MINUTES OF THE REGULAR MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY OF THE
VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON OCTOBER 25, 1973 AT 8:0o PK
Mayor Coleman called the meeting to order and asked the City Council and visitors t<
stand and give the Pledge of Allegiance to the flag. He then directed the Clerk to
take the roll. Upon roll being taken, the following Aldermen were present:
1st Ward-Madden 2nd Ward-Hanback 3rd Ward-Ellis
Wolff Thanepohn Simmons-absent.
Mayor Coleman directed the clerk to read the minutes of the last meeting. Ald. Ellis
moved the reading of the minutes be dispensed with since all had received copies.
Seconded by Ald. Madden. Motion carried.
Attorney's Report-Attorney Dickson presented an ordinance for establishing the salai
of the City Treasurer at $600 per annum. According to the minutes of Feb. 8, 1973,
Page 5, Paragraph 8, Line 4, the treasurer's salary was set at $720; therefore Mr.
Dickson asked the council which amount to use. Discussion. Ald. Ellis moved to amen
the ordinance to read $720 per annum. Seconded by Ald. Wolff. Roll call vote: Madder
aye; Wolff-aye; Hanback-aye; Thanepohn-aye; Ellis-aye, motion passed unanimously.
The Kissel suit has been set for trial and Rick Pfister would be able to testify in
Mr. Pricds absence. The library title has been received and a deed will be drawn up
and a copy sent to the office of Supervisor of Assessments.
Mayor's Report-Mayor Coleman read a copy of a letter to Mr. Leo Anderson from James
B. Clarage and Associates stating they have begun work on the first stage of the
Comprehensive Plan. This stage will provide the city with a basic framework to assn
in making future plans. The services will be performed for a maximum amount of $1,51
as previously agreed upon. Mayor Coleman directed Clerk Brant to send a letter of
confirmation.
Mayor Coleman read a letter from Walter Deuschler certifying the approval of the
sewer project at Countryside Center.
A letter from the Illinois Commerce Commission was received in answer to the Mayor';
letter about the conditions of the railroad crossings in the city. The Commission
stated an inspection will be arranged. The mayor had a conversation with a tract
foreman and was told supplies have been ordered.
The Salvation Army requested approval for the sale of "War Cry" any 2 days between
November 6 and December 24, 1973. The Council granted approval with the Salvation
Army setting the date for the 2 day sale.
New Business-Attorney Tom Grant, representing Zajaz, Inc. , a Corp. engaged in the
restaurant business under the name of Alidede's Restaurant & Pancake House, pre-
sented an application for a Class "A" liquor license. They now have a Service Bar
license and can sell only liquor with meals. Discussion. Ald. Wolff recommended
referring the matter to the liquor commissioner and his committee for study and re-
port at the next council meeting. Seconded by Ald. Ellis, motion carried..
Clerk Brant presented 3 bills for approval:
Due Nov. 1 Northern Trust Co. Water Refunding Bonds 169 issue x1,390.00
Due Nov. 1 Northern Trust Co. Water Revenue Bonds 169 issue x6, +91.10
Due Nov. 25 National Blvd. Bank Sewer Improvement Bonds x11,092.50
Ald. Thanepohn moved to approve the payment of the above, secondedrby Ald. Wolff.
Motion carried.
The Library Board sent a letter to the council in-regard to the following:

What the possibility is of getting a free phone? The Council pays their utility bil
so it is the same as a free phone to them. Ald. Thanepohn reported with the telephc
study possibly they will get a free one. Asked that the blower bonnet be fixed. AR
Madden reported it was to be fixed and he will check on it. When will the front
sidewalk be put in? Ald. Ellis stated Mr. Chatham had talked to Mr. Price about
putting in a blacktop sidewalk but Ald. Ellis will check into it. Will the city
fasten a bookdrop on the sidewalk in front of the library? Mayor Colecoaif stated
the box will be installed. How often is the tax distribution received and will the
treasurer be sent a copy of the deposits? Mrs. Merkel will see the library receiveF
a copy and the distribution is now sent twice a year. They will make a'$500 paymeni
now on the amount borrowed. Clerk Brant reported a check in that amount had been
received. Mayor Coleman will see the information gets to the Board.
Committee Reports- Streets and Alleys-Ald. Ellis had talked with Mr. Chatham again
about sidewalks and he is to do them week after next. Discussion on putting in new
sidewalks on River Road in front of the Kissel apartments. Ald. Madden moved to tuz
the matter over to Attorney Dickson to notify the owner. Seconded by Ald. Thanepohr
Motion carried. Attorney Dickson will let Ald. Ellis know when notification has bee
Mr. Gordon will make arrangements with Mr. Price to check the roads for ad-
ditional work. Attorney Dickson stated one ordinance designating one person could
be drawn up to cover posting signs as long as the standards are met. The Committee
will think about it.
Water- Ald. Madden gave $1 +0,000 as the estimated cost of a new well and he has fox
warded on to Ald. Thanepohn water rates from surrounding towns to study.
Health & Sanitation-Ald. Hanback stated the Fire Dept. was setting up a program foe
inspections.
Police & Fire-Ald. Thanepohn set a committee meeting for Nov. 1, 1973 at 7:30 City
Hall. Another telephone line has been ordered. If 553-5836 is busy, it will come ii
on 553-5837•
Trees & Parks-Ald. Ellis has ordered 2 park benches and they will be delivered by
truck to the Police Station. Ald. Thanepohn has had an indication from a school
board member of interest in the tennis courts and the meetings with the School Boaz
Bldg. Committee and Mr. Ellis never were brought before the board. Mr. Ellis will
get on the School Board agenda and present this matter.
Public Property & Bldgs.-Ald. Madden is still working on renovation of the city ha]
the police station. The library work is being finished. He also pointed out if
paneling, carpeting and a lowered ceiling were installed the original building woul
be left intact for future renovation of the landmark building. Ald. Madden feels tY
bell is in good shape and should be on display for the public to see and it could
be taken down when the Fire Dept. removes the siren from the bell tower. He will gE
with the committee before doing anything definite.
Liquor Commission set a meeting of this committee for Nov. 1, 1973 at city hall 7:C
Building & Zoning-Ald. Madden reported a new business section has been completed fc
the new zoning and will have a special meeting of the 4 member committee.
Ald. Madden feels some insurance should cover the new building while under construc
tion. Mayor Coleman will inform Mr. Windett to take care of this.
Y.B.S.-Ald. Madden reported a developer is wanting to come into the district and
will furnish the money to double the capacity of the new system, put in his develol
ment and use the other 7,000 units with full return of his money plus 8% interest.
Ald. Madden said it didn't sound good and that no commitment had been made.
A moment of silent prayer was observed for Jim Price, who is still critical from ix
,juries received Oct. 9th. At 9:35 P.M. Ald. Ma den moved o adjourn, second by Alc
Thanepohn, motion passed.
