MINUTES OF THE REGULAR MEETING OF THE MAYOR AND AIXEMW OF THE UNITED CITY OF THE
VILLAGE OF YORKVILIZ, ILLINOIS HELD AT THE CITY HALL ON AUGUST 239, 1973 AT 8:00 Pu
Mayor Coleman called the meeting to order and asked the City Council and visitors
to stand and give the Pledge of Allegiance to the flag. He then directed the clerk
to take the roll. Upon roll being taken, the following Aldermen were present:

Mayor Coleman introduced the visitors. Mayor Coleman directed the Clerk to read th
minutes of the last meeting. Ald. Thanepohn moved to dispense with reading the
minutes. Seconded by Ald. Wolff. Ald. Ellis asked the words "and complimented"
be added in Paragraph 3, Line 4. Motion carried.
Attorney's Reportn! Attorney Dickson presented the tax levy ordinance in the amount
of $100, 125.00. Ald. Thanepohn moved the ordinance be passed. Seconded by Ald.
Madden. Roll call vote: Madden aye, Wolff-aye, Hanbaek-aye, Thanepohn-aye, Ellis-
aye, Simmons-aye. Motion passed unanimously. Hanson easement-Clerk was directed
to make a check payable to Laverne Hanson Estate and one to First Kendall Co.
Attorney and Clerk will check with Mr. Schneider in regard to a copy of the pump-
house easement.
Mayor Coleman had the aerial picture of the city of Yorkville framed and asked one
of the maintenance men to hang it in the city hall. Mayor Coleman read a letter
from the School District asking permission to post No Parking 3-4 P.M. signs on
the south and east side of Parkview School. Referred to Streets and Alleys Committe
Mayor reported the valuation of the city of Yorkville is 57,7559220.00.
City Clerk read a letter from the pept, of Transportation in regard to Sec.11-306
of the Ill. Vehicle Code being revised to permit vehicles facing a traffic signal
displaying a steady red, indication to make a right turn on red after stopping ef-
fective Jan. 1, 1974. Also received a letter in regard to brochures available on
the new symbol signs. Ald. Ellis recommended the Clerk order 500 copies to be given
out with city stickers.
Mayor Coleman directed Clerk Brant to open bids on the maintenance building.
Morton Buildings, Inc., Plainfield-54' x 72' #82FR Morton Bldg.; 14' x 14' Fiber-
glass overhead door by McKee Door Co.; 2 steel walk doors w/steel frames w/narrow
lites glazed w/plastic glass; 4'x3' Prime white aluminum horizontal glider window;
31 continuous skylites (Fiberglass) on one side under eave. Roof and sides insulate
w/Morton 6/10 Foam Board insulation. 30' x 24' #82A Morton Bldg. attached to
side of larger building; completely insulated w/Morton 6/10 Foam Board. Buildings
to have gutters and downspouts-to be erected w/color on roof, sides, trims and gut-
ters. $159000.00 If spanning one section is necessary for dumping trucks
add $330.00.
Discussion. Ald. Ellis and committee have looked at this type building and are
satisfied and on this basis moved to accept this bid and-if necessary, add the
spanning of one section. Seconded by Ald. Madden. Roll C 11 vote: Simmons-aye;
Ellis-aye; Thanepohn-aye; Hanback-aye; Wolff-aye; Maddenaaye. Motion passed una-
nimously.
Mayor directed the Clerk to open bids on the track.

Ald. Ellis moved to refer to the committee to study the bids at a meeting Thurs. ,
Aug.30 at 7:00 P.M. at City Hall. Seconded by Ald. Wolff. Motion carried.
The Fox Industrial Park's plat for Block 1, Unit 2 was presented by Attorney Bassak
Ald. Madden moved the Mayor and clerk be allowed to sign said plat upon acceptance
of the #lanning Commission. Seconded by Ald. Thanepohn. Motion carried.
Committee Reports:
Streets and Alleys: Ald. Ellis moved the city attorney draw up an ordinance for
No Parking 3 - 4 P.M. as requested by the School Board. Signs to be posted on the
east and south of Parkview School. Seconded by Ald. Wolff. Motion carried. Ald.
Ellis stated he had received some comments on the street work that has been done.
The general feeling is the streets were not properly prepared before the rock was
applied. Discussion. It was suggested the Street Committee meet with City Engineer
Gene Gordon and go over the streets on a Saturday.
Waters Ald Madden reported the new pump and motor have been installed and the re-
Cpaired pump is back again. Discussion on single and double water rates being charge
in ConnQ.e=^ Subdivision.
Ald. Thanepohn asked if a cross walk could not be painted somewhere in the down-
town area. Supt. Price will check on this with the state. Also, he asked the street
sweeping be eliminated and the Street Dept. water the streets down. Discussion.
Supt. Price will check with Bob Corwin on contracting for the use of the one used
in Countryside. The present service will be retained until something else is arrang
Health and Sanitation: Ald. Madden stated the weeds on Delbert Ament's property
were very tall. Mr. Christian will check into this matter. Mr. Christian was thanke
for cutting the weeds downtown on the vacant lot. Ald. Thanepohn said the garbage
behind Mae's Pizza is really bad. It is put in plastic bags instead of a container
and the dogs get into it.
Police and Fire: Ald. Thanepohn reported on the trip to Western Springs and felt
it was very enlightening and worthwhile. Ald. Ellis suggested the council be con-
sidering purchasing walkie talkies to be used by both the public works dept. and
the police dept.
Trees and Parks; Ald. Ellis and Ald. Hanback will meet with the two representatives
from the school board Monday evening, in regard to the tennis courts.
Sewers: Ald. Madden stated at the last Y.B. Sanitary meeting they recommended going
back to the original plan of issuing no permits until this infiltration is corrects
The work had been started but now it has stopped. Ald. Madden also recommends not
issuing permits at this time. The Y.B. Sanitary Board will pay half the expenses
to the Illinois Municipal League Conference for one member of the dept.
Future Planning: Ald. Simmons postponed the city canvass for mail delivery until
the second week of Sept. He has several volunteers and other members of the council
also have received calls from people interested in helping.
Public Property: Ald. Madden reported the city's share of the reality taxes on
the library are $566.06, total being $826. 44. He recommends buying the building
outright to become tax exempt. Attorney Dickson will follow up on this. The library
roof has been repaired and presented the bill for $306.86. Ald. Wolff asked if the
foundation of the city hall was to be included in the remodelling. He was informed
to just dress up the interior.
Building and Zoning; Ald. Madden recommended making it a policy for a committee
to spend up to 25.00 on books or some use in the committee. He wishes to order 4
copies of a book called "Administrative Building Regulations" for the committee's
use. He reported the Comprehensive Planning should be finalized by Oct. or Nov.

Finance and Audit: Ald. Thanepohn reported a new typewriter had been purchased
and rented the Xerox machine for the Clerk's office.
Library: Ald. Simmons said the library had reached a milestone in a circulation
of 2,143 books for the month of June. They are having problems with the air
conditioner and had problems last winter with the heating. Ald. Madden will check
on this.
Ald. Ellis moved to adjourn at 10:10 P.M. Ald. Simmons seconded the motion. Motion
carried.
