MINUTES OF THE ADJOURNED MEETING OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND
ALDERMEN OF THE UNITED CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE
CITY HALL ON JANUARY 25, 1973 AT 8800 P.M.
Mayor Coleman called the meeting to order and asked the City Council and visitors
to stand and give the Pledge of Allegiance to the flag. He then directed the clerk
to take the roll. Upon roll being taken, the following Aldermen were wesent8

Mayor Coleman directed the clerk to read the minutes from the January 11, 1973
meeting. Alderman Fbllmer moved to dispense with reading the minutes of that
meeting as all aldermen had received copies. Seconded by Alderman Madden. Motion
carried.
Alderman Madden gave the Planning Commission report. The final plat of Harker
Subdivision was accepted with reservations on Lots 1 and 2 because of possible
water problems. The pre-annexation agreement on the 60 acres south of town was
tabled until the February 27 meeting because of lack of detailed information.
Alderman Madden suggested the Council attend the next meeting as there is some
opposition and the Council would be better informed on the situation.
Old business continued from last meeting-Alderman Madden brought to the attention
of the Council three motions approved at previous meetings that no action had been
taken and recommended this be done. First being the motion to advertise for a
patrolman. It was stated the part-time patrolman was quitting as of Jane 319 1973
and there is an immediate need fora patrolman. Alderman Florence stated 2
applications had been received just from the newspaper write-up on the meetings
Discussion. Alderman Madden moved the Police committee be empowered to select one
of the two applicants that have already applied for the job on a probationary
basis with the possibility of hiring on as a full time employee and also ad-
vertise for a patrolman in the newspaper. The Chief of Police and Mayor must
approve the applicant and the Mayor will hake the appointment. Alderman Thanepohn
seconded the motion. Motion carried.
Secondly, the motion to advertise for a squad care Alderman Florence stated he had
received bids for a police car.
Third, the zoning map and B.O.C.A. code. Discussion. Mayor Coleman stated he
would take a sample copy of the necessary ordinance to the City Attorney for im-
mediate action on the B.O.C.A. code.
Mr. Price reported on Apple Tree Courts-had not written a letter to Mr. Kackert
because he had received the necessary approval on the sewer hook-ups and felt
they were operating in good faith. If Council w4m; further action, he will take it

New Business-
Correspondence-Notice of hearing from Illinois Commerce Commission vae Northern
Illinois Gas Coe to be held Feb. 20, 1973, in Chicago.
Request from the Kidney Foundation to conduct the annual campaign "A Walk for
Life" on April 7-8-73. Alderman Florence moved permission be granted for the
Kidney Foundation's campaign "A Walk for Life% Seconded by Alderman Thanepohne
Motion carried.

Illinois Municipal League requesting letters be written to state representatives
and senator urging their vote in support of SB1515 thru SB1520 and to vote against
the "Tax Freese".
Alderman Florence presented bids on a new squad car and the cost of leasing a
oar for police use.

Riscussiono Alderman Madden moved to lease the car from Grand Spalding Leasing,
Inc. and advertise the 1971 Ford for sealed bids with the usuual privilege to

accept or reject any or all bids. Seconded by Alderman Thanepohn. Roll call votes

Motion carried. Discussion followed on equipment and it was decided to use all
the equipment now on the 1971 Ford rather than purchasing new.
Alderman Madden requested guests at each meeting be introduced. Mayor Coleman
asked the names be given to the clerk before each meeting and the Mayor will then
introduce the guests at the beginning of a meeting.
Mayor Coleman recommended for Alderman Ellisp who is ill, the appointment of Mrs.
Marilyn Merkel as the City Secretary. Alderman Madden moved Mrs. Merkel be appointed
as city secretary. Seconded by Alderman Florence. Motion carried.
Alderman Ellis also asked if a committee could be appointed to investigate all
salaries of other municipalities for the purpose of increasing the salaries of
the council, Mayor, Clerk and Treasurer. Mayor Coleman appointed Alderman Than
epohn as chairman of said committee with Alderman Ellis and Alderman Madden as
members.
Clerk read a petition of John Gengler to amend the city of Yorkville liquor ordinano
This was tabled until the February 8th meeting*as it was not on the agenda of the
January 11th meeting.
Committee Reports:
Streets and Alleys-Mayor Coleman recommended the committee start now to obtain
bids for street work to be covered under MFT tax monies. Also at this time, the alle
between Van Emmon and Hydraulic be repaired. Alderman Madden stated a legal opinion
is needed as to the ownership of said property. Mayor Coleman requested the city
engineer check the entrance to the cemetery as the street is very narrow and the
cars are driving on Mrs. Swanson's lawn and have this taken care of when other
streets are done.
Water-Mayor Coleman recommended the committee check on a new well.
Trees and tParks-Alderman Follmer stated the lights still are not fixed in the park.
Alderman Madden moved the trees and parks committee be empowered to spend up to
$200 to put guards on the lights and put the electric eye up where it should be.

Mayor Coleman reported the entrance lights at Countryside had been installed.

Alderman Thanepohn asked for an executive meeting immediately following the meet-
ing in regard to the property at the dam that is to be up for auction.
Alderman Thanepohn moved the meeting be adjourned at 10:00 P.M. Seconded by Alder-
man Florence. Motion carried.
