MINUTES OF THE REGULAR MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY OF THE
VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON JULY 12, 1973 AT 8:00 P.M.
Mayor Coleman called the meeting to order and asked the City Council and visitors tc
stand and give the Fledge of Allegiance to the flag. He then directed theClerk to
take the roll. Upon roll being taken, the following Aldermen were presents

Mayor Coleman introduced the visitors.
Mayor Coleman directed the Clerk to read the minutes of the last meeting. Aldo Elli;
moved to dispense with reading of the minutes and to approve as printed.. Seconded b,
Aldo Wolff. Motion carried. Mayor Coleman directed the Clerk to read the bills.
Aldo Madden moved to dispense with reading of the bills and approved for payment
as printed. Seconded by Aldo Simmons. Motion carried. (See attachment for bills for
June, 1973• )
Attorney's Report-Attorney Dickson presented the appropriation ordinance. Aldo
Thanepohn pointed out the utilities for the library had been incorporated under
utilities for Public Property & Buildings. Discussion on paying the library's
utility bills. Council's feelings are to continue paying said bills. Alderman
Hanback arrived 8s08. Aldo Thanepohn moved to adopt the appropriation ordinance
as printed. Seconded by Aldo Ellis. Roll call votes Madden-aye, Wolff-aye, Han-
back-aye, Thanepohn-aye, Ellis-aye, Simmons-aye. Motion passed unanimously. Himes
property deed is being recorded. All law suits for the city have been prepared and
filed. Mr. Dickson stated he had looked into the easements on the well and pump
house downtown. He would not recommend payment in the future to Mr. Hanson's estate
for the well and recommends the water committee chairman, Mr. Schneider and himself
meet to work out an agreeable solution on the pumphouse easement.
Treasurer's report-Ald. Madden moved the treasurer's report be accepted. Seconded b;
Aldo Wolff. Notion carried.
Police report was received by all of the council. Chief Prickett reported a drive o:
vehicle tags had been made and in using the new radar, had issued 27 traffic ticket;
Aldo Wolff moved to accept the police report. Seconded by Aldo Ellis. Motion carries
Aldo Madden moved to dispense with reading the streets, sewer and water reports as
the meeting had a full agenda. Mr. Pfister, in the absence of Mr. Price, stated the
new pump and motor would be installed the middle of the month. Aldo Wolff questioner
the repair of the streets before surfacing. Discussion. Council was informed this
had been brought to the city engineer's attention. Referred to the Streets Committe
to ask the city engineer to explain the repairs at the next meeting. Mayor Coleman
reported on the closing of Fremont Ste that according to Attorney Dickson the stree
can be closed to vehicular traffic when there is a hazard and further conditions,
such as the proximity of another safer street. Aldo Thanepohn moved that Fremont St
be closed to vehicular traffic except emergency vehicles from Park to Jackson.
Attorney Dickson will draw up the necessary ordinance. Seconded by Aldo Ellis. Roll
call votes Madden-aye, Wolff-aye, Hanback-aye, Thanepohn-aye, Ellis-aye, Simmons-ay
Motion passed unanimously.
Mayor Coleman read a letter from the Illinois Commerce Commission on a hearing held
July 10, 1973 in Springfield on an application for increase in electric rates by
Commonwealth Edison Company. He also read notice of correction that the meeting
would be held in Chicago, Illinois.

OLD BUSINESS: Hearing on the petition of Dale Kissel on a pre-annexation agreement
Mr. Ed Simpson, attorney for Mr. Kissel, presented a concept plan explaining what tl
development would consist of. The original agreement has been verbally changed in tl
amounts of single dwelling, multiple dwellings and withdrew the commercial area.
Discussion. Aldo Thanepohn moved the pre-annexation agreement be denied. Seconded b;
Aldo Wolff. Roll call vote: Simmons-aye, Ellis-aye, Thanepohn-aye, Hanback-aye,
Wolff-aye, Madden-aye. Motion passes unanimously-petition denied.
Mayor Coleman presented job appointment addendums referring to James Price delete
Superintendent of Streets and Alleys and Superintendent of Water Works, add General
Superintendent of Utilities. Referring to Ralph E. Pfister delete employee of Stre
and Alleys and Water Departments, add Supervisor of Water and Sewer Department.
Referring to Fred O. Christian delete employee, add Supervisor. Aldo Thanepohn
moved to accept the job appointment addendum. Seconded by Aldo Ellis. Motion carries
NEW BUSINESS: Mayor Coleman presented a resolution asking for extention of approva:
of the preliminary plat on Williamsport Subdivision from the Ottawa Service Corp. X
Madden moved to accept the resolution for approved extention on the preliminary pla-

Mayor Coleman reported he would contact the Yorkville National Bank in regard to
retiring the 1959 water revenue bonds.
Mayor Coleman read a letter from the Dept. of Transportation stating Illinois Route
47 from Illinois Route 5 south thru Yorkville will be resurfaced. It will be neces
sary for the city to pay for the resurfacing of parking lanes in the downtown area.
Discussion. The mayor will check with the Dept@ on the cost of this resurfacing and
if it is necessary to have it done.
Aldo Madden brought to the Council's attention of an Illinois Municipal League con-
ference on Sept. 14-17 in Chicago at the Conrad Hilton Hotel. Clerk Brant has all
information and registration forms.
COMMITTEE REPORTSs
Streets and Alleys: Aldo Ellis reported on the open meeting held July 11, 1973 of
this committee on River St. The committee recommends 2 things regarding this matter
at this time. (1) Parking be allowed on the south of River Ste from a safe distance
west of the stop sign on 47 to Church St. (by measuring) and allowing it to be two-
way. (2) Three-way stop at Church and River Streets. Also, recommends developing
some long range plans to widen and improve River St. Discussion. Aldo Hanback moved
to accept these recommendations. Aldo Simmons seconded. Aldo Thanepohn moved to
amend the motion to refer the traffic sign to the police committee. Aldo Madden
seconded. Motion carried. Roll call votes Madden-aye, Wolff-aye, Hanback-aye,
Thanepohn-aye, Ellis-aye, Simmons-aye. Motion passed unanimously.
Committee recommends No Outlet sign be erected on Morgan Star a light be put in at
the end of this street and a sign such as Please do not block street be erected on
W. Hydraulic St. The Street Dept* was instructed to take care of theee recommenda-
tions. Ald.Thanepohn moved the streets committee make a cost estimate of widening
River Ste to the utility poles. Seconded by Aldo Wolff. Motion carried.

WATER: Aldo Madden stated the Depte needs uniforms-2 shirts and 2 pr. trousers. Aldo
Ellis moved the Depto, be instructed to purchase said uniforms. Seconded by Aldo Wolf
Motion carried. Aldo Madden asked of the 6 water funds if some could be merged;
what funds could be available for digging a well; and if copies of the water, street
and sewer reports could be made available at least to the committee. It was deter-
mined copies will be available to the council on Wed. night before the meeting at
the city office.
Health and Sanitation: Aldo Ellis reported on meeting with residents of Washington
about their water problem. They would be satisfied if the Council realizes there is
problem and considers this on any proposed building south of Elizabeth St.
Police: Aldo Thanepohn reported the police committee directed Alderman Ellis to ini-
tiate fire, safety and health inspections of all buildings in the city serving the
public. The committee discussed at length youth problems and anti-social activities.
The police department will be taking aggressive effective actions regarding this
problem. Our citizens are not expected to take abuse from any segment of our society
including the young. In cases which cannot be resolved with parents, the committee
will actively follow and report the disposition and prosecution or lack of it to the
council and public. The department will place much emphasis on understanding the
problems, and causes, as well as on the disciplinary side. The committee is requirir
all police personnel to engage in target practice once a month. The department will
supply 1 box of 50 rounds of ammo per man per month. The committee directed Aldo
Wolff to develop practice & procedure to accomplish bicycle registration and report
back to committee. The committee requests the Mayor to issue an executive order foi
yield signs at Church & Center and also at King & Center with Center Sts having the
right of way (attorney stated an ordinance is needed). The committee requests and
recommends purchase of a new hand held radar unit with portable power pack and case.
The recommendation is for a Champion Unit, cost is $1,065.00. Also recommended and a
requirement of ISPERN is a high-low band ISPERN receiver. This unit will be installe
at the police department. Cost is $190.00. The department requests purchase of Two
2 frequency portable radios. The committee recommends purchase of one at this time.
This radio gives our patrolmen radio contact and protection in the case of emergencj
while out of the squad car, cost is $700.00. The requests for equipment totals ap-
proximately $2,000.00 and is felt to be necessary for the department to function ef-
fectively, and protect the lives of our personnel. This meeting dealt primarily wits
administrative affairs, personnel needs, and equipment needs for the fiscal year
ahead. Administratively, we have had complete cooperation with the dept. The equip-
ment needs will have been covered with the addition of the items requested. The
personnel needs are being studied with the thought in mind of making the most ef-
fective use of our present personnel, the existance of problems in the community ane
the desire of the committee to control or solve those problems. The establishment of
an auxiliary department is also being studied. The need for additional full time
personnel is something the council must be aware of. The Chief would like on more ma
right now. The committee will be considering in the months ahead facts and figures
which either will or will not justify this request. Aldo Thanepohn moved the city
attorney draw an ordia.nce for yield signs at Church and Center and at King and Cent(
with Center Ste having the right of way. Seconded by Aldo Wolff. Motion carried.
Aldo Thanepohn moved the equipment listed above be purchased. Seconded by Aldo Ellie

Trees and Parks: Mayor Coleman read a letter from John Steinwart, Meadowvale, Inc.
stating reasons and his feelings for not putting tennis courts in the park, such as
legal problems and maintenance etc. Discussion. Attorney Dickson will check into
the legality of the use of space in the park for tennis courts and report back at
the next meeting. Aldo Ellis is to meet with the Building Committee of the School
Board and report on this at the next meeting regarding a joint program with the
school for tennis courts.
Future Plannings The Postmaster has names of people who would run petitions for city
delivery.
Public Property and Buildings: Aldo Madden reported a roofing company will soon be
down to repair the library roof around the edge. Also has brochures for buildings
for the maintenance building. Aldo Wolff has met with two contractors who will draw
up some plans for remodeling the city hall and will have them at the next meeting.
Liquor Commissioner: Mayor Coleman reported new license issued to the Yorkville
Pizza Hut in the name of Mary Ann Waitkoss.
Building and Zoning: Aldo Madden stated more help is needed on building permits. Mr.
Wakefield has talked to the Mayor about said position. Aldo Madden was instructed to
talk to Mr. Wakefield and report back to the Council next meeting.
Finance and Audit: Aldo Thanepohn reported $29,000.00 had been transferred into
Certificate of Deposits; $3,II29.00 had been received from Revenue Sharing. Fraser
& Evans had replied on the insurance review.
Mr. Morrow of Aegean Estates was told by the Mayor to present plat to the Planning
Commission for their consideration.
Aldo Ellis moved to adjourn at 11:10 P.M. Seconded by Aldo Hanback. Motion carried.
