MINUTES OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY
OF THE VILLAGE OF YORKVILLE, ILLINOIS HELD AT THE CITY HALL ON MAY 10, 1973, at 8sOC
Mayor Coleman called the meeting to order and asked the City Council and visitors to
stand and give the Pledge of Allegiance to the flag.
Mayor Coleman directed City Clerk James Brant to install the newly elected city
Officials to the following offices
Alderman 1st Ward - Frank C. Wolff
Alderman 2nd Ward - Danny C. Hanback
Alderman 3rd Ward - Roger E. Simmons
Mayor Coleman directed the Clerk to take the rolls
1st Ward-Madden-absent 2nd Ward.-Hanback 3rd Ward-Ellis

Mayor Coleman asked the visitors to introduce themselves.
Mayor Coleman directed, the Clerk to read the minutes of the regular meeting. Ald.
Ellis moved to dispense with reading of the minutes as each alderman had received
a copy. Seconded by Ald. Thanepohn. Motion carried.
Mayor Coleman directed. the Clerk to read the bills. Ald. Ellis moved to dispense with
reading the bills as each alderman had received a copy and all bills be paid if
found to be correct. Seconded by Ald. Thanepohn. The Clerk brought to the Council's
attention the bill from Ingemunson & Bassak for legal services should be out of the
Water Fund not the General Fund. Motion carried.

Mayor Coleman read a letter from Postmaster
delivery. A mounted. route will soon be started in thewcity of Yorkville,cwhichais
a unit of boxes placed in a convenient location to serve area homes. Discussion.
Mayor Coleman stated City Engineer, Gene Gordon has set May 24th at 11:00 A.M. to
receive bids on street maintenance work.
OLD BUSINESS:
Mayor Coleman reported he has an indenture of the dedication of the alley east of
Rt. 47 between Hydraulic & Van Emmon from the owners of same. Ald.Thanepohn moved
to accept the dedication of said alley. Seconded by Aldo Ellis. Motion carried.
Discussion on the bad condition of railroad crossings.

concerned of the requirements set forth in the permits and to take action necessary
for compliance.
Aldo Ellis reported he had received 1 bid for a new roof for the libar
and had discussed the problem with 2 other roofers and is the consensus ofalldthat
the flashing is in need of repair and grill work for ventilation should be installed

rather than a new roof. The bid received was for $1,570.00 from Glossop Roofing &
Siding Inc. , Aurora., Discussion, Aldo Ellis is to talk to Jon Kot about repairing
the flashing and installing ventilation grillwork and report back at the next meeti
Mayor Coleman read application & certificate for payment on the Yorkville Public
Library from Don Hausler Masonry Construction for $3,726.70 and a bill for architec-
tural services from Leo Anderson in the amount of $600.00. Discussion. Aldo
Thanepohn stated the Council had previously agreed to pay the architec's fees and
to turn the certificate for payment over to the Library Committee for clarification.
The Clerk will hold the bill until clarified.
Supt. Price stated a curbing could be-built around the corner of Jerry Groner's pro-
perty to help divert water that runs down the hill and onto his property. Aldo
Thanepohn moved the streets and alleys department be empowered to accomplish the
curbing. Seconded by Aldo Simmons. Motion carried.
Mayor Coleman read the state authorization for $43,152.59 MFT funds on street
maintenance.
Aldo Thanepohn moved to reconsider the motion to reject the gas bid from Rich's
Union 76. Seconded by Aldo Wolff. Motion carried. Aldo Thanepohn moved to accept
he gas bid from Rich's Union 76 for 1 year. Seconded by Aid. Ellis. Roll call votes

d. Thanepohn reported on a meeting of Planning Commission and James Clarage on the
omprehensive zoning ordinance. Discussion. Aldo Thanepohn moved to hire James
larage, planning consultant, to review and make recommendations on the Compre-
ensive Zoning Plan. Seconded by Aldo Ellis. Motion carried.

Insurance bid continued-
Library building Insurance - "This building, being a commercial building,
is subject to rates specified by the Illinois Inspection and Rating Bureau. We re-
quested these rates this past week and found the building is still rated as a
Mercantile Risk because of former occupancy. We requested this to be re-rated to a
Public Library rating which would result in lower cost. The re-rating takes about
two weeks to be done. We would suggest having one of the companies bidding to bind
coverage on the building until such time as the new rates were available. We would
suggest an insurance amount of $32,000 rather than $420000 because of age and pur-
chase price of building.of

Mrs. John Milner spoke to the council in regard to the establishing of the Bristol-
Kendall Park District. Voting for 5commissioners for 6 yr. terms will be heldiJune 2,
1973, 6:00 A.M. to 6:00 P.M. There will .be an open meeting May 22, 1973 at
Center School, the state appointed planner will be at this meeting to answer gi

lishment and formation of the Bristol-Kendall Park District. Seconded by Aldo Ellis.
Motion carried.
Clerk presented the Clerk's Estimate Appropriation Request for the fiscal year 1973-
1974 (see attachment #3). Aldo Ellis moved to accept the Clerk's Estimate. Seconded
by Aldo Thanepohn. Motion carried..
Mayor Coleman reminded the council of a Conference for Newly Elected Officials
May 18 & 19th, Arlington Park Towers, Arlington Heights, Ill. or June 8 & 9th,
Hotel St. Nicholas, Springfield, Ill. The Clerk has registration forms for said
conference.
Final Flat of Unit 2 Millen & Emmons Subdivision was presented and Aldo Thanepohn
moved to accept the final plat for this unit. Seconded by Aldo Ellis. Motion carried
COMMITTEE REPORTS:
New committees appointed. (see attachment #4). Old chairman will give reports at
this meeting. Alderman Madden arrived at 10:30 P.M.
STREETS & ALLEYS-Recommended this committee look into the problem of duplicate
street names.
HEALTH & SANITATION-Aldo Thanepohn reported the people owning the dog that is tied
in back of the Barley Fork have been contacted and will cooperate in preventing a
health hazard.
LIQUOR COMMISSIONER-Mayor Coleman reported Paul's Tap had been sold to Mr. Al
Stalzer. Due to ill health, Mr. Stalzer has a buyer for the tavern and will forfeit

the $500 liquor license in his name as they are not transferrible.
LIBRARY-Each council member received a copy of the Public Library Report and pro-
jected budget for 1974-1975-
Aldo Madden recommended the secretary send the names and addresses of the new alder-
men to the Illinois Municipal League so they will receive the monthly magazine as
soon as possible.
Mayor Coleman stated he had sent letters of thanks to all the people who had served
on the council and on committees in the past.

Gentlemen:
On April 26, 1973, Steve Baldwin, representing this P ng Agency, visited the
City of Yorkville for the purpose of monitoring potential wastewater
sources located within the Countryside Center Subdivision and Shopping
Center and also the Fox Industrial Parka Mr. James Price, Utilities
Superintendent,. was contacted during this visit.
Several items noted during this visit are reported below for your Infor-
mation and appropriate action:
1 . Meadowdale Corporation, an ice cream mixing firm, is re-
ported to have a sanitary sewer connection to the sanitary
sewers serving the Pox Industrial Park at the south edge
of the City of Yorkville.
On March 30, 1973. this Agency issued Permit #1973-1IB-649
to the City of Yorkville for the Fox Industrial Park
sanitary-sewer extension. Spec is I Coed i t i on #2 of that
permit states: No connections may be made to this sani-
tary sewer extension without a permit f*r the connection
from this Agency."
This Agency has no record of a permit for the above-mentioned
service connection.
Also at this time we wish to advise you that this Agency
has no record of permits having ever been issued for
approximaitely 3051 of public sanitary sewer located along
the east side of Route 47, south of Route 126 near the
F.. ii. Kitt and Company building. This sanitary sewer exten-
¢ion is located immediately downstream from the new Fox

Industrial Park sanitary sewer extension. We request that
the City of Yorkville submit "As Built" plans and specif ' .
cations to this Agency's Division of Water Pollution Control ,
Permit Section, for review.

2. A new movie theater is under construction in the Countryside
Center Shopping Center north of the City of Yorkville.
In accordance with Rule 901 (a) of the Illinois Water '
Pollution Regulations, this Agency will require that a con- 1
struction permit be obtained for the sewer which will connect
the new theater to the existing sanitary sewers.
3. It is also reported that a new Veterinarian's Clinic building
is under construction in the Countryside Center Shopping Cen'.er.

On December 14, 1971 , this Agency issued Permit #1971-1A-1196
to the City of Yorkville for the Countryside Center Subdivision.
Special Condition #10 of that permit states: "This permit is
Issued with the condition that no non-residential connections
may be made to any of these proposed sanitary sewers without
a pe rem i t from this Agency."
In view of this special condition, we remind you that a
permit from this Agency will be needed prior to the connec-
tion of the new clinic to the sanitary sewers installed under
Permit #1971-hA-1196.

We urge the City of Yorkville to review the requirements set forth in the
permits and in the Illinois Environmental Protection Act and related Water {
Pollution Regulations and to take action as necessary to assure compliance.
�i We would appreciate receiving Information as to what steps hove been, or
will be, taken with respect to the above-mentioned Items.

Mayor Coleman nominated James E. Price for Superintendent of Streets and Alleys and
Superintendent of Water Works at a salary of $1,000.00 per month effective May 1,
1973 with 50% from each General and Water Funds. He shall have 15 working days
vacation and sick leave at the rate of 1 day per month of service up to but not
exceeding 90 days with pay. Motion to accept nomination made by Alderman Thanepohn ,
seconded by Alderman ELlis With all Aldermen voting ave , motion
carried.
Mayor Coleman nominated Ralph E. Pfister employee of Streets and Alleys and Water
Departments at a salary of $850.00 per month effective May 1, 1973 with 50% from
each General and Water Funds. He shall have 10 working days vacation and sick
leave at the rate of l day per month of service up to but not exceeding 90 days
with pay. Motion to accept nomination made by Alderman Wolff ,
seconded by Alderman Ellis With all Aldermen voting__Aye ,

Mayor Coleman nominated Fred 0. Christian employee of Streets and Alleys Depart-
ment at the salary of $825.00 per month effective May 1, 19730 He shall have
10 working days vacation after 2 years service and sick leave at the rate of 1
day per month of service up to but not exceeding 90 days with pay. Motion to
accept nomination made by Alderman Ellis , seconded by Alderman
Simmons . With all Aldermen voting aye , motion carried.
Mayor Coleman nominated LeRoy Johnson to serve in the Streets and Alleys
Department and Water Department at the pleasure of James E. Price, Superintendent
of both departments. Motion to accept nomination made by Alderman Thanepohn ,
seconded by Alderman Hanback With all Aldermen voting aye , motion
carried.
Mayor Coleman nominated Winfred W. Prickett as Chief of Police at the salary of
$900.00 per month. effective May 1, 1973• He shall have 10 working days vacation
and sick leave at the rate of 1 day per month of service up to but not exceeding
90 days with pay. Motion by Alderman Thanepohn to accept nominations
seconded by Alderman Ellis With all Aldermen voting ave , motion
carried.
Mayor Coleman nominated R. Clark Morrell as Patrolman at the salary of $850.00
per month effective May 1, 1973. He shall have 10 working days vacation and
sick leave at the rate of 1 day per month of service up to but not exceeding 90
days with pay. Motion to accept nomination made by Alderman_xa.nba.ck ,
seconded by Alderman Thanepohn . With all Aldermen voting aye , motion
carried.
Mayor Coleman nominated Richard A. Randall as Patrolman at the salary of $800.00
per month effective May 1, 1973. He shall have 10 working days vacation and sick
leave at the rate of 1 day per month of service up to but not exceeding 90 days

Mayor Coleman nominated Alvin P. Spera as Patrolman at the salary of $800.00 per
month effective May 1, 1973s He shall have 10 working days vacation and sick leave
at the rate of 1 day per month of service up to but not exceeding 90 days with pay.

Mayor Coleman nominated James S. Jerabek as Patrolman with the following wage
schedules May 1, 1973 - $600.00= June 15, 1973 - $625.00= November 1, 1973 -
$650.00. He shall have 5 working days vacation after 1 year of service and sick
leave at the rate of 1 day per month of service up to but not exceeding 90 days

Mayor Coleman nominated Alfred C. Baker and Arthur Thanepohn as School Crossing
Guards at the salary of $8.00 per school day. Motion to accept nomination by

Mayor Coleman nominated Fred H. Dickson as City Attorney to be paid a retainer
of $100.00 per month plus the privilege of billing the City for extra legal

Mayor Coleman nominated Marilyn J. Merkel as City Secretary at the salary of
$100.00 per week. She shall have 5 working days vacation after 1 year of service

Mayor Coleman nominated Norma J. Brant for secretarial services at the salary of

Mayor Coleman nominated The Yorkville National Bank, The Bank of Yorkville, The
National Boulevard Bank of Chicago, and The Northern Trust Bank of Chicago to
serve as city depositories. Motion to accept nomination made by Alderman
Thanepohn , seconded by Alderman Hanback With all
Aldermen voting aye , motion carried.
Mayor Coleman nominated the Chairman of the Finance Committee to be the fourth
signature on all checking accounts in the absence of either the Mayor, Treasurer,
or City Clerk. Motion to accept nomination made by Alderman Ellis ,
seconded by Alderman Simmons With all Aldermen voting awe _,

Mayor Coleman nominated James E. Price as City Building Inspector to serve at the
pleasure of the building council and to be paid a fee of $5.00 per inspection
after working hours. He shall have authority to hire deputies when necessary.
The deputies shall receive a fee of $5.00 per inspection. Motion to accept
