pay their utilit, ills. Ald. Madden moved the bills be paid, seconded by Ald. Ellis, motion carried. ttorney's Report-Attorney Dickson reported he had not made contact with Mr. Kissel' ttorney in regard to the new sidewalks in front of the apartments. ity Clerk's Report-Clerk Brant read a letter from Fox Valley Disposal notifying the ity of an increase in rates for service at the Palmer Dam as of Nov. 1, 1973. The Jerk read a letter re: Fiorito vs. Jones, et al, Circuit Court of Cook Co. #67CH382 11. Service Occupation Tax Trust, from the American National Bank acid Trust Co. of hicago stating the enclosed check for $37.31 represents interest on the money paid y the city by reason of Senate Bill #12+2, which provided that we were to be paid part of the $16,000,000.00 paid to the State of Illinois from the above described und, pursuant to Court Order of June 26, 1970. Ald. Madden moved the Treasurer's Report be approved. Seconded by Ald. Thanepohn. Motion carried. Ald. Ellis questioned 43 city ordinance tickets collected for and as informed by the Chief they were for parking, U turns, etc. Noted cases reported o- the Illinois Crime Commission from Jan. to Oct. are up 150%. Ald. Simmons moved to accept the Police Report. Seconded by Ald. Hanbaek. Motion carried. Ald. Ellis moved to accept the streets, sewer and water and sanitary reports. Ald. Madden se- conded, motion carried. Planning Commission Report-Ald. Madden stated some nearby cities have been re-imburs ng their Planning Commission members $15 per meeting or per month and feels our lanning Commission members should be re-imbursed also. Discussion. Ald. Thanepohn moved to table this a month and have some discussion among the committee. Mayor's Report-Mayor Coleman reported insurance in the amount of $15,000 had been pu on the new city building with Ellsworth Windett. The Mayor stated the Illinois Com- merce Commission had inspected the railroad crossings and found they definitely need repair. The Railroad is to have them repaired within a week or 10 days. If not, the yor is to call the ICC. Mayor Coleman read a letter from Layne-Western in regard t he repair of the stand-by pump motor by Westinghouse. The Council was informed by Mayor Coleman work had been stopped on the new maintenance building due to union roblems but he had been informed work would resume on Monday. d. Madden briefly explained a meeting with James Mann, Chairman of the Kendall Co. -2- FORY 601-49 ® U.S.A. NOVEMBER 8, 1973 Board, and George Bell, Kendall Co. Bldg. & Zoning inspector, in regard to a federal grant that will allow provision of a bldg. inspector to municipalities. The grant will pay two-thirds and the city would pay the remaining third. The Mayor and build- ing and zoning committee will meet with the county officials to learn more about thi offer. Old Business- Mayor Coleman stated the request for a Class A liquor license by Mr. Alidedes was denied. It was the opinion of the committee that another Class A licens in the downtown area-was not needed. New Business Ald. Thanepohn reported the squad car bids had been received and opened at a Police Committee meeting held Nov. 6th. Bids received were: Jim Detzler Pontiac Oswego-$4,135.00; Valley Pontiac, Aurora-$4,459.28; Kornac Olds, Aurora-$4,377.00; Hamilton Olds, Plainfield-$4,158.73; Town & Country Olds, St. Charles-$4,485.00; Jim Graham Olds, Joliet-$4,260.00. The committee recommends accepting the Hamilton Olds bid. Ald. Thanepohn moved to purchase the Olds from Hamilton Olds, Plainfield, for $4,135.73 per specifications. Seconded by Ald. Ellis. Roll call vote: Madden-aye; Hanback-aye; Thanepohn-aye; Ellis-aye; Simmons-aye. Motion passed unanimously. Mayor Coleman recommended the appointment of Ralph Pfister as General Superintendent of Public Works at a salary of $925.00 per month to fill the vacancy created by the death of James Price. Ald. Madden moved to accept this appointment. Ald. Simmons seconded and motion carried. Mayor Coleman also recommended another man be con- sidered for the water dept. and application be made at the office of the city secretary. All applications will be reviewed by the water committee. Ald. Madden moved to appoint Ralph Pfister as Building Inspector and as agent for BOCA. Seconder by Ald. Thanepohn. Motion carried. Robert Loftus presented a petition to re-zone Lots 22 thru 33 and 41 thru 46, Block 10, Unit 4, Countryside Subddvvision, from single family to two-family dwellings. Ald. Madden moved to refer this petition to the Planning Commission. Seconded by Ald. Thanepohn, motion carried. Mr. Loftus asked to be put on the agenda for the next Council meeting to present the final plat for his unit development of Block 3 Countryside Subdivision. Committee Reports- Streets and Alleys-Ald. Ellis talked again to Mr. Chatham and he hopes to get the sidewalks in yet this year. Water-Ald. Madden reported the huge electrical panel at the pump house has been partly burned up and recommends having Layne-Western look at it. An estimated cost would be $10,000. ealth, and Sanitation-Ald. Hanback reported the Fire Chief had forms for the inspec- tions and a meeting will be set up on how it should be done with the Fire Chief doi7 he inspections. Police and Fire-Ald. Thanepohn stated the Dodge squad will be turned in Jan. 31 and delivery on the new squad is 8 weeks. Committee recommends advertising for a ,fob opening for a full-time patrolman. Ald. Thanepohn moved the committee be empowered to advertise for a job opening of patrolman. Seconded by Ald. Ellis. Motion carried, �Phere is a need for a desk and chair for the patrolmen's use at a cost of $100.00. d. Thanepohn moved to purchase the desk and chair. Seconded by Ald. Ellis. Motion arried. Committee recommends hiring a part-time partolman as soon as is practical, d. Thanepohn moved to hire a part-time patrolman as one becomes available. Second( y Ald. Ellis. Motion passed 4 to 1 with Ald. Madden voting nay. At the next Police omenittee meeting a radio communication system capable of operating between the -3- FORM 601-49 ® U.S.A. NOVEMBER 8 1973 street, water and police departments will be considered. Public Property & Buildings-Ald. Madden reported the approximate cost to run a gas line to the new building for heat will be $1 ,300.00. Another window is needed in thi office of the new building at a cost of $90.00. This was an oversite when the build- ing was bid. Ald. Madden moved this be installed. Seconded by Ald. Thanepohn, motioi carried. Ald. Madden reported the improvements on the library building have been completed. Ald. Simmons and Madden have looked over the garage at the Police Dept. and will get together with the Police Committee and go ahead with the renovation. Ald. Madden suggested the work on City Hall be done by the members of the Council as it would save a lot of money and they would have more pride in the building. After the holidays, Ald. Simmons and Clerk Brant have indicated they would help Ald Madden get the work started. Building and Zoning-Ald. Madden has been contacted by the Book Publishing Co. of Seattle on the codification of ordinances. He, also, had received information from the Sterling Co. They have done work for a larger number of cities, one of which is Oswego. He will look into this. Finance and AuditTAld. Thanepohn stated $1,000.00 a month over expenses is being picked up in the water fund. With this and $20,000.00 in certificates of deposit, it still will not buy a well. The committee recommends purchasing a new set of the Illinois Revised Statutes at a cost of $52.50. Ald. Madden moved to purchase a set for the Police Dept. and one for City Hall. Ald. Thanep©lm seconded, motion carried Yorkville-Bristol Sanitary District appointed Ralph Pfister to replace the late James Price as superittendent. Library book drop has been installed.
