MINUTES OF THE REGULAR MONTHLY MEETING OF THE MAYOR AND ALDERMEN OF THE UNITED
CITY OF THE VILLAGE OF YORKVILLE, ILLINOIS, HELD AT THE CITY HALL ON FEBRUARY 100
1972, at 8s00 P.M.
Mayor Coleman called the meeting to order and asked the City Council and visitors
to stand and give the Pledge of Allegiance to the flag. He then directed the
Clerk to take the roll. Upon roll being taken, the following Aldermen were presents
1st Ward - Follmer, Madden
2nd Ward - Florence, Thanepohn
3rd Ward - Ellis
Absent - McHugh
Mayor Coleman directed the clerk to read the minutes of the regular meeting of
January 13, 1972. Alderman Thanepohn waived reading of the minutes since all
aldermen had received copies. Seconded by Ald. Florence. Motion passed.

Aldo Florence moved the bills be referred to the finance committee and be paid if
found to be correct. Seconded by Aldo Follmer. Motion passed unanimously.
Treasurer's report was read by Mrs. Merkel.
Acting Police Chief Clark Morrell read the Police Report.
Aldo Follmer read the Water Dept. report.
Aldo Follmer read the Se]Cwer report.
Clerk read the Planning Commission report. Aldo Madden suggested the ordinance
for the Planning Commission be reviewed. Mayor Coleman suggested Aldo Florence
review the ordinance with the City Attorney.
Clerk read an application for membership from the Municipal Clerks of Illinois.
Aldo Madden moved the clerk join the Municipal Clerks of Illinois, dues being
$10.00 per year. Aldo Follmer seconded the motion. Motion passed unanimously.
Clerk read a petition for Black Second Addition to rezone, submitted by Mr.
Blaine Harker. This petition was referred to the Planning Commission.
Clerk read a petition for Ray Franklin Farm for rezoning. This petition was
referred to the Planning Commission. Mr. Price, Supte of water asked for a
certification of the water system. of this proposed community development for
the approval of the city.
Mayor Coleman direct the clerk to open bids for insurance on the squad car.
Zeiter Insurance Co. renewal policy 2-1-72 to 8-1-72 $195.50
Country Companies annual policy $189.44

Aldo Thanepohn moved the Country Companies bid be accepted for an annual policy
for $189.44. Seconded by Aldo Ellis. Roll call votes

Motion passed unanimously.
City Engineer George griffin asked the Council if they had any questions regarding
the bill from Walter E. Deuchler Asse. , Inc. presented last month. Aldo Thanepohn
recommended this bill be -paid.
City Attorney Bassak read a petition for Conover's Second Subdivision, consisting
of one lot located in the county. County Planning Commission and Zoning Board
of Appeals has approved the petition. Aldo Follmer moved the petition be for-
warded to the Yorkville Planning Commission for approval and if it is approved,
the Mayor and City Clerk may also approve and sign the plat. Seconded by Aldo
Florence. Motion carried.
City Attorney Bassak read an ordinance increasing the previous set water rates.
City Attorney Bassak read an ordinance to amend the Building Code ordinance
see attachment. Aldo Thanepohn moved this ordinance be passed. Seconded by
Aldo Ellis. Roll calls

Motion passed unanimously.
Aldo Madden resolved fees on petitions for rezoning be increased to $100.00.
Seconded by Aldo Thanepohn. Resolution passed unanimously.
Aldo Ellis read a report from the Library Board recommending the purchase of the
Leo Anderson Building, located at 102 S. Bridge, Yorkville, for a city library
and a committee be appointed for the remodeling of said building. Aldo Ellis
moved arrangements be made to purchase the Leo Anderson Building, 102 S. Bridge
St. , Yorkville, for a city library and empower the Mayor, City Clerk and City
Attorney to complete said purchase for $32,000.00. Seconded by Aldo Thanepohn.

Motion carried unanimously.
Aldo Ellis recommended the City Council and Library Board serve as a committee
to work on remodeling of the building.
New Business:
Aldo Madden recommended the Building and Zoning Committee enter into an agreement
with the County to continue issuiing building permits. Aldo Follmer moved Mr.
Madden, Mr. Florence and Mr. Price discuss the matter with Mr. Shroger of the
County Building and Zoning Planning Office.
Aldo Florence asked if some organization duld clean up the river. Aldo
Thanepohn said he would try to get some he p from the state in the spring.

COMMITTEE REPORTS:
Streets and Alleys-Aldo Follmer stated the City Attorney is working on the
numbering of Countryside Subdivision and will present an azendment to the
present ordinance at the next Council meeting.
Water-No report.
Health and Sanitation-Ald. Florence questioned Attorney Bassak on the progress
of the condemnation suit against the Cozy Cafe. He reported that action
will be taken within the next two weeks.
Police and Fire-No report.
Streets and Parks-No report.
Sewer-No report.
Planning-No report.
Property and Building-Aldo Thanepohn noted new window shades had been installed
in the City Building.
Lights, telephone and gas-Aldo Follmer reported a few more street lights had
been cut over.
Building and Zoning-Ald. Madden reported the zoning map will be published by
state statute in March and adopted as an official map. Aldo Thanepohn made
a motion the Building and Zoning committee be empowered to have the zon#�g
map and prints of map made. Seconded by Aldo Follmer. Motion passed unanimously
Aldo Madden reported the Planning Commission had settled on the National
Building Code. By March a recommendation for a new building code would be made.
Finance and Audit-Aldo Thanepohn reported $80,000.00 had been invested in
Certificate of Deponits, divided between the two Yorkville Banks; with an
estimated $4,000.00 interest annually. An adding machines had been purchased
for the City Treasurer. A1d.Thanepohn recommended all fuel, lub. and
repair bids be rejected. A new bid request will be for fuel only. The
finance committee will be meeting each month, probably a week before the
Council meeting. March 2, 1972, a meeting with Mr. Sanders, auditor, will
be held to go over the present budget and establish a new budget to be
within the C#y's funds. Aldo Thanepohn moved all previous bids for fuel,
lub. and repair be rejected. Seconded by Aldo Florence. Motion passed
unanimously.

Alterations, remodeling, or siding, not including any addition to existing building
which will add to the ground area thereof:
Less than $1,000.00, minimum fee-------------------------$5.00
Each additional $1,000.00 or portion thereof-----------------$2.00.
Section 2: That this Ordinance shall repeal all other ordinances or resolutions of the
United City of the Village of Yorkville heretofore passed and adopted that conflict herewith
insofar as they conflict.
Section 3: This ordinance shall be in ,full force and effect from and after its due passage
and approval I.
