MARCH 8, 1973 MINUTES OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL ON MARCH 89 1973s AT- 8100 P.M. Mayor Coleman called the meeting to order and asked the City Council and visitors to stand and give the Pledge of Allegiance to the flag. He then directed the clerk to take the roll. Upon roll being taken, the following Aldermen were present: 1st Ward-Follmer 2nd Ward-Florence 3rd Ward-Ellis Madden Thanepohn McHugh-absent Mayor Coleman introduced the visitors. Mayor Coleman directed the clerk to read the minutes of the regular meeting. Alder- man Ellis moved to dispense with reading of the minutes as all had received copies and to accept said minutes. Secofided by Alderman Florence. Motion carried. Alderman Florence moved to dispense with reading the Treasurer's Report as all had received copies. Seconded by Alderman Follmer. Mayor Coleman questioned the amount shown in the Revanue Sharing Acct. Mrs. Merkel, treasurer, will check balance. Police Report by Chief Prickett. Streets and alleys, water and building inspector's reports by Superintendent Price. Alderman McHugh arrived at 8:05 P.M. Alderman Thanepohn questioned whether or not the street sweeper had cleaned the streets last month. Chief Priekett will check on it in the Police Log. Alderman Ellis stated Supt. Price recommends legal action be taken against the owner of property at 206 River St. Mayor Coleman directed the clerk to read the bills. Alderman Ellis moved to dis- pense with reading of the bills since n11 have received copies and all bills be paid. Seconded by alderman Florence. Motion carried. Mr. Mahoney made a otion to draft a letter to the County Building and Zoning Officer stating that the orkville Plan Commission appreciates the courtesy of referring planning and zoning tters within one and a half miles of the city limits to them, but ask that in he future such referrals, of all steps including preliminary plats, be referred to the plan commission 10 days prior to the regularly scheduled meeting to allow =3m FORM 601-49®U.S.A. MARCH 8, 1973 the item to be put on the agenda.Motion carried. 2.04 Unit 7 Countryside Sub- division-final plat. Motion made to recommend approval of the final plat, notion carried. Mayor's report on communications-Received quit claim deed from the Department of Transportation on land purchased at dam area. Having deed recorded and will then send certified copy to the state. 11. Commerce Commission notices on hearing- Increase telephone rates, March 8 at 10 a.m. in Chicago. Proposed changes in rules and regulations to reduce or curtail gas deliveries to- certain customers using 15,000 therms per days March 1 at 10 a.m. Application for authority to curtail large volume sales of natural gas, March 1 at 10 a.m. Seminar March 209 21 in Chicago on issuance of revenue bonds. Seminar by Department of Local Government Affairs March 31 in Kankakee. Letter on increase charges in rate from 8ommonwealth Edison Co. OLD BUSINESS: Bids on 1971 Ford Custom squad car-Florence reported one bid from Rich's Union 76 of $450 had been received. Discussion. Alderman Ellis moved to reject the bid and offer a re-bid with bidding closed April 7r 1973. Alderman Madden moved to approve said plat on recommendation of Plan Commission. Seconded by Alderman Ellis. Motion carried. Mr. Gary Conover presented a final plat on Countryside Subdivision Unit 70 Dis- cussion. Alderman Madden moved this be tabled until next meeting since it was not n the agenda and the question of sewer hook-up could be checked. Seconded by Ald- erman Thanepohn. Alderman Ellis reported the approximate cost of a conference table 4 x 8 would be $130, chairs from another company approximately $27 each, needing 10 chairs, making a total of $400. Discussion. Alderman Thanepohn loved the present committee be empowered to buy a conference table and chairs and consider the merits of a longer table at this time and also purchase 2 dozen folding chairs. Mayor Coleman stated State's Attorney Ingamunson and City Engineer Griffin had a good report from the EPA in Springfield last Tues, on the allocation agreement for Fox Industrial Park and Apple Tree Courts. All papers will be signed and should be received within the next 2 or 3 days. Supt. Price reported the sewer in the alley between Van Eamon and Hydraulic had -4- FORM 601-49®U.S.A. MARCH 8 1 been located. Discussion. Mayor Coleman had talked to the owners of said property and all will be co-operative. Two residents on Orange St. questioned why the curbs at the bottom of Orange Ste were not put in last August when a bid from Ray Lage of Aurora for $19120 had been accepted by the Council. Alderman Madden was directed to follow up on this matter. Clerk read a resolution on IMRF Prior Credits, Discussion. Alderman Florence moved to table this until next meeting so more information could be obtained. Matter referred to Alderman Thanepohn. Alderman Follmer seconded. Motion carried. Alderman Madden moved the Building and Public Property Committee be empowered to purchase necessary office equipment for the city secretary's office. Seconded by Alderman Thanepohn. Seconded by Alderman ollmer. Motion carried. k Johnson asked for financial help at the Little League ballpark. They need backstop on west end of diamond, 2 or 3 row bleachers, some sort of sign showing baseball area. Discussion. Matter referred to the Trees and Parks Committee. Mayor Coleman presented an ordinance setting the regular meeting of the city council on the second and fourth Thursday of each month commencing at 8s00 P.M. except when said Thursday falls on a holiday the said meeting will be held on the following Thursday. Alderman Ellis stated the overhang on the library building is in need of repair and would like the repairs done before the Library Open House in April. Ald. Ellis had obtained a bid from Jon '(tot replacing the overhang;&paintings $240.45. Alderman Ellis moved to approve this expenditure except the city will purchase the materials and $110 labor. Alderman Thanepohn seconded. Alderman Madden recommended check- ing into the-possibility of using 3/8" exterior plywood for the overhang. Roll call votes -6- FORM 601-49®U.S.A. Alderman Florence had received complaints on garbage and davenports at the east end of the apartments at Van Emmon and Mill. Mayor Coleman directed the city secretary to write Mr. Pilmer, owner, a letter asking this area be cleaned up. Alderman Florence stated Dean Thanepohn had requested permission to put concrete benches in front of his stores. Mayor Coleman referred this matter to the Streets and Alleys Committee and Superintendent Price. COMMITTEE REPORTSs Streets and Alleys-Alderman Madden stated some action would be taken on sidewalks and streets as soon as possible. Alderman Follmer had received complaints on the "no parking" signs on River St. Mayor Coleman asked if the complaints of Jerry Grolier had been taken care of. Discussion. Council requested. Supt. Price put up fire lane signs starting behind the Clinic Bldg. Water-Alderman Ellis read a letter from Layne Western recommending all present pumping equipment be kept in shape since so much more water is being used. The cost of the necessary replacement parts would be $3,000. Discussion. Alderman Ellis moved to authorize this expenditure on the recommendation of Supt. Price. Alderman Follmer seconded. Roll call vote: Follmer-aye Florence-aye Ellis-aye Madden-aye Thanepohn-aye McHugh-aye Motion carried unanimously. Alderman Madden moved to dispense with bids on these replacement parts and buy from the above company. Seconded by Alderman Ellis. Police & Fire- Alderman Florence reported the Police committee recommends hiring John Britt as a full time patrolman at $550 per month and there is an opening on Monday for required schooling. Alderman Madden moved John Britt be hired as re- commended by the committee. Alderman Follmer seconded. Alderman Florence moved this pay schedule be made , retroactive to the first of March, 1973- Seconded by Alderman Ellis. Trees & Parks-Alderman Follmer reported Bob Kyes will have the monument lights fixed by this weekend, no labor charges but will have a parts bill and will for- ward it to the clerk. Archie Biertz offered a bid for mowing of $20 for the +pity park, $15 ballparks and $5 dam area. Alderman Follmer moved to accept this bid and not take care of the area at the dam this year. MARCH 89 1973 Sewers-Alderman Thanepohn reported on a meeting the mayor asked him to attend on a study of the area sanitary systems. (See attachment). Alderman Thanepohn moved the council convey to Mr. Wm. Lawrence our interest and approval of the general con- cept of a Kendall County Water Association. Seconded by Alderman Madden. Motion carried. Future Planning-Alderman Ellis suggested the Council think about requiring new developers to set aside land for public uses such as schools, etc. Alderman Madden stated this is in the subdivision ordl4ce now adopted. Lights. Telephone and Gas-Alderman Thanepohn questioned if the utilities had been out off at the old library bldg. The Mayor said it had been taken care of and the bank would help take care of the bills on it. Liquor Commissioner-Mayor Coleman stated the American Legion had rquested a change in the name of the 489 Social Club since the Legion had taken over the liquor license. The new license will be issued in the name of "Legion Club" when the present one expires the end of April. Building and Zoning-Alderman Madden reminded the Council of the Public Hearing on the Comprehensive Zoning, March 27, 19739 at 8s00 P.M. at City Hall. Also asked reporters to stress the importance of this hearing in their newspapers. Finance and Audit-Alderman Thanepohn presented an insurance premium notice due of $!66,04 on the 2 trucks and feels it would not be feasable to ask for bids at this time and recommends paying this bill. Alderman Florence moved to pay this insurance premium. Alderman Follmer seconded. Roll call votes Follmer-aye Florence-aye Ellis-aye Madden-aye Thanepohn-aye McHugh-aye Motion carried unanimously. Mayor Coleman appointed. Alderman Madden as a city council representative to attend the Sanitary Board meetings in hopes of eliminating the communication problems with the Sanitary Board and request a copy of the minutes be sent to the Sanitary Board. Mayor Coleman asked all items for the agenda be in to him by Monday before the meeting so copies can be distributed before the meetings. At 11:25 P.M.
