MINUTES OF THE REGULAR MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY OF THE
VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON JULY 26, 1973 AT 8s00 P.M.
Mayor Coleman called the meeting to order and asked the City Council and visitors to
stand and give the Pledge of Allegiance to the flag. He then directed the clerk to
take the roll. Upon roll being taken, the following Aldermen were presents
1st Ward-Maddem 2nd Ward-Hamback 3rd Ward-Ellis
Wolff-absent Thanepohn Simmons
Mayor Coleman introduced the visitors.
Mayor Coleman directed the Clerk to read the minutes of the last meeting. Aldo Madde
moved to dispense with reading of the minutes and to approve as printed. Seconded by
Aldo Thanepohn. Motion carried.
Attorney's Reports Ordinance for closing Fremont St. from Park to Jackson to traffic
except for emergency vehicles was presented by Attorney Dickson. Aldo Madden moved
to pass this ordinance. Seconded by Aldo Ellis. Roll call votes Madden-aye, Hanback-
aye, Thanepohnraye, Ellis-aye, Simmons-aye. Motion passed unanimously. He presented
an ordinance for parking on the south side of River St. 80 ft. from Rt. 47. Wolff
arrived 8:08. Aldo Ellis moved to pass this ordinance. Seconded by Aldo Hanback. Rol:
call votes Simmons-aye, Ellis-aye, Thanepohn-aye, Hanback-aye, Wolff-aye, Madden-aye
motion passed unanimously. An ordinance for a three-way stop at Church St and River
Ste was presented. Aldo Ellis moved to pass this ordinance. Seconded by Aldo Simmons
Roll call votes Wolff-aye, Hanback-aye, Thanepohn-aye, Ellis-aye, Simmons-aye, Mad-
den-aye. Motion passed unanimously. An ordinance on yield signs at Church and Centel
and King and Center with Center St. having the right of way. Aldo Ellis moved to pas:
this ordinance. Seconded by Aldo Madden. Roll call votes Madden-aye, Wolff-aye,
Hanback-aye, Thanepohn,-aye, Ellis-aye, Simmons-aye. Motion passed unanimously.
Attorney Dickson reported the Himes property purchase was completed.
Planning Commission Report was given by Aldo Madden. Aegean Estates plat tabled
until August, Arthur Keierleber's request to divide 1 lot into 2 at McHugh and Walnut
was approved, request for rezoning at Bridge and Somonauk referred to public hearing
on the comprehensive zoning. Mr. Clarage presented a revised residential study to
the commission. Commission was informed a state law went into effect July 1, 1972, al
subdivisions must go thru the local soil and water conservation district before groin@
to the planning commission. There is a charge for this requirement and the local
district just reviews and advises. Next meeting August 28, 1973• Mrs Clarage will
present color slides on municipal planning and Aldo Madden feels it would be a benefl
to all the council to attend.
Mayor Coleman appointed Ron Ward to the Zoning Board of Appeals. Aldo Thanepohn moved
to accept the appointment of Ron Ward to the Zoning Board of Appeals. Seconded by
Aldo Hanback. Motion carried.
Mayor Coleman read the following letters-An invitation from Illinois Bell Telephone
Co. to the Council for groundbreaking ceremonies for a new office at Hydraulic and
Main St. July 27, 1973 with a luncheon to follow at Williamsburg Inn. Northern Trust
Co. stated it is too late to pick up the 1959 water revenue bonds at this time and
will intercept the November 1st envelopes. Mayor Coleman read a letter he had writt
to the Dept of Transportation on the resurfacing of Rt. 47 requesting the parking la

NEW BUSINESSs Parking lot south of the Yorkville well is being offered for sale to
the city at $6,000 for 84' x 37' with 3 yearly payments plus 6% interest on balance
due. Discussion. Aldo Ellis moved to refer the matter to the Public Property and
Buildings Committee to obtain an appraisal to determine the fair price of the pro-
perty. Seconded by Aldo Hanback. Motion carried.
Arthur Keierleber's request to divide the lot at the corner of McHugh Rd. and Walm
into two was presented. Aldo Thanepohn moved to approve the subdividing of this loi
Seconded by Aldo Ellis. Roll call votes Madden-aye, Wolff-aye, Hanback-aye, Thane-
pohn-aye, Ellis-aye, Simmons-aye. Motion passed unanimously.
COMMITTEE REPORTSs Streets and Alleys-Aldo Ellis asked the council to look over thi
truck specifications the committee had prepared. Suggestions to be added were a rac
an engine bigger than the 360 VII and an automatic transmission be considered. Aldo
Ellis moved the committee advertise for bids on these specifications. Discussion.
Aldo Wolff seconded and motion carried. Aldo Madden brought to the attention of tt
council the increasing brush problem created by the EPA's restriction on burning at
suggested purchasing a used chipper. There is one available from Schuster Equip.
for $1,300. New it would cost approximately $4,000. Matter referred to the Streets
and Alleys Committee to check into this chipper and report back. Alderman Hanback
has received several complaints about overnight parking in front of the apartments
on Van Emmon by people who live there, parking on the wrong side of the street and
the number of beer cans dumped there. Discussion. Attorney Dickson stated there is
statute on parking on the wrong side of the street being right wheels to the curb.

Waters Aldo Madden reported the pump motor had been received but was broken and ser
back again to Westinghouse. Layne Western recommended the other motor could be re-
paired for $3,700. A new one would cost $6,200. The repaired one will have a year'e
warranty the same as if it were new. Aldo Madden moved the old motor be repaired
rather than buying anew one. Seconded by Aldo Wolff. Roll call vote: Madden-aye,
Wolff-aye, Hanback-aye, Thanepohn-aye, Ellis-aye, Simmons-aye. Motion passed unani-
mously.
Pblice and Fires Aldo Wolff reported the bicycle registration program needs a club
to sponsor it and tags. Clerk Brant informed. Ald Wolff he has a brochure on tags an
they could be ordered when he orders the vehicle stickers. Police Committee had a
request from Dale Kissel to allow parking on River Ste for occupants of the apartme
until Sept. 1st while work is being done there. Also one for a week so they can wor
on the driveways. The street dept. was requested to cover the signs. Aldo Thanepohn
reported a lighted 4 x 6' sign for the P.D. identical to Plano's would cost $1,430
installed. Council's feeling is this is too expensive and asked the committee to
check into it further. There was a discussion on hiring practices. Aldo Thanepohn
recommended hiring James Eisenmenger as patrolman on probation for 6 months at a
salary of $600, then $625 retroactive upon successful completion of school back to
the time of 6 weeks, and $650 after 6 months. Mayor appointed James Eisenmenger as
patrolman at the above salary. Aldo Ellis moved to accept this appointment. Aldo
Wolff seconded and motion carried. Attorney Dickson was directed to write a letter
of commendation to R. Clark Morrell who resigned from the Police Dept.
Trees and Parks: Aldo Ellis has talked to Don Stewart, School Bd. member, on the
tennis courts for city and school use. He will report back after hearing from the
school board.

Sewers:Ald. Madden reported Rick Pfister would like to take two courses this fall at
Waubonsee to continue toward an associate degree in Environmental Technology.
Madden moved he be enrolled in these two classes and i the tuition be pa upon en-
rollment and the other i when successfully completed. Seconded by Aldo Hanback. Moti
carried.
Aid. Ellis moved to accept R. Clark Morrell's resignation with regret. Seconded by
Aid. Wolff. Motion carried.
Aid. Madden reported a roofer will do- the work on the library in the near future
weather permitting.
Public Property and Buildings: Aid. Madden presented specifications for the utility
maintenance building. The main bldg. being 54' x 72' and al ell 30' x 24' for office
space with an approximate cost of $16,500.00. Discussion. m . SimmonshnMmoved the
committee be authorized to advertise for bids. Seconded by Aid.
carried.. Aid. Wolff reported two contractors are preparing sketches and estimates
on remodeling city hall. .
Lights, Telephone and Gass A check for $20.17 has been received from the pay phone
in front of the old library. Clerk Brant was directed to hold check until Aid. Elli
checks with the bank on disposition of same. Discussion on installing street light
Aid. Ellis moved the city have a street light installed on W. Hydraulic Ste Seconde
by Aid. Simmons. Motion carried.
Building and Zoning: Aid. Madden stated Mr. Wakefield had talked to him and would
have definite information next meeting.
Finance and Audit: Aid. Thanepohn recommended a roll-away file be purchased for th
city secretary to hold water recordsq at a cost of $75 to $100. Aldo Thanepohn

the finance committee be authorized to purchase said file. Seconded by A
Motion carried. Questions asked last meeting on which funds could be used for a neM
well, Aid. Thanepohn reported the water construction, water depreciation and con-
tingency and water funds could be used. According to Bill Sanders, city auditor,
none of the six funds can be consolidated. Aid. Thanepohn recommeded R. Clark
Morrell be allowed to carry hospitalization insurance for two months with him payiY
the premium. Also he be paid for this full month plus 4 days vacation. Finance
meeting Aug. 6 at 7:30 at Clerk Brant's home.
Library: Mayor Coleman reported Leo Anderson had received the tax bill on the libr,
and the city is obligated to pay half. Discussion on paying off the building to be.
come tax exempt. Attorney will check the law on this matter.
i Yorkville-Bristol Sanitary: Aid. Madden reported the Sanitary District feels build
ing permits should be stopped for Countryside Center because of infiltration. Bldg
inspector has not turned anyone down as yet. Discussion. Aid. Wolff moved to not
issue any sewer and bldge permits until the problem is corrected. Aid. Wolff with-
drew his motion. Attorney Dickson stated no motion is necessary as it is the admin
istrative action of Mr. Price, Building Inspector, to not issue any permits.
Mayor Coleman moved the meeting be adjourned at 10:55 P.r�. Aldo Hanback seconded a
motion carried.
