MINUTES OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON JUNE 149 1973 AT
8100 P.M.
Mayor Coleman called the meeting to order and asked the City Council and visitors to
stand and give the Pledge of Allegiance to the flag. He then directed the Clerk to
take the roll. Upon roll being taken, the following Aldermen were presents
1st Ward-Madden 2nd Ward-Hanback 3rd Ward-Ellis-absent
Wolff-absent Thanepohn Simmons
Mayor Coleman asked the visitors to introduce themselves.
Mayor Coleman directed the Clerk to read the minutes of the last regular meeting.
Aldo Hanback moved to dispense with reading of the minutes as each alderman had
received copies. Aldo Thanepohn seconded. Motion carried.
Mayor Coleman directed the clerk to read the bills. Aldo Hanback moved to dispense
with reading of the bills. Aldo Madden questioned who hired the deputies for the
carnival at Countryside Center. Mayor Coleman stated he and Chief Prickett handled
the hiring and the hourly wage is a set rate. Seconded by Aldo Thanepohn. Motion
carried.
Attorney Dickson's Report-Title from the Himes property is clear and presented an
ordinance authorizing the purchase of said property with revenue sharing funds.
Aldo Madden moved to pass this ordinance. Seconded by Aldo Thanepohn. Aldo Ellis
arrived at 808. Roll call votes

Motion carried unanimously.
ttorney Dickson presented a draft of an amendment to proposed zoning ordinance.
Discussion. Attorney Dickson has prepared a suit against Dale Kissel on violations
n his building and is ready to file. Aldo Madden moved to amend on the face of the
otion to purchase the Himes property to read "1973 revenue sharing funds". Aldo Ell;
econded. Motion carried.
easurer's Report. Police Report. Sewer, water and building inspector's reports.
lde Madden reported a planning commission hearing will be at the next regular counc
eeting on Kissel's annexation petition.
ayor Coleman read letters of resignation from George Walters on the Planning Com-
ission and Zoning Board of Appeals and Fred Schneider on the Planning Commission.
ayor Coleman directed the Clerk to write letters expressing the Council's regrets
nd thanking them for their duties. Aid. Thanepohn moved to accept with regret Georg
alters and Fred Schneider's resignations. Seconded by Aldo Hanback. Motion carried.
Mayor Coleman read a request from the Yorkville Elementary P.T.A. to hold an ice
ream social and band concert in the park June 27th at 5130-1Os00 P.M. Request grant
ayor Coleman read a letter from the Bristol-Kendall Fire Depto requesting a change
the wording in the appropriation statement for the Police & fire allotment. This
s misleading to the tax payer and should not include the fire dept. Aldo Wolff
ived at 3140. Aldo Thanepohn stated it will not appear on the appropriation. Ald.
dden stated the committee should remain Police and Fire Committee.

Dedication of the alley was recorded 5/11/73,
NEW BUSINESSs Clerk was directed to open tire bids on the squad car. Specifications:
H78x15 black sidewalls, 6 ply, nylon, tubeless installed and balanced. Old tires to
be retained by the city. Union 76 $240.00 and Be F. Goodrich $202.44. Discussion. Ald
Thanepohn moved to accept Be F. Goodrich, Aurora, Ill. bid. Seconded by Aldo Wolff.

Ralph Blake would like to purchase 20 or 30 feet next to his home from the city on
We Center St. Discussion, Mayor Coleman referred to the public property committee to
look into the situation.
Mayor Coleman had received a call about putting an ice cream truck on the streets in
Yorkville. Discussion. It was suggested not to act on this request until the man
appeared before the council.
Blane Harker requested of the Council city limit signs and speed limit signs be put
up on Fox Rde and several other places as there are none posted. Tickets have been
Issued on speeding but there are no signs giving the speed limit. Discussion. Referr
to the streets and alleys committee for consideration and will report back at the
next meeting.
Property owners on W. Washington Ste asked the council for a solution to a severe
water problem they have after a rain. Discussion. Referred to the Health & Sanitation
Committee to inspect said property with Supt. Price and Mr. Emmons, builder of the
homes.
COMMITTEE REPORTS:
STREETS AND ALLEYSs Aldo Ellis reported this committee had studied the parking
problem on River Rd. and had no solution to the problem. Discussion. Refed back
to the committee to look into the possibility of a 3-way stop at King St. In regard
to duplicate street names, Aldo Ellis recommended River St. (south of the Fox River)
be named Hydraulic Ave. since it is an extension of Hydraulic St. No problem with
the 2 Main Streets since they are on either side of the river. Franklin Street and
Fox Road be renamed Fox St. from east and west side of the highway to the city
limits. Bristol Rd. on the east edge of town from E. Main should be known as McHugh
Street apt. needs a cutting bar on the tractor to mow slopes and ditches. Homer G.
Dickson Co., Inc. gave a price of $739.00. Aldo Ellis moved the Council allow the
purchase of this cutting bar. Seconded by Aldo Wolff. Roll call votes

Motion passed unanimously.
Aldo Thanepohn moved. closing Feemont St. Seconded by Aldo Wolff. All in favor.
Attorney Dickson stated Countryside Center has to be on a contractual basis for
Police action on the parking at the shopping center.
Aldo Hanback moved to reconsider the closing of Freemont St. Seconded by Aldo
Thanepohn. Motion carried. Aldo Thanepohn moved to close Freemont St. Seconded. by
Aldo Ellis. All voted nay.

WATER COMMITTEEsAld. Madden reported Supt. Price will take 2 weeks' vacation at the
end of the month.
POLICE & FIRE: Aldo Thanepohn reported each aldermen will receive a printed police
report each month. The committee is investigating the cost of a lighted police sign
for the station and propose a bicycle registration. The committee recommends an in-
crease in wages for Al Spera and Dick Randall to $850.00 and Win Prickett to $950.00
The committee feels there is sufficient merit for the increases and are justified.
Administrative changes will be studied in committee meetings. Discussion. Aldo
Thanepohn moved the recommendation be accepted and the pay raises take effect June 1

TREES AND PARKS: Committee recommended the building of tennis courts with a basket-
ball court and possibly work out something with the schools. Aldo Thanepohn had inve
tigated this a couple of years ago and will pass the information on to the present
committee. This will be brought back to the Council. A drag line will be here in a
few weeks to clear the trees at Palmer Dam.
SEWERSs Aldo Madden presented a Federal EPA report= the committee will fill it out
with the city engineer and bring it back to the Council. Committee feels there is a
need for Supt. Price and Rick Pfister to attend a conference held by EPA and suggest
the committee have the authority to send them with their expenses paid.
PUBLIC PROPERTY & BLDG. : Aldo Madden reported he had checked the library roof and i
needs new flashing and 2 ft, of new roof around the front edge. He would like the
authority to get this work done and
Aldo Ellis moved to accept this recommendation. Seconded by Aldo
Thanepohn. Motion carried. sk b -- �.
LIQUOR COMMISSIONERS Mayor Coleman reported Mr. Stalzer had sold Paul's Tavern and
the new owner was being investigated. The Yorkville Pizza Hut license will be issued
to Mary Ann Waitkoss.
FINANCE: Aldo Thanepohn stated the interpretation of personnel policies on that pert
of the holiday pay-"if the holiday falls on a regular duty day if the employee works
8 hours will be apid for the holiday. If the holiday falls on an off day, the 8 hour
holiday will be paid, plus 8 hours overtime if the employee works." Letters have
been sent to 4 insurance companies for a bid on a package program. The appropriatio
request should be studied to see if it covers all requirements and will be gone over
at the next meeting. Aldo Thanepohn explained the request.
Caterpillar is sponsoring "Clean the Fox" on June 24th at 9:00 a.m. and will be in
this area 12:00 to 4:00 P.M. and request tnets and campers from which to serve re-
freshments. Request granted for campers only.
Aldo Madden suggested the Yorkville High School band be given some kind of recogni-
tion for their fine music and marching. It was suggested a resolution of appreciati i

be presented at the July 4th celebration. Aldo Madden moved a resolution of apprec-
iation be drawn up and presented on the Fourth. Seconded by Aldo Wolff. Motion
carried.
Aldo Hanback stated the parade route would be the same as last year.
Aldo Ellis moved to adjourn at 11:15 P.M. Seconded. by Aldo Hanback. Motion carried.
