MAY 24, 1973 MINUTES OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON MAY 24, 1973 at 8sOO Mayor Coleman called the meeting to order and asked the City Council and visitors to stand and give the Fledge of Allegiance to the flag. He then directed the Clerk to take the roll. Upon roll being taken, the following Aldermen were presents 1st Ward-Madden 2nd Ward-Hanback 3rd Ward-Ellis-absent Wolff Thanepohn Simmons Mayor Coleman asked the visitors to introduce themselves. Mayor Coleman directed. the Clerk to read the minutes of the last regular meeting, Aldo Madden moved to dispense with reading of the minutes as each alderman had received a copy. Seconded by Aldo Wolff. Motion carried. Attorney Dickson presented the ordinance on one and two family dwellings for BOCS. Aldo Thanepohn moved to adopt the ordinance as read. Seconded by Aldo Madden, Roll call votes 1st Ward-Madden-aye 2nd Ward-Hanback-aye 3rd Ward-Simmons-aye Wolff-aye Thanepohn-aye Motion carried unanimously. Attorney Dickson reported on the Himes property and suggests the title be brought up to date and will try to have it by the next meeting. Planning Commission Reports Aldo Madden stated the University of Illinois was holding a seminar on June 22nd & 23rd at Illinois Beach on building & zoning laws and regula- tions, planned units, small developments and many other phases of interest to members of the Planning Commission. The Commission suggested their chairman and the council representative be sent to this seminar. Registration fee is $75 per person. Aldo Madden moved to send as many members of the Planning Commission to this seminar as could go. Seconded. by Ald. Thanepohn. Motion carried. Aldo Madden also stated a meeting of the special planning commission for studying the comprehensive zoning had been held and Mr. Clarage has come up with a number of suggestions and additions and within. 10 days it should be finalized. Zoning Board of Appeals report read by the Clerk. Mr. Dille Kissel's petition for annexation was denied because of water and sewer problems. Attorney Dickson suggest another hearing on this and in the meantime draw up an ordinance setting forth a procedure and fee for annexation. Discussion. Aldo Thanepohn moved Attorney Dickson aft an ordinance on the procedure and practice of annexation and rezoning. Seconded. by Aldo Simmons. Motion carried. Mayor Coleman read a card thanking the Council for the floral arrangement from the others of Ralph McHugh. Mayor Coleman read a copy of a letter to Dallas Ingemunson from E.P.A. on the Conover Subdivision sewer referring the matter to the Illinois Commerce Commission. OLD, BUSINESS Mrs Gene Gordon presented the MFT bids on street maintenance. Davis Construction Co. $40,417.05: Aurora Blacktop $40,865.70 and Stahl Construction Co. $449803.30. Mrs Gorden recommended the Davis bid be accepted. Aldo Thanepohn moved to accept the Davi Construction Co. bid for $409417905• Seconded by Aldo Wolff. Ald Simmons reported Job Kot could not do the flashing work on the library roof and Lee Wickens was going to look at it. Mayor Coleman reported that the air conditions of the lice Bldg. was underway. It was decided to install the 2 units from John Schneider, one of which has been installed. NEW BUSINESS: Clerk read a petition for variance to the ordinance that requires a 10 feet sideyard from Dennis Ramsey on the property at 304 Liberty St. With the new BOCA code, Mr. Ramsey was told he does not need this variance as he is within the limits. Mayor Coleman presented a plat for Aegean Isle Estates located outside the city on Rt. 34 next to The Market Place. It will house an electrical wholesale supply for Morrow. Aldo Madden moved to refer this to the Planning Commission and the Mayor and Clerk be authorized to sign the plat if the Planning Commission accepts it. Seconded by Aldo Hanback. Motion carried. COMMITTEE REPORTS: Streets and Alleys: Aid. Hanback reported on a complaint of Wnyne Gutzweiler in re- gard to the No Parking on River St. He has no place for his guests to park other tha the street. Discussion. Aldo Thanepohn moved to refer this to the streets and alleys committee for their consideration. Seconded by Aldo Wolff. Motion carried. Aldo Thanepohn also suggested the Committee check the situation on Heustis St. between Orange and Franklin. Aldo Ellis arrived at 8:45 P.M. He reported the library board is short $311.88 on the Don Hausler bill and would also like an advance of $1,000 for operating expenses until their allocation comes. Aldo Thanepohn moved that $1,000 be transferred on loan from the General Fund to the Library's operating account to be paid back as soon as they receive their allotment. Seconded by Aldo Ellis. Aldo Ellis moved the city pay the balance on the Don Hausler bill, with a maximum of $400. Seconded by Aldo Wolff. Waters Aldo Madden reported 100 letters had been sent out on delinquent accounts. Police & Fires Aldo Thanepohn requested authority to purchase a tire marker and an Evans Kit. Aldo Ellis moved to empower.,the police committee to purchase the above. Seconded by Aldo Hanback. Motion carried. Aldo Thanepohn also stated bids will be presented at the next meeting for tires for the squad car. A police committee meet- ing will be held at City Hall May 31st at 7:30 P-M- Health & Sanitation: Aldo Thanepohn recommended a health and fire inspection be made before fall. Mr. Price had received complaints of junk at the Watt's residence (Mitchell house on Van Emmon). Referred to the Police Department. Finance & Future Planning:Committee meeting on June 7th at 7:30 at the clerk's office Aldo Madden asked the Council if Mike Gardner could be used as part-time help this summer and suggested paying $3.00 per hourio.
