SEPTEMBER 27, 1973 MINUTES OF THE REGULAR MEETING OF THO MAYOR AND ALDERMEN OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON SEPTEMBER 27, 1973 AT 8:00 1 Mayor Coleman called the meeting to order and asked the City Council and visitors tc stand and give the Pledge of Allegiance to the flag. He then directed the clerk to take the roll. Upon roll being taken, the following Aldermen were present: 1st Ward-Madden 2nd Ward-Hanback 3rd Ward-Ellis Wolff Thanepohn Simmons Mayor Coleman introduced the visitors. Mayor Coleman directed the clerk to read the minutes of the last meeting. Ald. Wolff moved to dispense with reading the minutes since all had received copies. Seconded by Ald. Madden. Motion carried. Attorney's Report-Attorney Dickson appeared on motion in the Kissel suit; pleadings are up to date and Mr. Kissel has 3 weeks to respond. Mr. Dickson read an ordinance amending the building code which requires submission of EPA permits or approval witl applications for building permits within the United City of the Village of Yorkville Ald. Thanepohn moved to accept this ordinance as read. Seconded by Ald. Madden. Roll call vote: Madden-aye; Wolff-aye; Hanback-aye; Thanepohn-aye; Ellis-aye;Si>m ans-aye, Motion passed unanimously. Mr. Dickson reported there are no penalties if the lilbri building contract is paid in full. Ald. Thanepohn moved that we pay off the balance due on the library building from the General Fund for the purpose of saving the city the annual real estate taxes plus interest. Roll call vote: Ellis-aye; Thanepohn-ay4 Hanback-aye; Wolff-aye; Madden-aye; Simmons-aye. Motion passed unanimously. A 05<u55ro/+� Mayor Coleman asked for ordinance repealing the state law permitting the sale of beer and wine to 19 yr. olds, which becomes effective Oct. 1, 1973. Attorney Dicksol stated an ordinance would be ineffective as the state statute would overrule, Melody Horton, a high school student, has requested a car for the City Council be driven in the Homecoming Parade, Oct. 6, 1973. Mayor Coleman cannot attend but any one interested should be at Hillside Nursing Home at 9:30 A.M. the 6th. Ald. Ellis asked about the requirements on parades. Ald. Thanepohn will have Police Chief Pricl go over these requirements with the school and parade marshall. Mayor Coleman read a letter from the Illinois Environmental Protection Agency statil an Environmental Laboratory Seminar will be held at the Downtown Motor Inn, Spring- field October 25th or 26th, 1973. Mayor Coleman recommended with the committee's approval to send Mr. Pfister, Mr. Price and/or Mr. Christian with the city paying for registration, travelling expenses and meals. New Business: Mayor Coleman presented a renewal of membership for the City Clerk it the Municipal Clerks of Illinois and recommended he be allowed to join again this y. Committee Reports: Streets and Alleys: Mr. Eugene Gordon explained the forms recei, on the street work were for changes on quantities used that differed from the origil plans. He pointed out there was less used than estimated. He commented on the city', dissatisfaction of the job done on the streets explaining more patching was used th+ he thought there would be and therefore, ran short on tonnage so some were not fill Discussion. Ald. Wolf recommended the street committee meet with Mr. Gordon to make a list of the streets needing additional work. Mr. Gordon recommended the city con- sider doing the work themselves instead of contracting the job and black top the mo; travelled streets to get a better and longer lasting surface. He also recommended making a partial payment of $37,896.37 to Davis Construction Co. for the ma.intenam -2- FORM 601-49® U.S.A. September 277, 1973 of the streets, with $2,000 being retained until all the materials have been ap- proved by the state. Ald. Ellis had received a call from Ralph Blake on pur- chasing from the city 25' or so of land that adjoins his property. The matter had been brought before the council before and the city was not interested in selling al that time. Discussion. Mayor Coleman stated he had talked to Mr. Blake about this but if he wanted to pursue it further to take it to his alderman, which he did. The council still feels it is of no benef'ft to the city to sell any of this land. The Public Property & Bldg. Committee will check into seeing the weeds are kept mowed. Mayor Coleman has received many more complaints on the speed on Fox Street and re- commends posting 50 M.P.H. signs at the city limits. Discussion. Mayor Coleman also has received complaints on people driving on the wrong side of Center Parkway entering the Pizza Hut and asked one-way signs be posted. There is a Do Not Enter sign posted there so the Council feels the police should enforce that sign. Water: Ald. Madden reported the Dept. needs a new tapping machine, approximate cost is x$580.00. He will have more details at the next meeting. Health & Sanitation: Ald. Ellis reported Odin Christian will contact Mr. Baker in regard to weeds. A committee meeting has been set for Thursday, October 4, at 7:00 P.M. City Hall. Ald. Hanback asked if something was being done to get rid of the de- bris at the Palmer Dam. Ald. Thanepohn stated it has been too wet to burn and a change in adminstration has slowed up help from the state. Police & Fire: Ald. Thanepohn has talked to Larry Forrester, Illinois Bell Telepho: representative, about the telephone situation and Mr. Forrester will look into the whole communication system we have and possibly it is time to negotiate a new con- tract. A letter has been received from Chrysler Corp. recalling the Dodge squad cai and Ald. Thanepohn will forward the letter to Chief Prickett so the car can be re- paired. Trees & Parks: Ald. Ellis found the shuffle board equipment and it will be located 1 the Congregational Church. He reported he was working on obtaining the benches. Sewers: Ald. Madden read a letter written by Mr. Price, General Superintendent of Utilities, to Ter Jac Construction Co. informing them of the acceptance of the sewer on permit no. 1971AA1196 and the water system at Countryside Center, permit no. 1190-1971. Future Planning:Ald. Simmons stated the city mail delivery is about 85% completed and looks very good. It should be done by the end of the week. Public Property & Bldgs. : Ald. Madden reported specifications are being worked on for remodeling the city hall. He has not been able to contact Mr. Kot about the li- brary but will talk to him as soon as possible. The lot on which the maintenance building will sit has been prepared with fill and gravel at a cost of $1,250 and thi building should be started about the middle of October. Building and Zoning: Ald. Madden reported the committee will set a meeting soon to go over the newest section of the zoning code. Robert Loftus re-submitted a pre- liminary plat at the Planning Commission meeting with a new arrangement of the houses. The Commission will have a special meeting to study this plat with the pro- fessional planning consultant. Discussion. -3- FORN 601-49 ® U.S.A. September 27, 1973 Finance & Audit: Ald. Thanepohn reported all the insurance proposals are not in on the package program but time is running out on some policies and asked that the committee be empowered to act on the matter over the week-end. Ald. Ellis moved this be referred to the committee and empower them to act on the insurance package pro- gram. Seconded by Ald. Simmons. Discussion. Roll call vote: Wolff-aye; Hanback-aye; Thanepohn-aye; Ellis-aye; Madden-aye; Simmons-aye. Motion passed unanimously. Discussion on city officials salaries as to the proper amount due the older members of the council. Ald. Madden explained in detail the procedure the County uses in determining the tax levy. Ald. Madden presented from Book Publishing Co. , Seattle, Washington, a rough price estimate on a municipal code for Yorkville as follows: A. 175 8 `x11" multilith pages, $2,000; (see page sample #1). B. 245 6-2-2vx9" multilith pages, $2,000; (see page sample #4). C. 220 6 2"x9" composer pages, $3,250.00; (see page sample #3). These estimates include 25 code copies in looseleaf binders imprinted with the titlt of the code. Ald. Madden will contact some of the cities that have used their services and report back. Ald. Ellis reported on the Illinois Municipal League Conference that he, Mr. Pfister Ald. Thanepohn and Mr. Christian attended. All felt it was very worthwhile and took many notes to refer to. Ald.
