MINUTES OF THE REGULAR MEETING OF THE MAYOR AND ALU MH'.tJ OF THE UNITED CITY OF THE
VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON AUGUST 9, 1973 AT 8:00 P.M.
Mayor Coleman called the meeting to order and asked the City Council and visitors t
stand and give the Pledge of Allegiance to the flag. He then directed the clerk to
take the roll. Upon roll being taken, the following Aldermen were present:
1st Ward-Madden 2nd Ward-Hanback-absent 3rd Ward-Ellis
Wolff-absent Thanepohn Simmons
Mayor Coleman introduced the visitors.
Mayor Coleman directed the Clerk to read the minutes of the last meeting. Ald. Ell:
moved to dispense with reading of the minutes and to approve as printed. Seconded b,
Ald. Thanepohn. Motion carried.
Mayor Coleman directed the Clerk to read the bills. Supt. Price corrected the bill
of B. Hauge to $30.00 less $9.00 due on building permit, making the corrected bill
$21.00. Ald. Ellis asked for an explanation of the BOCA bill. Ald. Ellis moved all
bills be paid. Seconded by Ald. Simmons. Motion carried. (See attachment for bills

Attorney's Report: Attorney Dickson stated the library is not tax exempt because th
city does not have legal record of ownership. Matter referred to the Finance Commit
tee, Library Board and Leo Anderson to consider paying off the contract to be eligil
for exemption. Mr. Dickson reported the Northside park reverter had a one-year
statute of limitations that is long since passed and felt tennis courts could be pw
there. The Hanson easement property has been divided and sold so the payment will
be made in two checks, one to the Hansons and one to the new owners.
Motion by Ald. Thanepohn and seconded by Ald. Madden to accept the Treasurer's
Report. Motion carried.
Motion by Ald. Madden and seconded by Ald. Simmons to accept the Police Report.
Motion carried. Ald. Ellis commented on actual results of the Police Depty in re-
covering several stolen vehicles.
Ald. Thanepohn stated he had received complaint on the venting system at Mac's
Pizza and asked Bldg. Inspector Price to check it. Ald. Madden moved the reports
of the Sanitary and Storm Sewers, Building Inspector, Streets and Alleys and the
Water Dept. all be accepted. Seconded by Ald. Thanepohn. Motion carried.
Mayor Coleman read a copy of the letter of commendation to R. Clark Morrell and had
forwarded the original to Mrs. Morrell.
Mayor Coleman asked for a motion rescinding the appointment and hiring of James
Eisenmenger as patrolman as he refused the job. A motion was made by Ald. Ellis and
seconded by Ald. Thanepohn to rescind the appointment and hiring of James Eisenmen-
ger. Motion carried. Mayor Coleman asked for a motion to accept his appointment of
George A. Lewis as patrolman. Ald. Thanepohn moved to accept this appointment and
Ald. Ellis seconded. Motion carried.
Bob Loftus presented a plat on Block 3 as it was originally set up and requested 2
building permits for right now on 64 -units. Discussion. Mr. Loftus was told the
council does not issue building permits and he could pick up an application for one
at the city office, turn in the application with all the required data and the
Building Inspector will review it.

CONUTTEE REPORTS
Streets and Alleys: Ald. Ellis stated the matter of obtaining a chipper was still
being considered.
Water: Ald. Madden reported the pump motor is on its way back from being repaired.
Health and Sanitation: Ald. Madden had received a complaint on weeds. Ald. Ellis wa
directed to write letters to the property owners violating the weed ordinance.
Police: Ald. Thanepohn reported Aug. 20th the Police Committee will go to Western
Springs to look at their auxiliary dept. Ald. Ellis asked if the committee had con-
sidered having a sign painted and a couple lights mounted on it for the P.D. Ald.
Thanepohn is still looking into other signs.
Trees and Parks: Ald. Ellis reported he had been informed by Don Stewart, school
board member, the Board is going to blacktop the parking lot at the high setool
and mark off 5 tennis courts there. The city's participation would be backstops and
lights on the city meter. If the general idea is agreeable, this committee and the
school board committee will work out more details. Ald. Madden moved the committee
pursue the matter more thoroughly. Seconded by Ald. Thanepohn. Motion carried.
Sewers: Ald. Madden reported the sewer problems in Countryside Center are being
corrected. Supt. Price has an application for sewer permit for a pre-fab house and
Ald. Madden feels this permit for a single family dwelling could be issued since th
sewers are being corrected.
Future Planning: A1d.Simmons reported at least 700 signatures of head of households
are needed for the postal delivery. Discussion. Ald. Simmons was appointed to get
publicity this month and take a canvas in Sept. Hopefully volunteers will come fort
to help in getting the required signatures.
Public Property & Bldg: Ald. Madden will get more information on the parking lot of
fered for sale.
Lights, Telephone and Gas: Ald. Ellis reported he had talked with Mr. Henning, York
ville Nat'l Bank, about the telephone booth in front of the old library. The bank
will donate the checks received from this booth to the library.
Building & Zoning: Ald. Madden reported the committee has decided not to hire a ble
inspector at this time. Planning Commission has received another unit for approval
in Fox Industrial Park. Reminder-color slides on planning at the next commission
meeting, Aug. 28 at 7:30 P.M. at the annex.
Finance and Audit:Ald. Thanepohn reported the tax levy isn't ready for presentation
yet. The city auditor suggested the certificates of deposits be converted by ordi-
nance totreasury notes, which pay 7-216 interest. Committee presented prices on 2 nev
copy machines since the one the city has only makes a maximum of 7 copies. 3M machi
is $186 with the old one as a trade-in, cost 10¢ per copy. Zerox #813 rental $22.5(
per month, 4 3/40 per copy, insurance, service is'included in rental fee. Ald.
Thanepohn recommends the Zerox 813. Ald. Thanepohn moved to rent the Zerox 813. Dig
cussion. Ald. Thanepohn rescinded his motion. Ald. Madden moved to refer the mattes
to the committee to obtain a copy machine for use in the Clerk's office. Ald. E11J
seconded. Motion carried. Since the City Clerk is using his own typewriter, the con
mittee submitted costs for a new one. IBM $481.00 new; reconditioned IBM $355.50
with full warranty; Olympia $305.58; Adler $395.00 with $100 allowance on the old
3M copy machine. Ald. Ellis moved the Finance Committee be allowed to purchase a
typewriter for the City Clerk's office. Seconded by Ald. Simmons. Motion carried.
Ald. Thanepohn will present a summary of accounts to be transferred at next meetin4
Library: Ald. Simmons stated $3,000 advance on the tax disbursement had been re-
ceived.

Yorkville Bristol Sanitary: Ald. Madden reported bids had been published for the
new addition on the sanitary system.
Ald. Ellis brought to the attention of the council on Sat. , Sept. 15th at the Muni-
cipal League Conference there will be sessions for attorneys, police, clerks, publd
works officials, etc. Ald. Ellis moved to make this available for anyone who could
attend with the city paying the expenses. Seconded by Ald. Madden. Motion carried.
Ald. Ellis moved for adjournment at 10:15 P.M. Seconded by Ald. Hanback. Motion
carried.
